Building a labor database associated with the implementation of Project 06

QTO - Employment is one of the important factors in the 6 dimensions of basic social service shortages mentioned in the National Target Program (NTPP) for sustainable poverty reduction for the 2021-2025 period. In order to build a solid foundation for planning employment policies and human resource training plans close to the market, Tan My commune has urgently deployed the work of collecting information on the current situation of labor, employment and labor use in the area. This work is carried out seriously, closely following the regulations of the Government and the Ministry of Home Affairs, aiming to build a database on labor management in sync with the digital transformation roadmap and implementation of Project 06.

Overcoming difficulties to accurately update labor data

Tan My commune was formed on the basis of merging the communes: Tan Thuy, Duong Thuy, Thai Thuy and My Thuy of Le Thuy district, Quang Binh province (old). Currently, the commune has 26 villages, more than 5,759 households with a total population of more than 24,000 people. The subjects reviewed this time are workers aged 15 and over who are participating in economic activities and residing in the commune.

In Tan Bang village, there are currently 119 households with 487 people. In 2024, implementing Plan 672/KH-UBND of the People's Committee of Quang Binh province (old) on collecting, updating, editing, and synthesizing information on workers and labor recruitment needs in the area, the village collected information on 230 people. In 2025, the village conducted additional reviews of cases that had not been updated in the previous round. Through the reviews, it was shown that the majority of people in the reviewed age group have stable jobs, most of whom work at companies in the southern provinces...

Mr. Le Tan Dung, Head of Tan Bang village, said: “The team of village leaders is assigned to conduct surveys and collect information on workers according to the form... Periodically every Friday, synthesize and report the results and data collected during the week to the Commune People's Committee for monitoring, synthesizing and reporting. Through collecting information on cases in the village, most of them have stable jobs and do not need to register to find jobs."

During this data collection, Thong Nhat village reviewed information from 30 households out of 150 households, which had not been updated with data from the previous year. Ms. Nguyen Thi Ngoc Lan, Head of Thong Nhat village, said that many households have children working far away, and relatives at home do not have clear information, so data collection encountered some difficulties.

However, the working group flexibly applied many measures, including contacting employees working remotely directly by phone, using social networking platforms such as Zalo and Facebook to send survey forms and instructing relatives to complete the information. Thanks to this perseverance and coordination, the investigation achieved positive results. Of the 30 households questioned, 21 households reported that their children and siblings had changed jobs.

According to preliminary statistics, after more than 1 month of implementation, the whole commune has collected information on employment status of 300 households. Most of them have stable jobs in and outside the locality, few people have the need to register to find jobs.

Completing the database for market management and forecasting

Along with information on the current situation of labor and employment, Tan My commune focuses on collecting information on labor recruitment needs, targeting enterprises, agencies, organizations, non- agricultural cooperatives, households, and individuals that hire and use laborers.

The whole commune currently has 23 enterprises, 9 cooperatives and hundreds of individual economic households operating, creating jobs for thousands of workers. In the past 5 years alone, the commune has created jobs for nearly 1,200 workers/year, and at the same time has 556 workers working abroad under contracts. The average income of the people reached 67.2 million VND/year, the poverty rate decreased to 2.52%.

To accurately collect information on labor recruitment needs, the working group members requested employers to declare their labor use according to Decree No. 122/2020/ND-CP of the Government. At the same time, every 6 months and every year, employers must report labor changes to the Department of Home Affairs through the National Public Service Portal... Quang Tri Employment Service Center organizes the collection and regular updating of recruitment information.

Based on the updated investigation and employment in 2024 and 2025, information on employees will be adjusted and supplemented with the national population database and other databases to ensure service for management and job placement and vocational training for employees in accordance with regulations.

Vice Chairman of Tan My Commune People's Committee Le Ngoc Thanh said: "The commune has directed units to ensure that the information collected is complete, accurate, and meets the requirements of the National Digital Transformation Program... The work of investigating, collecting, updating, and editing information about employees and labor recruitment needs must be quick, timely, honest, scientific, objective, economical, and effective."

With determination and synchronous implementation, the construction of a labor database in Tan My commune is not only a premise for effective employment policy planning and training human resources close to the market, but also an important step in realizing the goal of digital transformation and information poverty reduction, contributing to improving the quality of life and sustainable socio-economic development in the commune.
