This information was provided by the Director of the Department of Finance, Trinh Thanh Hai, at the regular meeting of the Provincial People's Committee in May 2026, held this morning (May 28, 2026). Comrade Vo Trong Hai – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee – presided over the meeting. In May 2026, the overall socio -economic situation in the province continued to maintain its growth momentum and achieved many positive results across various sectors and fields.

Agricultural, forestry, and fisheries production maintained stable development . As of May 20, 2026, the total area planted with annual crops was estimated at 160,000 hectares (reaching 97.16% compared to the same period), of which the spring crop accounted for approximately 130,000 hectares . Both timber production and total fisheries output recorded significant increases compared to the same period last year .

Industrial production continued its upward trend with the Industrial Production Index (IIP) in May estimated to increase by 18.13% . For the first five months of the year, the IIP increased by 18.07% . Several products showed outstanding growth, including: electronic components (tripling in size), quarrying of construction stone (up 36.33%), NPK fertilizers (up 22.49%), canned beer (up 20.37%), and electricity production (up 12.15%) .

Total retail sales of goods and consumer service revenue in the first five months are estimated at nearly 79 trillion VND, an increase of 13.62% . Export turnover reached over 2.5 billion USD (an increase of 58.3%), notably electronic equipment and components, which saw a strong increase of over 173.4%, accounting for 53.4% ​​of total export turnover . The tourism sector was vibrant with major events such as the Lotus Village Festival, the announcement of the Kim Lien National Tourist Area, and the opening of the Cua Lo Beach Tourism Festival, attracting approximately 5.23 million visitors in the first five months (an increase of 9%) .

Cumulative state budget revenue for the first five months is estimated at VND 14,986 billion, reaching 64.2% of the provincial People's Council's projected target and increasing by 31% compared to the same period last year (equivalent to 97.04% of the six-month target and 46.83% of the annual target) . Domestic revenue is estimated at VND 13,737 billion, an increase of 29.1% (excluding land use fees and lottery revenue, the increase is 28.1%; some revenue items increased significantly such as FDI enterprises (up 79.7%), the non-state sector (up 43.6%), and registration fees (up 57.7%) . Revenue from import and export activities reached VND 1,150 billion, an increase of 58.7% compared to the same period last year .

As of May 21, 2026, the total disbursement of public investment capital in the province reached VND 3,042.373 billion, equivalent to a disbursement rate of 18.3%, higher than the national average (18%) . Of this, the 2026 capital plan reached 15.56% of the plan assigned by the Prime Minister (16.02% of the plan after savings); the disbursement of carried-over capital reached 29.44% . Regarding investment attraction, the province granted licenses to 21 new projects and adjusted 72 projects with a total newly registered and increased capital of VND 67.7 trillion, 8.36 times higher than the same period last year . 2,309 new businesses were established (an increase of 46.88%) with a capital of VND 9,534 billion, and 649 businesses resumed operations (an increase of 36.05%) .

Social security is guaranteed . The Education and Training sector completed the 2025-2026 school year program and successfully organized the 10th grade entrance exam . The province organized the launching ceremony for the 2026 health check-up and screening campaign for the people according to Directive No. 17/CT-TTg of the Prime Minister . Administrative reform was accelerated: A preliminary review of one year of implementing the two-tiered local government system was conducted, the dossier for the provincial administrative unit classification project was completed and submitted to the Ministry of Interior, and a classification decision was made for 130 communes and wards . National defense, security, and social order and safety continued to be maintained .

Despite positive results, the province's socio-economic situation in May still faced numerous challenges. Widespread hailstorms and thunderstorms caused significant damage to property and crops in many localities .

The slow recovery of the consumer market, coupled with high input and logistics costs, has made production and business activities difficult . In the first five months of the year, 593 businesses in the province dissolved, a sharp increase of 118% compared to the same period last year .

The disbursement progress of some funding sources remains very slow, such as the central government budget - domestic capital (reaching 2.58%), investment capital for infrastructure development in the Western region (reaching 5.91%), and especially foreign capital which has yet to be disbursed . In fact, there are still 38 agencies and units with planned capital for 2026 that have not yet disbursed . The progress of implementing some projects and land clearance work still faces many limitations...
