The Government has just issued Decree 263/2025/ND-CP detailing and guiding a number of articles of the Law on Science , Technology and Innovation, including preferential policies for talented young scientists and talented young engineers.
Specifically, these are Clause 2, Article 54 on attracting and promoting talents and Clauses 1, 3, 4, 5, 6, 7, Article 55 on incentives for individuals working in science, technology and innovation.
What standards do talented young engineers need?
According to the decree, talented young engineers are Vietnamese citizens under 35 years old, with a university degree or higher, working in organizations and enterprises operating in the fields of science, technology and innovation.
Young talented engineers must be under 35 years old, have a university degree or higher, and meet certain professional standards.

One of the criteria that a talented young engineer must meet is: being the project manager, main member or chief engineer of a research and development project, technology transfer, innovation project with high socio-economic efficiency; or being the author of at least 1 protected invention that has been applied in practice and brought about clear socio-economic efficiency. Or having a key role in the design, manufacture, and successful testing of technical products with novelty and high applicability, or being the main author of at least 3 scientific articles published in prestigious international journals according to the regulations of the Ministry of Science and Technology .
Founders or co-founders of innovative startups based on new technology, which have successfully raised funding from venture capital funds or have products that are accepted by the market and generate significant revenue, also meet the requirements.
Priority recruitment and benefits
Talented young engineers are given priority in recruitment as civil servants and receive an additional allowance of 150% of their current salary coefficient within 5 years from the date of recruitment decision.
In addition, it is facilitated to form strong research groups and arrange funding to implement research ideas in specialized fields with expenditure contents according to regulations on expenditure for performing scientific research and technology development tasks.
Priority is given to being sent abroad and having expenses paid for internships and short-term work; support in paying for training and improving qualifications abroad; and being considered by competent authorities to be assigned as heads of science, technology and innovation tasks.
How are talented young scientists treated?
The Decree also stipulates that talented young scientists enjoy preferential policies.
Specifically, priority is given to recruitment into civil servants; creating conditions for forming strong research groups and arranging funding to implement research ideas in specialized fields with expenditure contents according to regulations on expenditure for performing scientific research and technology development tasks.
Talented young scientists are also given priority to be sent abroad and have their internship and short-term work expenses paid; are considered by competent authorities to be assigned to be in charge of science, technology and innovation tasks, and receive other preferential policies according to Government regulations.
To enjoy this policy, talented young scientists need to meet the following criteria: under 35 years old, have a doctorate degree, and are working in the fields of science, technology and innovation.
At the same time, winning prestigious domestic and international awards in the field of science, technology and innovation; or being the main author of at least 5 scientific articles published in prestigious international journals according to regulations of the Ministry of Science and Technology...
In case of working in the field of social sciences and humanities, there must be at least 5 scientific articles published in journals with ISSN codes in the annual scoring list of the Faculty Council of the industry and interdisciplinary fields, of which at least 3 scientific articles published in prestigious international journals according to regulations of the Ministry of Science and Technology.
