Diverse forms of exercise
During the 2024-2025 period, from the budget, the "For the Poor" fund, and other mobilized resources, the Provincial Fatherland Front Committee supported the construction and repair of nearly 2,600 houses for poor and near-poor households. Continuing the positive achievements of previous years, in 2026, the Fatherland Front Committee and its member organizations at all levels in the province will continue to expand and diversify the forms of mobilization and solidarity among all strata of the people, creating resources to support the construction, renovation, and repair of houses for poor and near-poor households.

The results of the national multidimensional poverty assessment show that currently, the province still has over 7,700 poor households (0.91%). In the first quarter of 2026, the Fatherland Front Committees of communes and wards reviewed the total number of poor households in the province and found that over 300 poor households living in temporary or dilapidated houses in 51 out of 99 communes and wards need support to build solidarity houses in 2026. Some communes still have many poor households in need of house construction support, such as: Son Dong (61 houses), Bien Dong (21 houses), Luc Son (14 houses), Phuong Son (13 houses), Tan Son (13 houses), Trung Kenh (12 houses)...
In 2026, Tay Yen Tu commune still has 10 poor households facing housing difficulties. The commune's Fatherland Front Committee has compiled a list and submitted it to the provincial Fatherland Front Committee for consideration and inclusion in the list of those eligible for support in building solidarity houses. Ms. Nguyen Thi Phuc (born in 1979), from Thanh Ha village, shared: “For many years, my family lived in a dilapidated temporary house at the foot of the western slope of Yen Tu mountain. I was very worried every time floods came from upstream, but I couldn't afford to repair or rebuild it myself. In 2026, my family is very happy to receive support in building a solidarity house.”
Due to fluctuations in material and labor costs, and to share the burden with poor households, this year, the Provincial Fatherland Front Committee plans to propose a support level of 100 million VND per newly built house (equivalent to the support level in the former Bac Ninh province and an increase of 40 million VND per house compared to the support level in the former Bac Giang province in 2025). The total support for the solidarity housing construction program in 2026 is expected to be 30.3 billion VND, with 50% of the proposed support coming from the "For the Poor" fund at all levels in the province, and the remainder from the budget. At the same time, the Fatherland Front Committees at all levels will continue to mobilize organizations and individuals to provide additional labor, materials, and household items for the families.
The 2026 Solidarity Housing Construction Program requires that after receiving support, families must build new houses with a minimum usable area of 24 m2 according to the "3 solid" standards (solid foundation, solid frame/walls, solid roof)...
Making life better
Currently, 48 communes and wards in the province no longer have poor households living in temporary or dilapidated houses. To share the difficulties faced by poor households regarding housing, the Fatherland Front Committees of the communes and wards continue to develop plans to mobilize funds to support poor households in building solidarity houses. Ms. Nguyen Thi Hong Vinh, Chairwoman of the Fatherland Front Committee of Bac Giang Ward, shared: “Although there are no longer any poor households in the ward needing support to build solidarity houses, the Fatherland Front Committee of the ward is still actively acting as a bridge to mobilize businesses, benevolent individuals, and people from the homeland to directly support poor households in mountainous and disadvantaged areas to eliminate temporary and dilapidated houses.”

Among the more than 300 poor households in need of support for building solidarity houses in 2026, 40 households still do not meet the requirements regarding land use rights. The Provincial Fatherland Front Committee requests that communes and wards coordinate with the Department of Agriculture and Environment to review, classify, and determine the reasons for each case, promptly resolve obstacles, and support people in completing legal procedures to obtain land use right certificates as prescribed. It is expected that houses meeting the support criteria will be constructed from the second quarter to the end of the fourth quarter, ensuring quality and suitability to the conditions of each family.
Comrade Nguyen Thi Ha, Member of the Standing Committee of the Provincial Party Committee and Chairwoman of the Provincial Fatherland Front Committee, stated: The Provincial Fatherland Front Party Committee is submitting to the Standing Committee of the Provincial Party Committee a proposal for building solidarity houses for poor households in the province; simultaneously, it proposes that the Standing Committee of the Provincial Party Committee assign the Provincial Fatherland Front Party Committee to lead and direct the Standing Committee of the Provincial Fatherland Front Committee to develop a plan and organize its implementation, ensuring that it targets the right beneficiaries, is transparent, and effective; and proposes that the Provincial People's Committee Party Committee lead and direct relevant agencies to urgently research and advise on the development of a project to support funding for the construction and repair of solidarity houses for poor households, in accordance with actual conditions. In the coming time, the Standing Committee of the Fatherland Front Committee and the "For the Poor" Fund Mobilization Committee at all levels in the province will proactively coordinate with relevant agencies and departments to implement practical and effective support activities. The support provided is carefully reviewed, ensuring accuracy and fairness, helping the poor improve their lives, and contributing to the successful achievement of poverty reduction goals and socio-economic development tasks of the locality.
The program to build solidarity houses not only provides material support but also demonstrates the spirit of mutual assistance and solidarity within the community. The joint efforts of the entire political system, armed forces units, and the people have created a powerful force of unity, spreading profound humanitarian values.
