Just overcoming the consequences of flood, just preparing for the storm

At the Hue City bridge, Deputy Secretary of the City Party Committee, Chairman of the Hue City People's Committee Phan Thien Dinh chaired and reported to the Deputy Prime Minister on the flood situation and storm response work in the area. Also attending were member of the City Party Committee, Vice Chairman of the Hue City People's Committee, and Permanent Deputy Head of the Hue City Civil Defense Command Hoang Hai Minh.

According to the report of the Chairman of the People's Committee of Hue City, at 7:00 a.m. on November 6, the water level on the Huong River at Kim Long station was at approximately level II alarm; on the Bo River at Phu Oc station was 0.53 m above level II alarm. The city is concentrating its forces to overcome the consequences of the flood that lasted from October 25 to November 3, and at the same time, proactively preparing for a new storm.

Hue City has received and distributed more than 500 tons of rice, 6 tons of dry food, 31,800 boxes of instant noodles, 20,600 boxes of milk and many disaster prevention materials from the national reserve and organizations and individuals through the Vietnam Fatherland Front Committee, the Red Cross, the Women's Union... to promptly support people, not letting any household lack food. In the rescue work, the Hue City Military Command mobilized more than 43,290 people and 1,352 vehicles to participate in supporting the evacuation of people to safety. Hue City Police also mobilized more than 11,800 officers and soldiers and more than 13,000 vehicles to support flood response.

As of the morning of November 6, 15/32 communes and wards in the city were still flooded, with more than 10,534 houses submerged 0.3 - 0.5m deep, some higher in the areas of Quang Dien, Phong Dinh, Hoa Chau, Thanh Thuy, Phu Ho. Students in the highlands have returned to school; the government and functional forces are actively supporting flooded schools to clean up and disinfect to soon stabilize teaching and learning. Electricity, water and basic traffic systems have been restored, no more villages or hamlets are isolated.

Build 3 scenarios, identify risks

Implementing the Prime Minister's telegram, Hue City is regulating the inter-reservoirs including Huong Dien, Binh Dien and Ta Trach to reduce flooding for Huong River and Bo River. With a total capacity of about 370 million m³, the reservoirs are capable of reducing floods corresponding to rainfall of 300-350mm/24h.

To proactively respond, the city has developed 3 storm and rain scenarios, corresponding to rainfall from 200-600mm, with forecasts that water levels may exceed alert level III on the Huong River and Bo River. At the same time, Hue City has identified possible natural disaster risks: Coastal areas are at risk of strong winds, big waves, rising water and erosion, especially in Thuan An and Vinh Loc with more than 3,000 households/9,977 people. Mountainous areas have 48 points at high risk of landslides. Plain and urban areas may experience strong winds and flooding in 32/40 communes and wards. Regarding boats, 1,049 vehicles with 7,247 workers have entered safe anchorage. The city continues to strictly maintain a 24/24 command and rescue regime, readying forces and means for rescue.

In his directive speech, Deputy Prime Minister Tran Hong Ha assessed that although Hue is not in the eye of the storm according to current forecasts, the flood situation is still very complicated. Therefore, he requested Hue City to continue to closely follow the forecast, continuously update the direction of the storm and develop a backup scenario in case the storm changes direction, directly affecting the area.

“This is a mandatory option that must be taken into account in local direction and implementation,” the Deputy Prime Minister emphasized.

At the meeting, Deputy Prime Minister Tran Hong Ha directed Da Nang City and the provinces of Quang Tri, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and the Office of the National Civil Defense Steering Committee to be proactive and flexible in responding to storm No. 13 with specific, practical, and effective solutions and actions, minimizing the damage caused by storms and rains.

Currently, the Hue City Military Command has deployed 5,933 officers, 4 ships, 54 boats, 3 BTR-152 armored vehicles, 6 Kamaz vehicles, 10 command vehicles and many other support equipment in key areas. The city police mobilized 2,000 officers, 50 canoes, 60 boats, 24 fire engines, 2,000 life jackets and rescue equipment. In addition, the units have received 58 rubber boats, 700 life rafts, 7,000 life jackets, 20 tents, 9 generators and other specialized equipment. Regarding supplies and necessities, the city has reserved more than 20 tons of rice, 4,000 cartons of instant noodles, 2,000 units of dry food, 100,000 bottles of drinking water, along with fuel and other equipment for disaster prevention and control.

The communication system is maintained smoothly, the switchboards 112 and 19001075 are always available to receive and process information promptly. The People's Committees of communes and wards, based on the specific risk level, proactively evacuate people in dangerous areas, especially coastal areas, low-lying areas, areas at risk of landslides or storm surges.
