Bac Ninh has new regulations on economic and technical norms for surveying, making cadastral maps, and land registration.

BAC NINH - Vice Chairman of the Provincial People's Committee Dao Quang Khai has just signed and issued Decision No. 22/2025/QD-UBND promulgating economic and technical norms for surveying and making cadastral maps, registering land and assets attached to land, establishing cadastral records, and granting certificates of land use rights and ownership of assets attached to land in Bac Ninh province.

Subjects applying the Economic - Technical Norms in Bac Ninh province are public service units, state-owned companies, organizations and individuals related to the implementation of cadastral surveying work; registration, issuance of first-time Certificates; issuance, re-issuance of Certificates and registration of changes in land and assets attached to land in Bac Ninh province.

Accordingly, the Decision clearly states that the Economic - Technical Norms include the following contents: Surveying and making cadastral maps; surveying and correcting cadastral survey extracts or individually correcting each land plot of the cadastral map; registering land and assets attached to land; establishing cadastral records; issuing Certificates of land use rights and ownership of assets attached to land; registering and issuing certificates simultaneously at the commune level; norms of tools, equipment, materials for registration and issuance of certificates for the first time simultaneously for households, individuals, residential communities, and domestic organizations; registering, issuing, re-issuing, and re-issuing individual certificates for individuals, residential communities, and people of Vietnamese origin residing abroad...

The Decision also notes that for projects and works on cadastral surveying and mapping, land use rights registration, cadastral records establishment, issuance of Certificates of land use rights, house ownership rights and other assets attached to land that have been implemented before the effective date of the Decision, the following shall be implemented:

For the volume of work performed before the effective date of the Decision, it shall be carried out according to the project, technical design - estimate approved by the competent authority. For the volume of work not yet performed, the estimate shall be adjusted, supplemented and submitted to the competent authority for approval according to the provisions of the Decision.

The Decision regulating the economic and technical norms takes effect from September 11, 2025 and replaces Decision No. 29/2025/QD-UBND dated May 31, 2025 of the People's Committee of Bac Giang province promulgating the economic and technical norms for surveying and making cadastral maps, registering land and assets attached to land, establishing cadastral records, granting certificates of land use rights, house ownership rights and other assets attached to land in Bac Giang province.
