Attending the conference were members of the Party Central Committee, Deputy Minister of National Defense: General Nguyen Tan Cuong, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army; Senior Lieutenant General Le Huy Vinh; Senior Lieutenant General Nguyen Van Hien; Senior Lieutenant General Nguyen Quang Ngoc.

In the 2021-2025 period, the Ministry of National Defense has actively implemented and basically completed the digital transformation targets and tasks assigned by the Central Government, the Government, and the Prime Minister.

Agencies and units have successfully completed assigned targets and tasks on digital transformation, promptly issued new, adjusted and supplemented resolutions, programs, plans and legal documents to facilitate the implementation of digital transformation; paid attention to and prioritized investment and development of synchronous digital infrastructure; built and deployed software and digital platforms, created shared digital data and specialized digital data; information security and network security continued to be focused on and ensured.

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense spoke at the conference.

The Ministry of National Defense's Data Centers have been completed and put into operation; 100% of military hospitals have deployed electronic medical records, exceeding the time limit assigned by the Government ; the system for sending, receiving and processing electronic documents with personal digital signatures has been deployed to 100% of affiliated units.

The Ministry of National Defense is always in the top 3 of ministries and sectors that maintain effective operation of the information system for handling administrative procedures to serve people and businesses; The "Digital Education for All" movement has spread widely and brought about practical results...

Concluding the conference, General Phan Van Giang emphasized that in order to effectively implement the goals and tasks of digital transformation in the 2026-2030 period, Party committees and commanders of agencies and units at all levels need to continue to thoroughly grasp and implement the tasks and targets assigned by the Party and Government on digital transformation; urgently and thoroughly overcome the shortcomings and limitations that have been pointed out.

Research, develop and promulgate a digital transformation plan for the 2026-2030 period at your level that is realistic and on schedule. Continue to promote and effectively implement the "Digital Education for All" Movement and the "National Emulation Movement for Innovation and Digital Transformation" emulation movement, making the results of digital transformation a content in the annual evaluation, emulation and reward.

The Steering Committee on Science and Technology Development, Innovation, Digital Transformation, Project 06 Implementation and Administrative Reform in the Ministry of National Defense needs to urgently review the entire system, evaluate infrastructure, propose investment in equipment and machinery to serve digital transformation work, ensuring smooth and convenient operations.

Continue to organize training and education on digital transformation for agencies and units, identify specific content and programs for each subject to ensure effectiveness and practicality. At the same time, regularly check and learn from experience to maintain smoothness, ensure absolute safety, and provide timely rewards. This is the motivation, determination, and spirit of daring to take on new and difficult things, striving to implement "digital soldiers, digital units, digital agencies, digital army"...

Periodically organize thematic conferences, mid-term and final reviews to evaluate the results and progress of completing digital transformation tasks and targets, promptly orient and direct the removal of recommendations, difficulties and obstacles in the implementation process.
