However, the fact that the Ministry of Education and Training itself has not yet released a specific exam plan or sample questions for the 2025 high school graduation exam is causing schools to feel very anxious and uncertain about teaching.
Ms. Pham Thai Le, a teacher at Marie Curie Secondary and High School ( Hanoi ), said that currently, neither the 10th grade entrance exam nor the high school graduation exam, nor the university entrance exam under the new curriculum, have taken place yet. Therefore, the biggest concern for schools remains the format of the exams. The question format is still unknown. The mentality of "study what's on the exam" still persists, and if the exams don't reflect the spirit of reform and move away from rote learning, it will be very difficult for teachers and schools to innovate their teaching methods.

Ms. Le Tue Minh, Chairwoman of the Edison Education System Council, pointed out that the biggest difference in the testing and assessment of the new 2018 curriculum is the diversification of methods, content, and forms of testing to assess the full range of competencies, skills, and qualities of learners, instead of just testing memorization and recall of specific knowledge. Instead of relying solely on multiple-choice or written tests, there can be additional forms of practical testing, projects, presentations, and other real-world activities to measure students' ability to apply knowledge to real-life situations. Questions are geared towards applying knowledge to solve real-life problems, not simply memorization.
"However, since no advanced or final graduation exams under the new 2018 curriculum have been actually implemented to date, the exam model under the new 2018 curriculum remains a question mark for both schools, students, and parents. Therefore, information about textbooks is causing even more concern and anxiety throughout society," Ms. Minh stated.
Ms. To Lan Huong, a teacher at Nguyen Sieu Secondary and High School (Hanoi), also hopes that the Ministry of Education and Training will soon have a draft or guidelines on evaluating the learning outcomes of subjects, so that teachers will be more confident and secure in the methods they are using.
Ms. Nguyen Thi Nhiep, Principal of Chu Van An High School (Hanoi), further emphasized: "If we want schools and teachers to change their teaching methods, assessment methods, and habits of dependence on textbooks, then the reform of examinations needs to be stronger, for example, entrance exams to higher grades, high school graduation exams... The new curriculum is almost halfway through its second year at the high school level, but the Ministry has not yet announced the high school graduation exam plan from 2025, which is a difficulty for schools when implementing reform goals."
