Pilot program for KPI scoring at ministries, departments, and localities will run from July to September.

On the morning of June 2nd, Deputy Prime Minister Nguyen Van Thang chaired a meeting on the method of scoring KPIs for ministries, sectors, and localities regarding the disbursement of public investment capital.

KPI scoring results are an important basis for evaluating the level of task completion.

Speaking on behalf of the agency responsible for drafting the scoring scheme, Deputy Minister of Finance Nguyen Duc Tam stated that the scoring is expected to be based on two timeframes: monthly and annual. The annual score will be the primary evaluation tool for assessing the level of completion of disbursement tasks assigned by the Prime Minister. The monthly scores will serve to commend ministries, agencies, and localities with good disbursement performance and to encourage and remind those with poor performance.

For both monthly and annual scoring methods, the focus will be on two sources of public investment capital: planned capital allocated for the year and planned capital that has been extended for implementation and disbursement from years prior to the planning year.

Regarding the scoring criteria, for monthly periodic scoring: The total score is 100 points; comprising 3 component criteria with the following scoring structure: Disbursement rate of planned capital (referred to as KHV) compared to the national average disbursement rate up to the end of the month (45 points); number of KHV disbursed in the month compared to the registered capital plan for disbursement in the month (45 points); compliance with reporting requirements on the disbursement of KHV on the Comprehensive Financial Database System (referred to as compliance with reporting requirements) (10 points).

For the annual scoring, the total score is 100 points; comprising 2 component indicators with the following scoring structure: The disbursement rate of the State budget compared to the national disbursement rate that must be completed as directed by the Prime Minister (90 points) and compliance with reporting requirements (10 points).

The opinions expressed at the meeting were in strong agreement on the need to develop and promptly issue a set of KPI evaluation criteria for public investment disbursement in order to strengthen discipline, improve implementation efficiency, and create incentives to accelerate disbursement.

KPI scoring results should also become one of the important bases for evaluating the performance of teams and individuals, as well as for emulation and reward programs.

Some opinions suggest further research and refinement of the evaluation method for cases of capital reallocation, capital supplementation within the year, or projects involving multiple entities.

The delegates also emphasized the need to build a digital disbursement data system, directly connected to the State Treasury system and work management platforms, ensuring that data is updated promptly, accurately, and can be monitored almost in real time.

Standardizing, interconnecting, and sharing data between agencies is considered a crucial condition for the effective implementation of KPIs, while minimizing manual data compilation and reporting, and avoiding additional administrative procedures for officials and civil servants.

In addition, some opinions suggest establishing specific evaluation thresholds to classify disbursement results, thereby creating an objective basis for scoring, ranking, and comparing among agencies and units. The ultimate goal of applying KPIs is not only to evaluate performance but also to create positive pressure, encouraging investors, project management boards, and related agencies to accelerate the disbursement of public investment capital, contributing to the achievement of socio-economic development goals.

The pilot scoring system will run from July to September.

Concluding the meeting, Deputy Prime Minister Nguyen Van Thang emphasized that the disbursement of public investment capital is a matter of great concern and is being decisively and regularly directed by the Government and the Prime Minister. This is one of the very important political tasks every year for socio-economic development, job creation, and contributing to achieving double-digit growth targets.

" Issuing regulations on the scoring method for disbursing public investment capital is very necessary," Deputy Prime Minister Nguyen Van Thang stated, adding that not only in the field of public investment capital disbursement, but also in the near future, the Government will study the application of the KPI calculation method to a number of tasks of ministries, sectors, and localities, thereby improving the effectiveness and efficiency of leadership, direction, and organization of the implementation of Government tasks.

According to Deputy Prime Minister Nguyen Van Thang, scoring KPIs in public investment disbursement helps improve the efficiency of investment capital utilization, enhance a sense of responsibility in adhering to administrative discipline and public service regulations, and promote the proactive spirit of each organization and individual in carrying out the task of disbursing public investment capital.

Based on the report from the Ministry of Finance and the opinions expressed by ministries, sectors, and localities, the Deputy Prime Minister agreed to issue a decision by the Prime Minister stipulating the scoring method for disbursing public investment capital plans.

The Ministry of Finance is responsible for guiding localities in the calculation process; reviewing it to ensure that the calculation for KPI scoring is as simple as possible. The calculation, evaluation, and scoring are carried out monthly and in-depth evaluations are conducted quarterly.

The Deputy Prime Minister requested that the Ministry of Finance thoroughly study and incorporate the opinions of the delegates attending the meeting to finalize the draft Decision of the Prime Minister, ensuring it is within the proper authority and in the correct form as prescribed by law. Based on this, the Ministry of Finance should compile and submit it to the Prime Minister before June 6th. The Deputy Prime Minister also instructed the Ministry of Finance to carefully review the items excluded when calculating disbursement points, ensuring they are consistent with reality and are fair, transparent, and open.

The Deputy Prime Minister clarified that a pilot program for scoring will be implemented from July to September, followed by official rollout.
