In Vinh Thong commune, Mr. Dinh Quang Kieu, Nam Son village, was introduced by the commune officials about the job creation loan program and boldly borrowed 40 million VND from the Social Policy Bank to implement a white horse breeding model. From the loan capital, plus the family's available capital, Mr. Kieu bought 3 breeding horses and invested in solid barns.
After nearly 10 years of perseverance, Mr. Kieu now has a herd of 7 horses, including 4 pregnant mothers. According to Mr. Kieu, the average income from raising white horses is 60 million VND/year, helping his family have a stable livelihood. Mr. Kieu's model is typical of the effective use of credit capital invested in new economic models and methods in highland villages and hamlets.
In Ban Lanh village, Cho Don commune, Ms. Trieu Thi Anh Tuyet has a completely new way of doing things thanks to policy credit capital, helping her family to become rich.
Realizing the potential of the local traditional wine-making profession, Ms. Tuyet borrowed 200 million VND from the Social Policy Bank to invest in production facilities and register a brand. In particular, she used the loan to grow Nui Danh ginseng as raw material for soaking in wine, creating a new wine brand with new quality.
Up to now, Ms. Tuyet has had the brand of underground yeast wine and ginseng leaf yeast wine recognized as 3-star OCOP products. She also processes yeast leaves to sell to many other wine-producing households in the region. The average family income is over 300 million VND/year. Ms. Tuyet's facility creates stable jobs for two female workers and 3 to 5 seasonal workers with stable income.
Similarly, in Ban Cau village, Yen Thinh commune, Mr. Hoang Van Vinh borrowed 40 million VND from the program for near-poor households. From the loan, Mr. Vinh now has 3 hectares of tallow forest and a herd of more than 30 goats, bringing in a stable income of 90 million VND/year on average. According to Mr. Vinh, without the loan from the Social Policy Bank, it would be difficult for his family to have a stable livelihood to escape poverty like now.
According to the Director of the Transaction Office of the Social Policy Bank of Cho Don Nong Thi Thu Hoai, the credit capital is widely distributed by the unit with the participation of local Party committees and authorities, especially political and social organizations receiving the trust. Currently, the average outstanding debt reaches 82 million VND/household, the average outstanding debt per commune reaches more than 80 billion VND, the average outstanding debt per savings and loan group reaches more than 2.8 billion VND.

In the communes where the Transaction Office operates, by the end of September 2025, over 1,700 poor households and policy beneficiaries have had access to loans. Of these, 266 are poor households, 98 are near-poor households, and 55 have just escaped poverty. In addition, 251 households have received loans for production and business in disadvantaged areas; 733 households have received loans for clean water and rural environmental sanitation; 50 workers have received loans for labor export, etc.
Preferential credit capital through the Transaction Office has become a solid "support" for poor and near-poor households to escape poverty sustainably, while helping newly escaped poor households completely avoid the risk of falling back into poverty.
According to the Social Policy Bank, Thai Nguyen province branch, by the end of September 2025, the total capital implemented in the area reached more than VND 9,111 billion, an increase of more than VND 505 billion compared to the end of 2024.
Loan turnover reached over 2,156 billion VND. Total outstanding loans of programs reached over 9,095 billion VND, an increase of over 160 billion VND compared to June 2025.
Currently, the number of households with outstanding debt is 125,047 households with an average outstanding debt of more than 72 million VND/household. The average outstanding debt of transaction offices is more than 535 billion VND; the average outstanding debt of each commune is more than 98 billion VND; the average outstanding debt of each Savings and Loan Group is more than 2.3 billion VND.
As of September 30, 2025, the Branch has provided loans to more than 20,860 poor households; more than 12,800 near-poor households and more than 10,100 newly escaped poverty households.
In the context of implementing two-level local government and merging the old Thai Nguyen Branch with the old Bac Kan Branch, the new Branch has ensured smooth capital flow, no interruptions, and timely met the loan needs of policy subjects.
According to Pham Tuan Hung, Director of the Social Policy Bank, Thai Nguyen branch, in the remaining 3 months of 2025, the unit will coordinate with the People's Committee and commune-level organizations and unions to review and grasp the demand for loans, especially the loan program for poor, near-poor and newly escaped-poverty households to ensure adequate capital for the subjects. The unit will also perform well the debt settlement work for debts at risk due to objective reasons in a timely and proper manner.
It can be said that the credit capital of the Social Policy Bank has become a solid "support" for policy subjects, especially poor and near-poor households, to escape poverty and reduce the risk of falling back into poverty.
In the context that Thai Nguyen province has just experienced flooding due to the impact of storm No. 11, causing heavy damage of more than 12,200 billion VND, the position and role of policy credit capital is given top priority.
Handling risky debt due to natural disasters in parallel with continuing to "support" with new capital sources will create motivation for poor and near-poor households and policy beneficiaries in this locality to rise up, overcome difficulties and escape poverty sustainably in the coming time.
