On the morning of November 2, 2025, at the Hall of Tay Ho Ward People's Committee, the Forum "Local governance in ward administrative units" was organized by the Vietnam Association of Administrative Sciences , in coordination with the National Academy of Public Administration and the Party Committee and People's Committee of Tay Ho Ward.

The event aimed to exchange, share experiences and new perceptions on urban governance at the grassroots level, especially in the context of implementing the urban government model and comprehensive digital transformation. Attending the workshop were leaders, scientists, and experts from the Vietnam Association of Administrative Sciences, the National Academy of Public Administration, the Ministry of Home Affairs , and representatives of the city's departments and branches and Tay Ho ward.

Speaking at the opening of the Forum "Local governance in urban wards", Dr. Tran Anh Tuan, former Deputy Minister of Home Affairs, Chairman of the Vietnam Association of Administrative Sciences, emphasized the importance of shifting from the management model to modern local governance, with the ward government as the center, the pillar of creation and connection for development. In the context of implementing the two-level local government model from July 1, 2025, innovation in thinking, institutions and resources is an inevitable requirement to ensure sustainable development of urban wards.

The President of the Vietnam Association of Administrative Sciences proposed solutions for modern and effective urban management of the Ward. First of all, a general overview includes: 1. Implementing the principle of "Work in the Ward is decided, implemented and responsible by the Ward Government" associated with the mechanism of "Supervision, social criticism and power control"; 2. Building a mechanism of "Coordination, connection, cooperation between the Government - Enterprises - Residential community"; 3. Building a Smart Ward urban model through the application of digital technology and artificial intelligence in the activities of the Ward government - Building a Digital Government; digitizing population and land data in the Ward connected with provincial databases and national databases.

The discussions at the forum focused on clarifying the theoretical and practical basis of current urban governance, especially the role, authority and operating mechanism of ward governments in the urban governance model. Experts emphasized the need to innovate governance thinking, improve the capacity of cadres and civil servants and make people the center of all public administrative activities.

In the international sharing section, Prof. Takada Hirofumi, Vice President of the National Institute for Policy Studies, Japan, introduced Japan's local governance experience, especially decentralization, empowering local authorities, developing smart cities and enhancing community participation. Vietnamese scientists such as Prof. Dr. Nguyen Quoc Suu, Assoc. Prof. Dr. Hoang Mai, Assoc. Prof. Dr. Nguyen Ba Chien, Assoc. Prof. Dr. Tran Quang Dieu also brought new perspectives, linking administrative theory with practice in large cities such as Hanoi, Da Nang, and Ho Chi Minh City.

Tay Ho Ward - a bright spot of modern governance model

As the host unit, Tay Ho ward is considered one of the pioneering localities of the capital in implementing administrative reform, digital transformation and improving the quality of service to the people.

Speaking at the forum, Mr. Nguyen Thanh Tinh - Deputy Secretary, Chairman of Tay Ho Ward People's Committee, said: "In recent years, Tay Ho Ward has always considered building a service-oriented government as a central task; promoting the application of information technology, making administrative procedure settlement processes transparent, and at the same time increasing interaction with people through digital platforms to listen and promptly respond to practical needs."

Tay Ho Ward is also a pioneer in implementing friendly governance models, close to the people, connecting the government - businesses - community, towards a civilized, modern and livable urban area. These results are vivid realities demonstrating the effectiveness of policies and guidelines on local governance innovation, which have received much attention and appreciation from many delegates at the forum.

An important highlight of the forum was the open dialogue and debate section, where scientists and representatives of local authorities discussed and made practical recommendations to improve the ward governance model in the digital transformation period. Opinions focused on specific issues such as improving the capacity of civil servants, promoting the digitalization of administrative procedures, strengthening the role of the Fatherland Front and social organizations, as well as supporting the development of the private economy and startups from the grassroots.

In his closing remarks, Dr. Tran Anh Tuan, Chairman of the Vietnam Association of Administrative Sciences, former Deputy Minister of Home Affairs, acknowledged the efforts of the organizing committee and Tay Ho ward in the preparation work. He emphasized: "The results, experiences and ideas exchanged at today's forum will be an important basis for the Association and relevant agencies to continue to improve policies on urban governance at the ward level, contributing to the building of a service-oriented, professional and modern administration."

With the spirit of openness, science and innovation, the Forum "Local governance in ward administrative units" is not only an academic space, but also a concrete step in realizing the policy of building an effective urban government. The event is expected to spread the model of government close to the people, for the people, contributing to building a civilized, modern and sustainably developed Hanoi Capital.
