Emulation in building new rural areas
With the consensus of the people, the 1km long model road of "bright - green - clean - beautiful" in Dai An village (Tam Dai commune, Phu Ninh district) was completed in a short time following the motto "The State and the people work together".
The road has been widened from 4.5 to 6.5 meters, becoming more spacious and well-maintained. Trees have been planted along both sides, and a lighting system has been installed to ensure safety for people traveling at night.
At the conference summarizing the patriotic emulation movement in 2024, recently organized by the Phu Ninh District People's Committee, Mr. Vo Van Cuong - Head of Dai An village - shared that when the policy of building a model road "bright - green - clean - beautiful" was implemented, through propaganda and mobilization, people donated nearly 1,000 square meters of land, relocated fences and gates, and contributed labor... to expand the road.
"The success in building the model road in the village, besides the right policies, is most importantly due to the enthusiastic response and positive contributions of the people. The people have developed an awareness of caring for and protecting the trees, maintaining environmental hygiene, creating a civilized living space, and ensuring the sustainable construction of the model road," Mr. Cuong said.
With the involvement of the entire political system and the support of the people in implementing the emulation movement to build new rural areas, Phu Ninh continues to maintain and upgrade the standards of a new rural district, model new rural villages, and build communes that meet advanced and model new rural standards in the 2022-2025 period.
The People's Committee of Phu Ninh district announced that it has so far met 7 out of 9 criteria for an advanced new rural district and is striving to achieve the goal by the end of 2025. Tam Phuoc commune has met the advanced new rural standard, while the remaining communes have met 15-18 criteria. 32 out of 48 villages have met the model new rural village standard. Phu Thinh town has met the civilized urban standard.
To foster consensus in implementation, the heads of the district Party committee and government organized dialogues with the people in model new rural villages and new urban areas.
“Through the emulation movement to build new rural areas and other campaigns, we have made positive contributions to building rural infrastructure, constructing cultural institutions, reducing the poverty rate, and improving people's living standards. In practice, many exemplary collectives and individuals have emerged in labor, production, and economic development to escape poverty and rise to legitimate wealth,” said Mr. Nguyen Huu Binh, Vice Chairman of the People's Committee of Phu Ninh district.
Focus on the core mission.
Through the thorough understanding and gradual transformation of President Ho Chi Minh's viewpoints and policies into campaigns and emulation movements to study and follow his example, many exemplary models have emerged in Phu Ninh, spreading widely among cadres, Party members, and the community.
Examples include the model of building self-managed roads associated with religious sites; and the campaign to support the elimination of temporary and dilapidated houses by the Vietnam Fatherland Front Committee of the district. The District Women's Union has models such as "5 No's, 3 Cleanliness," "Green House," "Waste Sorting at Source," and "Godmother." The District Farmers' Association has models such as "Value Chain for Chili Peppers, Hybrid Rice, and Organic Watermelons," and "Gardening Club."
At the one-stop service points of the People's Committees of communes and towns, there is a "Question-and-Answer model for resolving administrative procedures"; building a "community digital technology team" model in the construction of smart villages/neighborhoods…
Regarding the achievements in the emulation movement of studying and following Uncle Ho's teachings, Ms. Tran Thi Thu Sang - Head of the Propaganda and Mass Mobilization Department of Phu Ninh District Party Committee, said that from 2016 to 2024, the Standing Committee of the District Party Committee commended and rewarded 132 collectives and 82 individuals; at the same time, it proposed that the provincial level commend 4 collectives and 3 individuals; and 2 exemplary individuals were honored at the national conference on exchanging exemplary models in studying and following Uncle Ho's teachings.
In the current context, according to Mr. Huynh Xuan Chinh - Chairman of the People's Committee of Phu Ninh district, patriotic emulation movements in the district are focused on effectively serving the political tasks related to the merger of administrative units and the streamlining of the organizational structure.
Priority will be given to compiling existing records and documents from each agency and unit, from the district to the commune level, ready for handover when officially instructed by higher authorities. Along with this, the focus will be on resolving all identified shortcomings and limitations in each sector, locality, and unit; completing the 90-day intensive campaign to build databases as launched by the province; and disbursing funds to avoid outstanding debts in basic construction projects…
