New step in party member management
From August to early October 2025, the City Party Committee Office coordinated with localities to organize training for cadres and party members to use the software "Electronic Party Member Handbook". It is expected that by October 15, 2025, the system will be officially operated throughout the area.
If in the past, party member management was mainly done by manual paper documents, which was time-consuming and prone to errors, now with the "Electronic Party Member Handbook", all information will be updated and stored synchronously, accurately and securely. This is one of the important steps in the digital transformation roadmap of Party work.
The application allows each party member to have a complete “digital profile”, including personal information, work history, rewards, discipline, party cell schedule, etc. Party committees at all levels can send documents, resolutions, meeting notices, and reports online; and at the same time, summarize discussion and voting results right on the system. Each party member can also respond and contribute ideas, creating a two-way interaction channel between the Party organization and party members, something that has never been done before.
Mr. Dang Van Son, Deputy Head of the City Party Committee's Organization Committee, said: In the past, cadres had to spend a lot of time reviewing party member records, but now, thanks to the application of technology, all information is updated instantly. Party committees can monitor and evaluate the situation of party members, while each party member also proactively looks up and updates their data. This is an important step in modernization of party work.
Not only convenient in management, the "Electronic Party Member Handbook" is also evaluated to help Party cell activities become more flexible and transparent. Mr. Nguyen Nhat Nam, Deputy Head of the Party Building Committee of Huong An Ward shared: "When Party cell activities are held on the same day, Party members in charge of many Party cells can hardly attend all of them. Now, through the software, the host can grasp the number of Party members attending, the content of the activities and the voting results in each Party cell, without having to be present in person. In particular, the new software not only conveys information one-way as before but also allows feedback and online exchange."
The practical situation from some Party cells shows that, although most of the Party members at the grassroots level are old, through the training sessions, the majority have been able to access basic operations. Many people expressed their excitement when using technology in Party work, feeling more "connected" to the organization.
Promote technology application
Implementing Directive No. 50-CT/TW of the Secretariat on "Continuing to innovate and improve the quality of Party cell activities in the new period" and Resolution No. 57-NQ/TW of the Politburo on "Breakthrough in science and technology development, innovation and national digital transformation", Hue City Party Committee has issued a specific plan to promote the application of technology in Party activities. Along with the "Electronic Party Member Handbook", many innovative models are being deployed at the grassroots level. Party committees at all levels have taken advantage of digital platforms such as websites, fanpages, youtube, zalo... to propagate and disseminate the Party's policies and guidelines in a vivid and accessible way.
In Huong An Ward, every month, the Ward Party Committee publishes audio bulletins to disseminate directive documents, a new, close and friendly way. Mr. Nguyen Nhat Nam said: "Many older Party members do not read documents quickly, or people are busy, so listening to audio bulletins helps them grasp information more easily. At the same time, the ward also designs posters and infographics to introduce the activities and resolutions of the Party Committee, helping the propaganda become intuitive and vivid."
In Binh Dien commune, the spirit of innovation is clearly shown in the organization of Party cell activities. On October 7, 2025, the Party cell of the commune organized a thematic activity "Enhancing the application of artificial intelligence (AI) in Party cell activities". The activity included presentations, practice and discussion on the application of AI in consulting, management, document drafting and information synthesis. This activity not only helps Party members access digital skills, but also contributes to modernizing leadership and management methods, towards building a strong Party organization that adapts to the digital age.
Secretary of the Party Cell of Binh Dien Commune Party Office Nguyen Tien Giang said: “Applying AI in Party work is not only an inevitable trend of the digital age, but also an innovative method to improve the quality of leadership and management. Proactively approaching and applying new technology will help Party cells improve the process of consulting, synthesizing, and reporting; at the same time, forming a modern, dynamic team of cadres and Party members who can quickly adapt to the requirements of digital transformation in the grassroots political system.”
The above efforts are creating a new look, applying technology to improve the leadership capacity and fighting strength of grassroots Party organizations. However, Party work in the digital age also faces many challenges. These include uneven technological infrastructure among the grassroots; limited digital skills of a number of cadres and Party members; and increasingly high requirements for data security and safety. Therefore, in the coming time, Party committees and authorities at all levels need to promote digital skills training for cadres, improve technological infrastructure and issue specific regulations and guidelines to ensure that the digital transformation process takes place in a practical, safe and effective manner.
