Vice Chairman of the National Assembly Tran Quang Phuong speaks at the meeting
The Standing Committee of the National Assembly gave opinions on the proposal to draft a Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
At the meeting, General To Lam, Minister of Public Security, presented the Government's Proposal on the proposal to develop a draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; Chairman of the National Defense and Security Committee Le Tan Toi presented the verification report.
The National Assembly Standing Committee discussed and gave opinions on: The necessity of amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; the subjects and scope of regulation of the draft Law; the consistency of the policy content with the Party's guidelines and policies, the State's policies, the consistency and feasibility, the time of submission, and the conditions to ensure the development and implementation of the Law.

Also at the meeting, Minister of Public Security To Lam gave a speech explaining and clarifying a number of contents on the construction of the Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
Concluding the session, National Assembly Vice Chairman Tran Quang Phuong said that the majority of the National Assembly Standing Committee agreed that it was necessary to amend and supplement a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam as submitted by the Government; and emphasized that the four policies of the draft Law are very appropriate. National Assembly Vice Chairman Tran Quang Phuong said that this is also an effort in innovating the State management work of the Government in general and the Public Security sector in particular.
Based on the opinions of the National Assembly Standing Committee, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the drafting agency should continue to complete the dossier and report to clarify the contents that the National Defense and Security Committee has examined to ensure full institutionalization of the Party's viewpoints, overcome difficulties and obstacles to meet the requirements of the practical situation, contribute to socio-economic development, with the spirit of opening up to integrate and develop the country.
100% of the members of the Standing Committee of the National Assembly at the meeting voted unanimously to supplement the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
The Vice Chairman of the National Assembly requested the National Defense and Security Committee to continue to coordinate with the Drafting Committee to review and report to the National Assembly Standing Committee before submitting to the National Assembly. He requested the Drafting Committee and the Government to study and absorb the review opinions of the National Defense and Security Committee and the Standing Committee, and promptly complete the draft law dossier and send it to the National Defense and Security Committee for review in accordance with the law.
Regarding the time of submission, 100% of the members of the National Assembly Standing Committee at the meeting voted unanimously to add the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam to the law and ordinance making program in the shortened order of 1 session at the 5th Session of the 15th National Assembly.
At this meeting, according to the original schedule, the Standing Committee of the National Assembly will consider and give opinions on the Government's Proposal proposing a number of new policies in the field of management of entry, exit, transit, and residence of foreigners in Vietnam and is expected to include it in the general resolution of the 5th session of the National Assembly. However, recently, the Government has submitted a proposal to amend and supplement the draft Law on Exit, Entry and Exit of Vietnamese Citizens and the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam to the 2023 Law and Ordinance Development Program.
Regarding this issue, speaking at the opening session, National Assembly Chairman Vuong Dinh Hue said that these contents are currently very urgent and very important, especially to create conditions for the tourism industry to develop and also create favorable conditions for both Vietnamese citizens and foreigners who want to enter and exit Vietnam. Currently, the agencies have discussed it in detail and proposed that the Government carefully reconsider and only submit one project to the Standing Committee of the National Assembly because these two contents are similar. If the law is amended, it is not necessary to submit the content in the draft resolution of the National Assembly session. The National Assembly Chairman added that due to the urgent nature of the issue, the Standing Committee of the National Assembly agreed to submit it to the National Assembly for consideration and decision at a session so that it can take effect immediately. This is to solve the urgent need at the moment but reduce the time for submission to the National Assembly and still meet the requirements as well as the consistency of the legal system.
