The principled methodological viewpoint in studying and following Ho Chi Minh's thought on Patriotic Emulation is to learn the spirit of handling all matters; learn principled stances and viewpoints; master dialectical thinking and methods; combine learning with practice, practice in learning, and practice in learning, being both steadfast and innovative and creative.
First, those who compete are the most patriotic. The 13th Congress emphasized the need to strongly arouse patriotism and the will to be self-reliant. There are many ways to arouse patriotism, but the most important, like a red thread running through it, must be patriotic emulation.
Patriotic emulation needs to be understood as emulation about patriotism and emulation is patriotism. Emulation about patriotism means not talking about patriotism but taking action to show patriotism. It must be through specific, practical, daily, lifelong actions, big and small. Each cadre, party member, worker, farmer, intellectual, businessman, soldier, public security officer, young generation, elderly, veteran, woman, strongly arouses patriotism through their specific actions. With the spirit of dedication, responsibility, working productively, with quality, and effectively to turn "ten fingers sharpening bamboo spikes" into "ten fingers quickly gliding on the keyboard" as a figurative way of saying to adapt to the Fourth Industrial Revolution is patriotism, is emulation. That is a vivid image of a country competing in the new situation.
Talking about patriotism but “covering behind a blanket” and doing nothing, doing it superficially, perfunctorily, roughly, doing it for the sake of it, holding back, being defensive, covering up, being afraid of responsibility, lacking responsibility, being irresponsible, avoiding, shirking responsibility…, no matter how much they talk, how profound they are, they cannot be called patriots. If they are cadres, they are those who have committed crimes against the Fatherland and the people. Because cadres are public servants of the people, responsible for serving the people, serving the Fatherland. If they do not work, they are not worthy of being loyal servants of the people. Patriots must work with a competitive spirit. In work and in the process of working, it is to cultivate patriotism. Productivity, quality, and efficiency of work are the measure of patriotism, and patriotism is to make productivity, quality, and efficiency increasingly higher, better, and of higher quality.
Second, the emulation to do more, faster, better, and cheaper still retains its value in the current situation. Talking about emulation is to have more products, the more the better. Too much for too long is not good, but it must be fast. To be fast, we must be creative, innovate our thinking to keep up with the trend of the Fourth Industrial Revolution, and fight against conservatism and stagnation. Too much, too fast but with poor quality is meaningless. Quality is always the top, fundamental, and long-term criterion, containing ethical values in production labor. Too much, faster, and better go hand in hand with cheap. To do so, we must increase productivity, focus on science and technology, sense of responsibility, awareness of serving the Fatherland, serving the people, fighting against embezzlement, waste, bureaucracy, and fighting against the disease of achievement. With the leadership of the Party, the management of the State, and the mastery of the people, we believe that the emulation movement to do more, faster, better, and cheaper can be implemented and must be implemented. If one of those four things is not achieved, it means that the emulation movement is not truly glorious and has not brought benefits to the country and the people.
Emulation to strengthen solidarity, solidarity to promote emulation is illuminating the task of consolidating and strengthening the great solidarity of the entire nation today. Uncle Ho's teaching: "Solidarity, solidarity, great solidarity. Success, success, great success" contains political , ethical and cultural connotations; it is a driving force to promote emulation. According to Ho Chi Minh's thought, emulation associated with solidarity is understood as emulation in the spirit of solidarity associated with emulation to strengthen solidarity and solidarity itself promotes emulation. Emulation is an activity of everyone, every household, every industry, locality, agency, unit, police, army, etc. The whole country competes for a Vietnam with rich people, strong country, democracy, fairness, civilization, and happy people. That noble goal is the strong thread connecting the entire political system. The Party, the Government, the people, businesses, and all classes and strata must rely on each other, support each other, share the joys and sorrows, and unite to form a bloc to realize the aspirations of the Party and the nation. Promoting and strengthening solidarity is competition, and promoting competition to achieve greater and greater success.
The entire Party, the entire people, the entire army compete to clearly demonstrate the spirit of the whole country working, the whole country uniting and promoting solidarity. Arousing a new spirit and spirit of emulation to work to win the title of socialist labor in the current situation is completely possible and very necessary. In the fight against the US, to save the country, the flags and movements of Coastal, Great wind, Three firsts, Each person works as two, to repay the compatriots in the South, Good teaching, good learning, Three ready, Three responsible have great meaning and practical effects, must be vividly present in the current situation with new and creative ways of doing things when the country has gone through nearly 40 years of renovation. Solidarity is not in words but must be demonstrated in work, through work, and emulation in work itself promotes and strengthens solidarity.
Third, emulation to reform people, to train cadres and party members has great significance, value and decisiveness in the current work of building, rectifying and innovating the Party, related to the survival of the Party and the regime. Emulation to train political ideology, morality and lifestyle is the best way to reform people. People are never perfect, there is always good and bad in their hearts. Bad things are very easy to "self-evolve" and "self-transform". One of the best ways to fight against degradation in political ideology, morality and lifestyle, "self-evolution", "self-transformation", and against power degeneration is for each cadre and party member to self-reflect, be self-aware, self-know, self-reflect to become a particularly humane, rational, critical and morally committed person. That is the process of "emulating", self-correcting, cultivating the good, eliminating the bad, surpassing oneself, creating a new and creative work. Every cadre, party member, especially a leader, who wants to wholeheartedly serve the people and the Fatherland, must first of all know how to be a true human being. They must "compete" to build goodness, fight evil, and wipe out individualism.
The meaning of emulation to reform people is that each party member and cadre must always bring their qualities, intelligence, courage, and style to contribute the most effectively to the Fatherland and the people. That is the process in which cadres and party members must trust the people, respect the people, learn from the people, ask the people, understand the people, be close to the people, stick to reality, learn and practice to keep up with the people. "If you do not learn from the people, you cannot lead the people. Only by knowing how to be a student of the people can you be a teacher of the people" (Ho Chi Minh: Complete Works, National Political Publishing House, Hanoi, 2011, vol. 6, p. 432). Cadres and party members are the root of all work; cadre work is the "key of the key". In the condition that the Party is in power, cadres all have more or less, big or small power. Corruption is the "inborn defect" of power, one of the dangers that threaten the survival of the regime and the Party. Having power but no morality, lacking conscience, not maintaining diligence, thrift, integrity, and uprightness can easily lead to corruption, turning into a pest of the people, taking bribes, and "using public property for private gain". Emulation is not for fame, profit, or personal heroism, but to show that one is a pioneer in labor production, leadership, and management. Becoming a hero or emulation fighter means being an example of revolutionary morality, knowing how to put the interests of the Fatherland and the people above all else. Emulation fighters are people who wholeheartedly serve the people, only know that as long as the Party exists, they exist, pay attention to conscience, consider honor as the most sacred and precious thing; have nothing to do with fame and profit. Heroes and emulation fighters are people who are loyal to the country, filial to the people, complete any task, overcome any difficulty, and defeat any enemy. They are the ones who always think and act with the spirit of "Nothing is difficult. Only fear of not being steadfast. Digging mountains and filling seas. Determination will make it happen". Cadres and party members must be the most competitive people because they are the ones who love their country and socialism the most. Cadres, party members, and leaders of competition must have "solid political will, pure morality, outstanding capacity, dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges, dare to act for the common good, have high prestige and be truly pioneers, exemplary, and be the nucleus of solidarity" (Communist Party of Vietnam: Documents of the 13th National Congress of Delegates, National Political Publishing House, Hanoi, 2021, vol. 1, p. 187).
The situation in the world and in the country is changing day by day. Therefore, we must continue to persevere, apply and creatively develop Ho Chi Minh's thoughts on patriotic emulation, and learn and follow his instructions.
