On May 19, the Ministry of Education and Training issued Document No. 2457/BGDĐT-GDĐH to universities, academies, colleges; military schools with university training; colleges; Departments of Education and Training on instructions for university and college admissions. Accordingly, implementing the Regulations on university and college admissions for Preschool Education, the Minister of Education and Training issued the 2025 Admissions Plan. To implement uniformly, the Ministry of Education and Training requests candidates, Departments of Education and Training, universities, other educational institutions with university and college admissions for Preschool Education and colleges that voluntarily participate in the common admission system to implement the regulations in this guidance document.
All candidates must register online.
For candidates, all candidates (including candidates admitted directly) must register for admission online, submitting all admission wishes on the General Admission Support System of the Ministryof Education and Training directly at: http://thisinh.thitotnghiepthpt.edu.vn or indirectly through the National Public Service Portal.
Candidates need to carefully study the admission information and admission regulations of training institutions, and not register for training programs or majors that do not meet the requirements. In cases where training institutions organize separate forms of admission registration, submit applications and evidence directly or online at the training institution, candidates must follow the regulations of the training institution but still have to register on the System to be considered for admission together with all other candidates.
Candidates must accurately declare and be responsible for the information, including information to enjoy regional priority and priority subjects (if any) at the time of registration for the 2025 High School Graduation Exam (enclose proof of priority subjects if any). Candidates' permanent residence information at each stage will be checked and verified by the authorities based on population data.
Candidates who register for the exam by direct admission and priority admission according to the current Admission Regulations, before 5:00 p.m. on June 30, submit the Direct Admission and Priority Admission Application Form to the training institutions according to the training institutions' instructions. Candidates who are admitted directly will receive admission information from the training institutions before July 15 and must continue to register their admission wishes on the System according to the general schedule.
Candidates use the assigned account to check their high school academic results (report cards) on the System and must report back to the teachers responsible for the high school where the candidates studied to correct errors (if any), to be completed before 5:00 p.m. on June 6.
Candidates who have graduated from high school or college (independent candidates) who want to register for admission but have not yet registered personal information on the System must register to be granted an account to use for registering admission wishes from July 10 to July 20.
The time to register for admission online on the System is from July 16 to 5:00 p.m. on July 28. Candidates can register, adjust, and add admission wishes an unlimited number of times. Candidates' wishes for admission to all training institutions are registered by major, program and are ranked from 1 to the end (wish 1 is the highest wish). At the same time, candidates must provide data corresponding to the major and program that the candidate has registered for admission so that training institutions can use them for admission.
All admission requests of candidates to training institutions will be processed on the System and each candidate will only be admitted to the highest request among the registered requests when ensuring the admission conditions.
From July 29 to 5:00 p.m. on August 5, candidates must pay the admission fee according to the number of admission wishes online according to the instructions of the Ministry of Education and Training.
Candidates who are eligible for regional and target priority policies must coordinate with reception points to review information on the candidate's regional and target priority policies (if any).
Candidates must carefully study the instruction documents and must correctly and completely complete the registration process; candidates who are unclear about the declaration content and payment of admission fees can contact the staff at the reception points or the staff of the training institution on duty at the admission support phone numbers for guidance.
Confirmation of online admission on the System is made before 5:00 p.m. on August 30. All admitted candidates (including direct candidates) must confirm their admission on the System (if they wish to study). From September 1 to December 2025, candidates who wish to apply for additional admission rounds must follow the admission information posted on the training institution's admission information page.
Some important notes for training facilities
According to the admission guidance document, the Ministry of Education and Training requires that in the first phase, training institutions with preliminary selection procedures, independent and supplementary exam results, competency assessment, thinking assessment, computer-based university entrance assessment, foreign language certificates... (if any) or other forms combined with the use of high school graduation exam results for admission must complete updating the results into the System before 5:00 p.m. on July 28.
Candidates only register for admission by major. Therefore, training institutions that use many methods and combinations for admission, the software must consider all methods and combinations for candidates (if candidates meet the regulations) according to the announced admission information.
Training institutions that simultaneously use multiple combinations, methods, and foreign language certificates for a major or group of majors for admission must determine and publicly announce the conversion rules for equivalent input thresholds and admission scores, and conditions for receiving application documents according to the instructions of the Ministry of Education and Training.
For foreign language certificates used for exemption from the high school graduation exam according to the current high school graduation exam regulations, training institutions may convert them into foreign language subject scores to include in the admission subject group with the weighted score not exceeding 50%. The conversion must ensure that different levels of foreign language proficiency have different conversion scores.
Regarding the requirements for developing admission methods (combinations, independent tests), subject combinations or independent assessment tests used for admission must be developed scientifically and practically, ensuring the selection of candidates with basic knowledge and core competencies appropriate to the training program.
Specifically, in cases where a university or college training program requires basic knowledge in a certain subject, the training institution must specify the entry threshold for that subject to ensure that candidates have studied that subject in high school. For example, a medical training program that requires basic knowledge in Biology must specify the requirements for Biology scores in high school or high school graduation exams.
The training institution must specify the minimum percentage of the core content (related to the field of study) that the candidate must achieve in the total score of the exam. For example, when considering admission to the Mathematics major using an independent assessment test, the training institution must clearly specify the percentage of the Mathematics section score in the exam.
Exceptionally, the above requirements may not apply to language training courses where learners start from a basic level (e.g. learning French from scratch). Similarly, courses such as Technology Education or Computer Education may also have appropriate adjustments.
For teacher training majors and majors in the health sector that are licensed to practice, training institutions using high school exam scores for admission must update the admission threshold before 5:00 p.m. on July 23; review and accurately update the pedagogical quotas announced by the Ministry to the System, ensuring consistent and accurate information.
