In implementation of Prime Minister's Directive No. 02/CĐ-TTg dated January 9, 2024, the Ministry of Construction and the Ministry of Transport organized a conference on January 29 in Hanoi to implement the directive, aiming to resolve difficulties and obstacles, standardize construction norms and unit prices; and facilitate the exploitation and supply of materials for key national transport projects.
The conference was held at the Ministry of Construction, connecting online with 46 localities that have key national-level transportation projects and works.
According to Deputy Minister of Construction Bui Hong Minh, in the spirit of seriously and urgently resolving difficulties and obstacles in determining, issuing, and publishing construction norms and prices of common construction materials assigned to contractors to organize their own exploitation under the special mechanism in Resolution No. 106/2023/QH15 dated November 28, 2023, of the National Assembly on piloting some special policies on investment in construction projects such as: the North-South Expressway system giai đoạn 2021 - 2025; the East-West connecting expressway; airport cluster projects; Hanoi Ring Road 4 project, Ho Chi Minh City Ring Road 3 project; national railway upgrade projects, urban railway projects, the Conference honestly, objectively, and practically reflects the process of implementing key national projects.
Based on feedback regarding the advantages, difficulties, and obstacles related to the State management of the issuance of construction norms and unit prices, and construction material prices by ministries, sectors, and localities; the management of investment capital, investment costs, and construction contracts by investors, consulting units, and contractors when implementing key projects and works, the Ministry of Construction, the Ministry of Transport , and other specialized construction management ministries have proactively and seriously considered the opinions of localities, developing solutions to resolve issues in a unified manner and within their authority.
The conference discussed managing the progress and quality of construction projects while simultaneously saving costs, ensuring that investment costs are managed in accordance with legal regulations and that investment capital is used efficiently. It also analyzed and clarified the legal procedures, processes, responsibilities, and authority of the entities involved in the construction investment process, especially regarding the responsibility and authority to issue construction norms, construction unit prices, construction material prices, labor unit prices, construction machinery rental rates, and other costs.
Regarding the management and issuance of construction norms and unit prices; determining the prices of common construction materials and the prices of common construction materials at mines assigned to contractors for exploitation under the special mechanism of the National Assembly and the Unified Conference, the Ministry of Construction shall, within its authority or by advising competent authorities, issue methods for determining construction norms and unit prices; methods for determining the prices of common construction materials or methods for determining the prices of construction materials exploited at mines under the special mechanism. At the same time, it is responsible for monitoring and urging ministries, sectors, and localities to issue specialized and specific norms within their authority.
It is expected that in the first quarter of 2024, the Ministry of Construction will issue an additional 318 cost estimates within its authority; and will continue to review and issue additional cost estimates that are missing or unsuitable due to changes in technology, construction conditions, or new construction materials. The Ministry of Transport will issue new and adjust additional cost estimates for 547 construction projects in the first quarter of 2024 within its authority.
Furthermore, the Conference requested that localities, within their jurisdiction, promptly publish the prices of common construction materials and the prices of commonly extracted construction materials at mines according to the specific mechanisms of the National Assembly and the Government, ensuring that they reflect the market prices truthfully, objectively, openly, transparently, and accurately; clarify the roles, responsibilities, and authority of ministries, sectors, localities, and entities participating in projects and works in the implementation of granting mine licenses to contractors; and requested the Ministry of Natural Resources and Environment to thoroughly review the process of granting mine licenses to contractors in accordance with the requirements of Official Dispatch No. 02/CĐ-TTg.
