Innovating specialized school models to maintain core role

In the context of globalization and increasingly deep international integration, high-quality human resources become the key factor determining national and local competitiveness.

Therefore, general education , especially key education in high schools, must diligently innovate its operating model to maintain its core role, discover and nurture talents, and directly contribute to the cause of industrialization and modernization of the country.

Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development requires the development of a system of high-quality schools and specialized schools, associated with training of human resources in science and technology, innovation and digital transformation.

Core to discovering and nurturing talent

In the new context, when science and technology, especially artificial intelligence (AI), digital technology, biotechnology, etc., are developing rapidly, it is extremely necessary to innovate the specialized school model. From the practice of Nguyen Trai High School for the Gifted (Hai Phong), teacher Le Van Luc, Principal of the school, said that in addition to the achieved results, the school proposed to build an open specialized school model to both maintain the quality of traditional subjects (Math, Literature, Foreign Languages, Natural Sciences, Science), and proactively open more classes, topics, and research clubs on STEM/STEAM. At the same time, strengthen international cooperation and connect with businesses, research institutes, invite experts, scientists, and technology entrepreneurs to participate in teaching and guiding students in scientific research and startups.

Along with that, the school innovates the curriculum and teaching methods, increases the time for learning projects and scientific research, instead of just focusing on exam preparation; invests synchronously in facilities and technology, modern laboratories, creative spaces, and innovation centers in schools.

In order for specialized schools to perform well the task of nurturing national talents, the school hopes that the State needs to have a specific mechanism for specialized schools in terms of finance, human resources, training programs, policies to attract and treat good teachers, invite university lecturers and foreign experts to participate; build a network of specialized schools nationwide to connect, share resources, create an ecosystem to develop talents...

One of the measures to improve the quality of training in specialized high schools is to create a source of students from the junior high school level. Over the years, provinces and cities have focused on discovering and nurturing gifted students through the system of key junior high schools and competitions to select excellent students.

According to Principal of Tran Phu Secondary School (Hai Phong) Le Thi Minh Tam, the school always focuses on training excellent students to participate in city-level excellent student competitions. Every year, more than 10% of the school's students pass the entrance exam to specialized high schools; many of them later become core members of national teams at the high school level.

The greatest achievement that the school has achieved is not only in the number of medals or titles, but also in the pioneering training model, international integration and constant innovation - a model that has become a model for the specialized school system nationwide.

In the context of the 4.0 industrial revolution, the school aims to not only be a leader in training excellent students nationally and internationally, but also to become a research and innovation center at the high school level, bringing new fields such as AI, data science, and quantum technology into the training program. The highlight of the school's development strategy is the connection with the alumni community - a force that has held and is holding many important positions in science, management, and economics.

Expand specialized classes

Faced with the requirement to innovate the general education program in 2018 and the requirement for international integration, Deputy Director of the Department of Education and Training of Hai Phong City Do Duy Hung realized that the two specialized high schools in the area still faced some difficulties such as: Facilities need to continue to be invested synchronously; the teaching staff needs to be trained according to international standards; the specific policy mechanism is not really comprehensive and stable.

Compared to schools with strong progress such as Vinh Phuc Specialized School (Phu Tho province), Luong Van Tuy Specialized School (Ninh Binh province) - where localities have issued large-scale projects and key investments, specialized schools in Hai Phong need a new strategy to maintain their leading position. Therefore, the construction of the "Project for developing specialized high schools in Hai Phong city in the period of 2025-2035" is extremely necessary. The project not only inherits the traditions and achievements of Tran Phu Specialized High School and Nguyen Trai Specialized High School, but also concretizes the resolutions of the Politburo and the Resolution of the Hai Phong City Party Congress.

Through that, the city will have an effective tool to discover, nurture and promote talents, train high-quality human resources to serve the industrialization and modernization process, and build Hai Phong into a leading educational center with prestige in the country and the region.

According to Director of Hanoi National University Hoang Minh Son, in order for the High School for Natural Sciences to continue to affirm its pioneering and leading role, the school's leaders need to innovate the educational model, strongly shifting from specialized education by subject to specialized STEM/STEAM education, harmoniously combining comprehensive education with specialized education, focusing on nurturing science and technology talents, so that the country will have not only many outstanding scientists, but also many technology experts and talented managers in the field of technology.

At the same time, strongly innovate educational methods towards developing self-study capacity, independent and creative thinking; linked with research, practice and application of objective and honest assessment forms. Develop a team of highly qualified teachers and managers, capable of teaching in English, applying technology and mastering global educational trends...

The country has 78 specialized high schools, of which 71 are under the Department of Education and Training and seven are under higher education institutions, playing a core role in discovering and nurturing excellent students and talents for the country.

Currently, specialized high schools have proactively and flexibly developed educational plans based on the 2018 general education program.

In response to the requirements of innovation and integration, the Ministry of Education and Training issued Circular No. 22/2025/TT-BGDDT dated September 30, 2025 regulating the advanced education program for specialized subjects for specialized high schools. The program aims to meet the requirements of discovering and nurturing students with talent and passion for specialized fields, while at the same time specifying the orientation for developing key education.

The breakthroughs, innovations and solutions in the development of specialized high schools in the coming time are identified by the Ministry of Education and Training as the effective implementation of Resolution No. 71-NQ/TW on breakthroughs in education and training development of the Politburo. At the same time, amend and supplement regulations on the organization and operation of specialized school and gifted school models to focus on nurturing national talents, expand specialized STEM/STEAM classes; build a program to discover, train, foster and use talents with long-term strategic significance for the country...
