At the meeting, representatives from the consulting unit presented a report on the application for a decision on the policy of changing the land use purpose of forests to implement 8 projects, including: the Hai Le Industrial Cluster infrastructure project (phase 2) with the Project Management Board, Land Fund Development, Industrial Cluster and Public Service of Quang Tri town as the investor; the Cam Hieu Industrial Cluster technical infrastructure construction project (land leveling for industrial plots: CN1.8 and CN1.12; CN6.2 and CN6.3; CN6.7 and CN6.8) with the Project Management Board, Land Fund Development and Cam Lo Industrial Cluster as the investor; and the Hill Clay Mine Exploitation Project in Ho Lay area, Hai Chanh commune, Hai Lang district (phase 1) with Ha Long High-Class Ceramics Joint Stock Company as the investor.

The Vinh Tu high-tech closed-loop livestock farm project is invested by Thai Duy Vietnam Co., Ltd.; the project for exploiting and processing stone for common construction materials and soil for accompanying leveling materials in Huong Hiep commune, Dakrong district is invested by Hai Le Quang Tri Joint Stock Company; and the Ba Ngay - A Du inter-village road project in Ta Long commune, Dakrong district is invested by the Project Management Board, Land Fund Development and Industrial Cluster of Dakrong district.

The Cam Hieu Industrial Cluster Infrastructure Construction Investment Project (land leveling for industrial plots CN7.3) is invested by the Cam Lo Industrial Cluster Project Management Board, Land Fund Development and Industrial Cluster; the Gio Quang Cemetery land compensation and clearance project, part of the Quang Tri Airport Construction Land Clearance Project (Phase 1), is invested by the Gio Linh District People's Committee.

After reviewing the dossiers and conducting discussions, the appraisal council members analyzed and provided specific feedback on each project. Many opinions noted that investors needed to promptly complete their environmental impact assessment reports; develop reforestation plans that meet the requirements from the planning stage to planting, caring for, managing, and protecting the forests; and requested revisions to clarify the names of some projects.

The appraisal council also conducted a vote and unanimously approved the proposed policy of converting forest land to other uses to implement the eight aforementioned projects.

Concluding the meeting, the Standing Vice Chairman of the Provincial People's Committee, Ha Sy Dong, requested that the consulting unit and the investor reconsider the names of the projects, ensuring that the terminology is logical and coherent.

The Department of Agriculture and Rural Development is tasked with urging investors to pay for reforestation in accordance with regulations; and simultaneously advising on a review of the reforestation plan to ensure the achievement of the required forest cover rate in the province.

Although the assessment shows that all eight projects are in accordance with the approved land use plans of the localities, the investors must continue to actively coordinate with the consulting unit and relevant departments and localities to promptly complete the environmental impact assessment reports for submission to the Provincial People's Committee for consideration before proceeding with the next steps.
