General standards for talented young scientists: Have a clear background, good ethics; not violate any of the prohibited acts as prescribed in Article 14 of the Law on Science, Technology and Innovation.
Specific criteria: Young talented scientists are Vietnamese citizens under 35 years old, have a doctoral degree, are working in the field of science, technology and innovation and meet one of the following criteria:
a) Won prestigious domestic and international awards in the field of science, technology and innovation;
b) Be the main author of at least 5 scientific articles published in prestigious international journals as prescribed by the Ministry of Science and Technology ;
c) Being the head of a science, technology and innovation task within the framework of the national science, technology and innovation program that has been assessed at the end of the term to have achieved the set results and goals;
d) In case of working in the field of social sciences and humanities: have at least 5 scientific articles published in journals with ISSN codes in the annual scoring list of the Faculty Council of the industry and interdisciplinary fields, of which at least 3 scientific articles are published in prestigious international journals according to regulations of the Ministry of Science and Technology.
Incentive policies include:
a) Priority in recruitment into civil service;
b) Be facilitated to form strong research groups and allocated funding to implement research ideas in specialized fields with expenditure contents according to regulations on expenditure for performing scientific research and technology development tasks;
c) Priority in being sent and having expenses paid for internships and short-term work abroad;
d) Be considered by competent authorities to be assigned to be in charge of science, technology and innovation tasks;
d) Enjoy other preferential policies according to Government regulations.
Preferential policies for talented young engineers
General standards for talented young engineers: Have a clear background, good ethics; not violate any of the prohibited acts as prescribed in Article 14 of the Law on Science, Technology and Innovation.
Specific criteria: Young talented engineers are Vietnamese citizens under 35 years old, with university degrees or higher, working in organizations and enterprises operating in the fields of science, technology and innovation and meeting one of the following criteria:
a) Being the project manager, main member or chief engineer of a research and development, technology transfer, and innovation project that achieves high socio-economic efficiency, recognized or rewarded by a management agency, professional association or competent organization;
b) Being the author of at least 1 protected invention that has been applied in practice and brought about clear socio-economic efficiency;
c) Play a key role in designing, manufacturing, and successfully testing new, highly applicable technical products; or be the main author of at least 3 scientific articles published in prestigious international journals as prescribed by the Ministry of Science and Technology;
d) Being the founder or co-founder of an innovative start-up business based on new technology, having successfully raised capital from venture capital funds or having a product accepted by the market and generating significant revenue.
Incentive policies include:
a) Priority in recruitment as civil servants, and receive an additional allowance equal to 150% of the current salary coefficient within 5 years from the date of recruitment decision; additional allowance is not used to calculate compulsory social insurance, health insurance, and unemployment insurance contributions;
b) Be facilitated to form strong research groups and allocated funding to implement research ideas in specialized fields with expenditure contents according to regulations on expenditure for performing scientific research and technology development tasks;
c) Priority in being sent and having expenses paid for internships and short-term work abroad; support in paying for training and improving qualifications abroad;
d) Be considered by competent authorities for assignment of science, technology and innovation tasks.
