The pilot model of the “one-level” Public Administration Service Center under the Provincial People’s Committee is a model that meets the Government ’s requirements. Therefore, the province needs to clear bottlenecks, resolve difficulties and limitations in databases; interconnected data systems from commune to provincial levels; do a good job of receiving records to resolve administrative procedures regardless of administrative boundaries…

In the coming time, the Binh Duong Provincial Public Administration Service Center is expected to operate effectively thanks to its centralization.

Prepare facilities and people

According to the pilot project to establish the Provincial Public Administration Service Center (PPSC), in terms of organizational structure, in phase I, from now until December 31, 2024, Binh Duong will implement dual management of the Provincial PPSC with provincial departments and branches; District People's Committees will manage the number of staff and personnel performing tasks at the center branches as currently. From January 1, 2025 to December 31, 2025, receive and hand over the current staff status of the Provincial Public Administration Center and the District PVSC to the Provincial PVSC; at the same time, propose to review and consider adding more civil servants and public employees to the center to ensure the organizational structure according to regulations and to be able to meet the requirements of the assigned tasks.

The project is divided into 3 phases. Phase 1, from September 30 to December 31, 2024: Deploying the establishment and launching of the one-level Public Service Center; maintaining 9 branches with the name of Public Service Center; 91 "one-stop" departments of 91 communes, wards and towns will retain their names. Phase 2, from January 1, 2025 to June 30, 2025: The Provincial Public Service Center will complete the "one-stop" staff to consider the arrangement of personnel from departments, branches, specialized departments, postal staff, and specialized staff in accordance with the practical situation; combining the issuance of a list of non-administrative boundaries in receiving administrative procedures; establishing 9 branches of the Public Service Center (type 1) on the basis of merging branches of 9 district-level localities and 9 "one-stop" departments of central wards and towns. Phase 3, from July 1, 2025 to the end of 2025, review and select the integration of a number of "one-stop" points in wards in cities to establish new branches or inter-ward "one-stop" points when meeting the requirements on headquarters, travel distance, number of records generated, personnel, etc.

The provincial and district-level Public Administration Centers have been invested in synchronously and modernly, and are located in densely populated areas with convenient transportation. Therefore, it is recommended to continue to arrange the headquarters of the Public Administration Center at the Provincial Public Administration Center and the branches of the Public Administration Center at the headquarters of the district-level Public Administration Centers as they are currently in order to make the most of the existing headquarters and ensure the requirements.

Mr. Vo Anh Tuan, Chief of Office of the Provincial People's Committee, emphasized that in the spirit of "working, not retreating", departments, branches and localities need to determine goals, be determined to act, implement according to the roadmap and must reach the destination, produce good results, and specific products. Careful preparation is needed so that during the implementation process, there are no mistakes, no major disruptions in procedures and operations. Relevant units review the contents of the report to the Provincial People's Committee on the advantages and difficulties to coordinate in handling during the implementation process, especially the organization of the apparatus, payroll, and one-stop personnel at the Provincial Public Administration Center, branches, and reception points in 2024 and 2025, as well as the engraving of new seals and returning of old seals of the Provincial Public Administration Center and District Public Administration Centers; changing the brand identity nameplate; arranging non-administrative counters at the Provincial Public Administration Center, branches, and reception points; volunteer system, "one-stop" personnel system...

Regarding infrastructure and equipment, initially, the existing equipment, working facilities and records under the management scope as prescribed by the Provincial Public Administration Center, the District Public Administration Center and some receiving and returning results departments at the commune level will be utilized to carry out the work at the Provincial Public Administration Center and branches of the Public Administration Center. The Provincial People's Committee assigns the People's Committees of districts and cities to continue managing the branches of the Public Administration Center during the pilot period until the plan for purchasing and renting equipment to serve the activities of the Binh Duong Provincial Public Administration Center is implemented.

Innovation in approach

Mr. Truong Cong Huy, Deputy Chief of the Provincial People's Committee Office, Director of the Provincial Public Administration Center, said that the project's goal is to build and pilot a model of a one-level Public Administration Center under the Provincial People's Committee, operating on the basis of the Provincial Administrative Procedure Information System (TTHC) connecting with the National Public Service Portal, national databases, specialized databases, and shared platform systems. Through the pilot model, it is possible to evaluate and propose the replication of the model and improve legal regulations on the organization and operation of current "one-stop" departments.

The new point of the project is to innovate the way of receiving administrative procedures in the direction of shifting from dividing the "one-stop" department by level and administrative unit to a regional model, centralized and unified management, creating favorable conditions for implementing multi-sectoral and multi-field reception and return of results, regardless of administrative boundaries; ensuring that every citizen can access public services provided within a radius of less than 30 minutes of travel or within a radius of no more than 5km, suitable for the place of residence, study and work. Another good thing is to improve the professionalism and independence in receiving, digitizing and returning results of handling administrative procedures of the "one-stop" department; ensuring flexibility in arranging one-stop staff in accordance with the conditions and situation of receiving and handling administrative procedures of each region, avoiding local overload; creating conditions for monitoring, supervising, evaluating and urging the implementation of administrative procedures in a more timely and effective manner.

The project's objective is to effectively digitize, exploit, and reuse digitized data, achieving the goal of 100% of received records being digitized before processing, 100% of successfully processed administrative procedure records being archived and having reuse value; not requiring declaration or submission of information and documents that state agencies already have and manage in electronic form. Through the implementation of the project, the satisfaction level of organizations and individuals in accessing and implementing administrative procedures is at least 95%, in which 100% of administrative procedure records are publicized, transparent in the process of receiving and processing so that organizations and individuals can monitor, supervise, and evaluate; ensuring a unified and synchronized service experience among one-stop departments.
