People studying and teaching at universities are one of the subjects of high-quality digital technology industry human resources that are highly valued by the state. However, what criteria must be met?

Recently, the draft Decree detailing a number of articles and measures to organize and guide the implementation of the Law on Digital Technology Industry has provided criteria for identifying high-quality digital technology industry human resources.

In particular, students and lecturers at universities that meet the criteria will be one of the high-quality digital technology industry human resources that the state values.

Digital talent meets one of three criteria

Accordingly, people who are studying, teaching or researching at universities or research organizations are identified as high-quality digital technology industry human resources when they meet one of three criteria.

High-quality digital technology industry human resources will enjoy preferential policies and support from the state.

That is, having graduated from university or higher with a major in digital technology within the last 5 years from a university education institution in the list of the world's top 100 universities according to one of the prestigious international rankings published within the last 3 years; having achievements in scientific research or having participated in projects in the field of digital technology and innovation.

Or graduated with honors from a university majoring in digital technology at a university; have research achievements or national or international awards in digital technology.

Or a lecturer or researcher with a doctorate degree or higher, currently working or researching digital technology at a university or research organization listed in the top 500 universities in the world according to one of the prestigious international rankings published within the last 3 years. At the same time, have scientific articles published in prestigious international journals within the last 5 years or preside over at least one national or international research topic or project in the field of digital technology.

Support and incentive policies

The draft decree stipulates that high-quality digital technology industry human resources will enjoy preferential policies for talents in the fields of science, technology and innovation according to the provisions of law on science, technology and innovation.

Specifically, these policies were stated in the digital technology industry law issued in June. Accordingly, high-quality digital technology industry human resources enjoy personal income tax incentives, enjoy special salary and bonus mechanisms that are competitive with salaries and bonuses in the world; and are given priority in recruitment, use, and appointment according to legal regulations on cadres, civil servants, and public employees.

In addition, they will be supported with working environment, living space, housing, means of transportation and participation in international cooperation activities on digital technology industry; and will be supported financially and with facilities for research and development in the field of digital technology.

Students majoring in digital technology are exempted from tuition fees and given scholarships.

The Law on Digital Technology Industry also stipulates that the State has a policy to support the development of human resources for the digital technology industry in educational institutions. Specifically, students studying digital technology training will enjoy preferential credit policies on interest rates, conditions and loan terms.

In addition, scholarships, social subsidies; tuition exemption and reduction, support for tuition and living expenses

Educational institutions will be supported with investment in facilities including training equipment, laboratories, software copyrights, shared digital platforms and other necessary technical tools to serve the training of human resources for the digital technology industry.

The five core digital industries are specified in Directive No. 43 (December 2024) of the Prime Minister on promoting human resource training for the semiconductor industry and a number of core digital technology industries including artificial intelligence (AI), cloud computing, internet of things (IoT), big data and blockchain.
