Deputy Minister Nguyen Hoang Long attends a seminar on offshore wind power in the UK

On July 10, 2025 in Edinburgh, Scotland, UK, Deputy Minister Nguyen Hoang Long led a delegation from the Ministry of Industry and Trade to attend the Seminar "Offshore Wind Power in Vietnam" held at the UK Government headquarters in Scotland.

The event focused on the development of the offshore wind supply chain for Vietnam and attracted the participation of many high-ranking representatives from the two countries, including the UK Ambassador to Vietnam Iain Frew, the British Consul General in Ho Chi Minh City Alexandra Smith, professional organizations and project developers such as ORE Catapult, Carbon Trust, Morven OSW, Flotation Energy, Ocean Winds, Scottish Power Renewables, SSE Thistle Wind Partners and West of Orkney Windfarm.

Accompanying Deputy Minister Long to the activity were representatives of the Department of Foreign Market Development, the Electricity Authority, the National Electricity System and Market Operation Company Limited (NSMO), the Electricity University and enterprises such as Vietnam Electricity Group (EVN), Vietnam Oil and Gas Technical Services Corporation ( PTSC ), T&T Company, IPC, and Trung Nam Group.

Within the framework of the Seminar, Mr. Doan Ngoc Duong, Deputy Director of the Electricity Authority, updated UK partners on the goals of developing renewable energy in Vietnam, Vietnam's newly issued legal framework, creating a corridor for offshore wind power investment.

Next, PTSC introduced its capacity and goals to participate in the Offshore Wind Power sector, with some potentials such as: a 320-hectare offshore fabrication yard, a team of more than 500 engineers who have participated in more than 100 EPCI projects, a plan to increase the localization rate of main equipment to 40% in the period 2026-2030 and a proposal to export 3 GW of renewable electricity through regional grid connection.

On the UK side, Mr. David Findlay (representative of ORE Catapult) shared the UK's experience in developing the offshore wind power supply chain, while Mr. Adam Bates (Carbon Trust) introduced the "Center of Excellence" model to support businesses in localizing and standardizing human resources according to GWO standards.

The open discussion noted the interest of UK developers in joint ventures for major projects in Vietnam, bidding models, project ownership, implementation, supply chain development, as well as green finance solutions to reduce the cost of capital.

Concluding the discussion, Deputy Minister Nguyen Hoang Long highly appreciated the experience and initiatives of the UK partner, and invited British businesses to participate in research and investment cooperation projects, cooperate with Vietnam to build supply chains, optimize costs and develop sustainably, affirming that the Ministry of Industry and Trade will act as a focal point to support, turn initiatives into specific projects, contributing to realizing the goal of rapidly developing the proportion of renewable energy sources, helping Vietnam achieve its Net Zero commitment by 2050.

On the same afternoon, Deputy Minister Nguyen Hoang Long Long and the Vietnamese delegation visited the Neart na Gaoithe (NnG) offshore wind power project co-owned by EDF Renewables UK and ESB.

Project representative, Mr. David Sweenie, Project Development Director, introduced the project implementation process from the marine environmental survey in 2009-2012, receiving the license in 2014, winning the Contract for Difference mechanism in 2015 to the goal of putting all 54 Siemens Gamesa turbines into operation by the end of 2025. With a designed capacity of 450 MW, NnG is enough to supply electricity to about 375,000 Scottish households and avoid the emission of more than 400,000 tons of CO₂ per year; the total investment is estimated at 2 billion pounds.

Project representatives shared experiences in developing offshore wind power projects in the UK, helping to answer many concerns of Vietnamese businesses, and at the same time providing useful information for Vietnamese agencies to refer to in building and perfecting the policy mechanism for developing renewable energy and offshore wind power in Vietnam.
