Hanoi: Decentralization of decision-making authority on standards and norms for the use of public assets

Regarding the scope of regulation, this Decision stipulates the decentralization of some decision-making authority of the City People's Committee regarding standards and norms for the use of cars, working offices and public service establishments, machinery and equipment; maintenance and repair of public assets at agencies, organizations and units under the management of Hanoi city.

The authority to decide on standards and norms prescribed in this Decision does not apply to the following cases: Standards and norms for specialized areas (including specialized areas prescribed in Article 11 and public works areas prescribed in Article 12 of Decree No. 155/2025/ND-CP of the Government ) at public service units that self-insure regular and investment expenses.

Standards and norms for the use of machinery and equipment serving the work of the positions specified in Clause 3, Article 4 of Decision No. 15/2025/QD-TTg of the Prime Minister at public service units that self-insure regular and investment expenses. The provision of machinery and equipment specified in Point b, Clause 1, Article 5 of Decision No. 15/2025/QD-TTg at public service units that self-insure regular and investment expenses.

Standards and norms for the use of specialized machinery and equipment prescribed in Article 6 of Decision No. 15/2025/QD-TTg at public service units that self-insure regular and investment expenditures.

Regarding the authority to decide on the method of managing cars for general work, the City's level I budget unit, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City, and the Chairman of the People's Committee of wards and communes decide on the method of managing cars for general work for agencies, organizations and units under their management.

Regarding the authority to decide on the contents of car usage budget allocation, the city's level I budget unit, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City, and the Chairman of the People's Committee of wards and communes decide on the contents of car usage budget allocation specified in Clause 7, Point b, Clause 9 and Point b, Clause 10, Article 21 of Decree No. 72/2023/ND-CP (amended by Point k, Clause 2, Article 2 of Decree No. 153/2025/ND-CP of the Government) at agencies, organizations and units under their management.

Regarding the authority to decide on standards and norms of specialized areas of agencies, organizations and units, the City's Level I budget unit, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City, and the Chairman of the People's Committee of wards and communes decide on standards and norms of specialized areas of agencies, organizations and units under their management.

The Decision takes effect from October 11, 2025. For standards and norms for the use of specialized areas, machinery and equipment approved by the City People's Committee before the effective date of this Decision, the approved standards and norms shall continue to be implemented. In case of adjustment or addition of standards and norms, a report shall be made to the competent authority or person as prescribed in this Decision.

For dossiers being submitted to the City People's Committee to promulgate standards and norms for the use of specialized areas, machinery and specialized equipment (except for framework standards and norms in the fields of health, education and training implemented under the direction of the City People's Committee) which have not been approved by the City People's Committee at the time this decision comes into effect, the agency, organization or unit shall prepare a dossier to report to the competent agency or person specified in this decision for consideration and decision.
