Hai Phong is accelerating the construction progress of the Ring Road 2 project and the expansion of Nguyen Truong To Street, striving to complete it before December 31, 2026.

Hectic activity on the construction site.

In late May 2026, the weather in the city was hot and sunny with frequent rain, but at the Hai Thanh Bridge construction site (Package 20: Construction of the section from the Lien Phuong intersection to the end of the Hai Thanh overpass intersection), the atmosphere was bustling and urgent. The sounds of drilling machines, welding machines, and specialized machinery and equipment echoed across the construction site, blending with the determined spirit of hundreds of workers and engineers working three shifts and four teams to meet the project's deadline.

At tower T12, engineers and workers are urgently installing stay cables, marking an important milestone in the preparation for the bridge's final joining in August. Mr. Vuong Toan Tuan, Commander of the consortium of contractors for package 20, said that most of the important items have been completed. Currently, the consortium is focusing on the technical aspects of the project. As of May 28th, the construction volume for the package has reached over 66% of the plan.

Similarly, in Package No. 19 - Construction of Tan Vu Interchange and the section leading to the intersection of inter-ward roads, the joint venture of Bridge Construction Company 75 and Song Hong Joint Stock Company has completed the roadbed construction, deployed the crushed stone base course, and is preparing for asphalt concrete paving. By the end of May 2026, the construction volume of the package reached 62.2% of the plan. If weather conditions are favorable, the contractor may complete the asphalt concrete paving in June and July 2026.

Construction began this past April, and the expansion project of Nguyen Truong To - Bui Vien road (the section from the intersection with National Highway 10 to the intersection with Ring Road 2), with a total length of approximately 10.4 km, is being urgently carried out. The project site in An Hai and An Duong wards is bustling these days, with contractors concentrating manpower and machinery to accelerate construction.

According to Mr. Bui Van Dat, a site technical officer (Loan Khai Investment Construction Trading Company Limited), to ensure the completion of the contract by the end of 2026, the contractor is mobilizing maximum manpower and equipment, overcoming difficulties in construction conditions to complete the item according to the contract signed with the investor.

According to the Hai Phong Transport Construction Investment Project Management Board, the entire construction package of the Ring Road 2 section from Tan Vu - Hung Dao - Bui Vien Street and the expansion of Nguyen Truong To Street is currently in its final stages, striving to complete the entire project before December 31, 2026.

However, the construction site for package 21 – the section from the end of the Hai Thanh overpass intersection to the beginning of the Bui Vien overpass intersection, passing through Hung Dao ward – is currently facing many obstacles.

Due to delays in land handover by the local authorities, the progress of the contract is low, at approximately 19.1% of the plan. To ensure the overall progress of the project and to meet the requirements for disbursing public investment funds allocated by the city for the project in 2026, the investor requests Hung Dao ward to urgently complete land clearance and hand over the land to the construction unit no later than June 30th.

Land acquisition difficulties are hindering the simultaneous acceleration of the construction package for the expansion of Nguyen Truong To - Bui Vien road (from the intersection with National Highway 10 to the intersection with Ring Road 2). The investor has requested that the wards of Kien An, An Hai, An Duong, and An Phong expedite the land handover process. Besides the road expansion, the package includes several items such as pedestrian underpasses and overpasses over National Highway 10. These are all items that require sufficient construction time to meet technical and quality requirements.

The Ring Road 2 project, specifically the Tan Vu - Hung Dao - Bui Vien section, spanning 11 km, and the expansion of Nguyen Truong To - Bui Vien road, is in its final stages of construction, aiming for completion by the end of 2026. This is considered a crucial ring road connecting industrial zones, economic zones of the city and northern localities with Hai Phong seaport.

The early completion of the project will not only enhance transportation connectivity and expand development space but also help reduce conflicts and the risk of traffic accidents on the current route connecting to Hai Phong seaport, which runs through the city center.
