Nam Dinh Provincial People's Committee has just organized a review of the progress of State budget collection from land use sources.
According to the report, as of July 29, the State budget revenue from land use in Nam Dinh province reached 3,407.5 billion VND, equal to 45% of the 2024 estimate; the land use fee that has been notified but not yet due is 900.5 billion VND; including the amount paid and the amount not yet due is 4,308 billion VND, reaching 57% of the 2024 revenue estimate.

Besides localities with high state budget revenue from land use, there are still some districts such as Vu Ban and Xuan Truong that have not ensured the progress of revenue from land use despite having high revenue estimates.
The reason for low results in State budget revenue from land use in localities is that since the beginning of the year, no new land use rights auctions have been organized.
At the conference, delegates analyzed and identified feasible factors, solutions, and plans to promote progress, increase total revenue in 2024, contributing to the province exceeding the 2024 revenue plan; reducing the burden of concentrating the revenue target for the entire 2021-2025 term in 2025.
In his speech, Chairman of Nam Dinh Provincial People's Committee Pham Dinh Nghi affirmed: The province's viewpoint is to encourage localities to invest in urban areas and concentrated residential areas to generate local revenue for public investment and promote rural urbanization. Prioritize revenue from land use rights auctions to invest in infrastructure construction, especially key inter-regional transport projects, which play a significant role in increasing the province's investment attraction capacity and promoting socio -economic development.
The province has agreed on revenue targets since the beginning of the year, especially the revenue from land use rights auctions, which is a legal target. If any locality fails to complete its revenue collection tasks, the province will assess the responsibility of the Secretary and Chairman of the People's Committee of that locality for not completing the annual tasks.

District leaders must consider this a top priority, proactively enhance responsibility, focus on leadership, and resolutely direct the successful implementation and surpass the revenue targets for 2024 and the entire 2021-2025 term.
It is necessary to review and re-examine the progress, promote the early implementation of projects whose investment policies have been approved by the province; speed up the progress of investment procedures for projects that are being implemented but do not have investment policies; promptly organize auctions for qualified projects; if there are any difficulties or problems, promptly propose to the departments and branches for guidance and report to the province for support in resolving them.
Chairman of the Provincial People's Committee Pham Dinh Nghi also emphasized that in order to proactively reduce the burden of concentrating revenue for the entire 2021-2025 term in 2025, the province will have a document specifically assigning the additional state budget revenue to strive to achieve in 2024 from land use sources to each district and city.
Require relevant departments and branches to strengthen guidance and support for districts and cities to remove all difficulties and obstacles to effectively carry out tasks related to completing procedures, investing, constructing, and putting urban and residential area projects into auction of land use rights;
Focus on completing tasks related to determining land price lists, ensuring that land use rights auctions are not interrupted and that the approval of the overall land price list for the whole province is completed within the prescribed time limit; continue to coordinate in handling and reasonably allocating revenue from land use rights auctions to promote public investment progress according to regulations and plans.
Departments, branches, districts and cities must pay attention to reviewing and properly implementing the plan and progress of public investment in the 2021-2025 period; proactively planning capital sources and the number of public investment projects in the 2026-2030 period, prioritizing investment in key inter-district and inter-regional transport projects.
