Accordingly, The Grand Manhattan project at 100 Co Giang Street, Cau Ong Lanh Ward, and the Golden Mansion project at 119 Pho Quang Street, Duc Nhuan Ward, both developed by Novaland Investment Group Joint Stock Company (NVL), have recently made new legal progress.

Two more Novaland projects in Ho Chi Minh City have had their legal issues resolved.
Specifically, regarding The Grand Manhattan project, the Ho Chi Minh City People's Committee has concluded on the project's financial obligations. Accordingly, the project has consistently implemented the policy, ensuring on-site resettlement for residents and maintaining the project boundaries throughout its implementation. Therefore, the project is exempt from land use fees.
Based on this conclusion, Novaland Group stated that it has fulfilled its financial obligations for the project and is working with the Department of Agriculture and Environment of Ho Chi Minh City to complete the procedures for granting a certificate for the project.
Furthermore, on May 14, 2026, the Office of the People's Committee of Ho Chi Minh City also issued Notice No. 527/TB-VP acknowledging the conclusions of the Chairman of the People's Committee of the City within the framework of the activities of the Special Task Force reviewing and resolving difficulties and obstacles for constructions, projects, and land areas in the city related to the project at 119 Pho Quang Street, Duc Nhuan Ward, Ho Chi Minh City.
Accordingly, the City agreed on the principle of continuing to implement the next procedures so that the project can soon fulfill its financial obligations in accordance with regulations; and assigned the Department of Agriculture and Environment to urgently carry out the land valuation work, to be completed in May 2026.
Mr. Duong Van Bac, General Director of Novaland Group, stated that the group has now fulfilled its financial obligations for the Golden Mansion project. This is a mandatory condition and serves as the basis for authorities to proceed with the procedures for issuing ownership certificates to customers.
On May 27, 2026, the Task Force for Issuing Certificates under Decision No. 1645/QD-UBND dated September 19, 2025 of the People's Committee of Ho Chi Minh City held a meeting to consider and resolve the issuance of certificates to customers at the project.
"With decisive direction from the Government and the Ho Chi Minh City People's Committee's efforts to resolve legal obstacles, Novaland is gradually addressing ownership rights for over 10,500 households and launching key projects in the 2025-2026 period. The legal developments at The Grand Manhattan and Golden Mansion are positive signs, demonstrating the effectiveness of the cooperation of relevant authorities as well as Novaland's persistent efforts in ensuring the rights of residents."
Currently, the Department of Agriculture and Environment is accelerating the process of completing land title issuance procedures for many projects, including those of Novaland. We will continue to coordinate closely with the management agency to speed up this process and bring land title certificates to customers as soon as possible," Mr. Duong Van Bac shared.

One of the two projects has had its legal issues resolved.
According to the plan, Novaland announced it will hand over tens of thousands of land ownership certificates to customers at its projects in the coming period. In Ho Chi Minh City, the company aims to issue approximately 4,347 land ownership certificates in 2026 for projects that have completed legal procedures and construction, including Lexington, Lucky Palace, Tropic Garden 1, Tresor, Rivergate, Golden Mansion, Lakeview, and the remaining buildings of the Sunrise Riverside complex.
