ACV highlighted the difficulties caused by a labor shortage for the project's construction. According to ACV, immediately after the Lunar New Year in 2026, ACV continued to urgently work with all construction contractors to implement solutions to overcome difficulties and obstacles, urging contractors to concentrate personnel and simultaneously begin construction from February 22, 2026 (the 6th day of the Lunar New Year). To date, all contract packages have mobilized sufficient leadership personnel and technical staff from the Long Thanh Airport Project Management Board, as well as construction contractors and supervisory consultants, to carry out construction at the site. The number of workers increased daily after the Lunar New Year, and by mid-April 2026, the number of workers mobilized by contractors at the construction site reached nearly 8,500.
However, compared to the required workforce of approximately 14,000 people needed to ensure project progress, the current number of workers only reaches about 60% of the requirement. In particular, the insufficient number of workers mobilized for critical path packages such as package 5.10 (passenger terminal) and package 4.8 (port infrastructure and transportation) is a significant problem. Furthermore, the shortage of personnel in the design and supervision consulting teams for some packages is causing difficulties in internal operations and quality management, affecting the overall payment process of the project.
According to ACV, Dong Nai province is simultaneously implementing many key infrastructure projects such as the Bien Hoa - Vung Tau expressway, the expansion of the Ho Chi Minh City - Long Thanh - Dau Giay expressway, and other technical infrastructure projects and component projects of the Long Thanh Airport Project, thus increasing the demand for construction labor. In addition, construction and living conditions at the Long Thanh Airport project site are still challenging, with large construction areas and many outdoor work items affected by heat and dust. This makes it difficult to attract and retain a workforce.
According to the government 's requirements, Phase 1 of the Long Thanh Airport Project must be completed in the third quarter to be put into operation in the fourth quarter of 2026.
