The Department of Agriculture and Environment has submitted a proposal to the People's Committee of Nghe An province requesting approval of the list of 10 communes that will achieve the new rural development and modern new rural development goals in 2026.
Of the 10 communes registered to achieve new rural standards in 2026, there are 2 communes in group 1 (Hai Chau and Hung Nguyen); 7 communes in group 2 (Hop Minh, Phuc Loc, Kim Lien, Quan Thanh, Van An, Van Kieu and Dong Loc); and 1 commune in group 3 (Dong Hieu).
Notably, Dong Loc commune registered to achieve both criteria: new rural area and modern new rural area.

According to Decision No. 51/2025/QD-TTg promulgating the National Criteria Set for New Rural Development in the period 2026-2030, a commune must meet 10 out of 10 criteria to be considered a new rural commune; a commune must meet 3 out of 3 advanced criteria to be considered a modern new rural commune.
Mr. Nguyen Anh Hung, Head of the New Rural Development Department, Provincial Department of Cooperative Economics and New Rural Development, stated: During this phase, the new rural development program is integrated with the sustainable poverty reduction and socio-economic development program for ethnic minority areas, so direct investment in the new rural development sector is only about 51% compared to the previous phase. However, resources will be prioritized more for mountainous and remote areas that are still facing difficulties.

According to Mr. Hung, the process for evaluating and recognizing communes as meeting the standards of new rural areas will change from 2026 onwards. The evaluation and scoring will be carried out from September of this year to October of next year.
Although the number of communes registering to achieve the target is lower than the 14 communes set by the Provincial People's Council in Resolution No. 62/NQ-HĐND dated December 12, 2025, four out of fourteen central ministries and agencies have yet to issue detailed guidelines for implementing the new set of criteria according to Decision 51/2025/QĐ-TTg. Therefore, the current registration level is considered appropriate to the actual conditions of the localities.

Currently, the Provincial People's Committee has directed the Department of Agriculture and Environment and other departments and agencies to closely follow the draft guidelines from the Central Government to finalize specific regulations on building new rural areas in the province as soon as the official guidelines are issued.
From the fourth quarter of 2026, relevant agencies will conduct inspections and monitor the progress of implementation in the 10 communes that have registered to achieve the new rural development goals in 2026. Simultaneously, they will strengthen guidance to localities in reviewing and supplementing mechanisms and policies, and finalizing new rural development criteria for submission to the Provincial People's Committee for consideration and promulgation. Through this review process, localities that perform well and meet the conditions will be added to the list to strive for the completion of the targets assigned by the province.
