Decree No. 249/2025/ND-CP specifies mechanisms and policies for attracting experts, including: criteria; selection process; rights and obligations; responsibilities; evaluation; as well as policies for the treatment and use of experts in the fields of science and technology, innovation and digital transformation. Accordingly, experts are defined in the decree as those with knowledge, qualifications, and research experience in one or more fields of science and technology, innovation and digital transformation, meeting the selection criteria as prescribed.
These criteria include the capacity to preside over or participate in implementing scientific and technological tasks, innovation and digital transformation; having research works, scientific products, and applied technological solutions; having the ability to connect, cooperate, lead, train and transfer knowledge in specialized fields.
The Decree clearly stipulates the groups of subjects to which it applies, including: Individuals who are Vietnamese residing abroad and foreigners who meet the expert criteria according to the Decree, are nominated, run for election, and are selected as experts; agencies, organizations, and units of the Party, State, Vietnam Fatherland Front, central and local socio-political organizations, armed forces, and enterprises assigned to preside over the implementation of programs, tasks, and projects on science and technology, innovation, and digital transformation; other relevant agencies, organizations, units, and individuals.
The issuance of Decree No. 249/2025/ND-CP affirms the Party and State's interest in building a mechanism to attract talents, especially experts in the fields of science and technology, innovation and digital transformation, which are considered the main driving force for socio -economic development in the new period.
Decree No. 249/2025/ND-CP takes effect from September 19.
