Budget collection in the first 6 months of the year: Success from synchronous reform and digital transformation

On July 10, at the tax work review conference, the Tax Department announced that the budget revenue for the first 6 months of 2025 is estimated at VND 1,180,967 billion, equal to 68.7% of the ordinance estimate and an increase of 38.1% over the same period.

In the context of many fluctuations in the domestic and foreign economy , the Tax sector has reached the halfway mark in 2025 with positive results.

Taxpayer-centric

According to the representative of the Tax Department, this result was contributed by the uniform growth in most areas. Specifically, 16/19 revenue items and taxes increased compared to the same period. In particular, revenue from e-commerce and digital economy activities reached 98 trillion VND, up 58%, showing the effectiveness of tightening management and preventing revenue loss in this new and potential field.

At the local level, 31/34 provinces and cities have achieved good collection progress (over 55% of the estimate), and 33/34 localities recorded growth compared to the same period. Leading localities such as Hung Yen, Ha Tinh, Cao Bang, Hanoi , Hai Phong... have made important contributions to the overall success.

To achieve the above results, the Tax Department said it has implemented a comprehensive and synchronous reform strategy in all aspects of work, with the core goal of "collecting correctly, fully, and promptly" on the basis of fairness and transparency.

Taxpayer advocacy and support have undergone significant changes. Instead of traditional methods, the Tax sector has promoted the application of technology to create a modern and effective interactive channel. The implementation of electronic invoices, automatic tax refunds, and public lists of support staff have built a public administration.

Tax declaration and refund are considered a bright spot in the reform activities with 99.4% of enterprises participating in electronic tax declaration. In particular, Decision 108/QD-TCT on the automatic tax refund process has created a revolution. In 6 months, 269,941 files were automatically refunded with a total amount of 1,253 billion VND. The State Treasury also promptly refunded 1,147 billion VND, accounting for 92% of the refund orders transferred.

Along with support, the Tax sector also tightened discipline and resolutely handled violations. In the first 6 months of the year, the whole sector conducted 26,290 inspections and checks, reaching 109.2% over the same period. The total amount of proposed handling amounted to VND 28,430 billion, an increase of 32%. Topics on anti-invoice fraud, transfer pricing, and cross-border e-commerce were vigorously implemented, contributing to cleaning up the business environment.

Tax debt management has also been comprehensively reformed. The electronic tax debt enforcement system has helped recover VND43,109 billion. Direct connection with the Ministry of Public Security and commercial banks to freeze accounts and temporarily suspend exit has significantly increased deterrence and debt collection efficiency.

One of the key tasks of the Tax sector is to convert business households from the contract method to declaration, ensuring the principle of "self-declaration, self-payment, self-responsibility." This is a fundamental reform step, requiring careful preparation of institutions, databases and technology.

Increase budget collection tasks

At the conference, Deputy Minister of Finance Cao Anh Tuan highly appreciated the efforts of the entire industry. In addition, he also pointed out that the tasks set for the industry in the last 6 months of the year are extremely heavy. In order to ensure the GDP growth target of 8%, the Ministry of Finance is assigned to increase revenue by 15% in 2025. However, in Official Dispatch No. 104/CD-TTg of the Prime Minister (dated July 6), the Prime Minister directed the Ministry of Finance to strive to increase revenue by over 20%. To achieve this target, domestic revenue must increase higher than 20%, because revenue from import and export may be lower. In fact, the average budget revenue of the whole country increased by 28.3%, while the Tax sector alone increased by 38.1%. The completion rate compared to the estimate of the Tax sector is also higher than the average, this is the basis for the whole industry to strive to successfully implement the Government's direction.

“To achieve the above goal, the Tax sector needs to have appropriate solutions in the context of a world that is still very complicated, with conflicts in the region and in many places, and the risk of trade wars from tariff policies,” said Mr. Tuan.

To achieve the above goals, the Deputy Minister of Finance pointed out key solutions for the tax sector in the last 6 months of the year. In particular, focusing on institutional development, specifically completing the draft Law on Tax Administration (amended), the Law on Personal Income Tax and related decrees, especially regulations on land.

In addition, the industry continues to promote digital transformation, improve databases, and replicate effective technology application models. Strengthen inspection work, specifically focusing on high-risk areas, to avoid budget losses.

Regarding the effective operation of the new apparatus, the leaders of the Ministry of Finance requested the Tax sector to maximize the effectiveness of the streamlined organizational model, ensuring smooth direction from the central to local levels.
