Mainly based on expert methods
At the press conference this afternoon, June 27, Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training, Head of the Exam Committee, Steering Committee for the 2025 High School Graduation Exam, said that the way this year's exam is made is new, so it is objective, avoiding the situation of students "learning by heart" and getting real exam scores.

According to Mr. Nguyen Ngoc Ha, test questions created from the test bank is a method that has been implemented in recent years for the 2006 High School Program. The test bank is a "warehouse" of test questions built according to processes, including closed processes, then tested, implemented, and standardized.
However, this year is the first year that the test preparation is not based on the test bank. Instead of the test bank, there is a test library, but the test library is only for reference. The test preparation is mainly based on expert methods. In addition, it is based on reference points - basically the published questions, which have been tested for their level of meeting the teaching and learning needs in different regions.
Matrices are randomly generated to avoid "rote learning"
This year's exam is different from previous years' exam preparation in that the exam matrix is randomly generated right in the exam preparation matrix. Thus, no one knows the matrix in advance.
Mr. Ha said: "Previously, according to the 2006 High School Program, when doing the test, we usually had a matrix in advance. For example, this chapter has these questions. This year, there is no matrix in advance, but the software will create the matrix in a very random way, it can be on this topic, it can also be on another topic. The thinking level (knowing, understanding, applying) is also created randomly.
This method shows us two advantages at first sight. First, it ensures objectivity in the process of constructing exam questions and exam papers, due to the unpredictable nature, such as because these contents are considered important, they will be included in the exam. Second, this is the way for students to study for real to take the real exam, not to study in a reactive manner, such as predicting important contents and then focusing on studying by rote.
According to Mr. Ha, the method of creating differentiation for the exam to select students with higher levels of ability is also used from this year.
Concluding the press conference, Deputy Minister of Education and Training Pham Ngoc Thuong said that in order to assess the difficulty of the exam, the Ministry of Education and Training needs to have full information. In the immediate future, the Ministry will receive and absorb all opinions related to professional issues to do better in the following years, on the principle of ensuring the rights of candidates.
Deputy Minister Pham Ngoc Thuong said: "If many scores of 8, 9, 10 are not due to the candidates' real abilities but because the questions were easy, would we be happy? If scores of 6, 7 are due to real abilities, then the students still have the ability to take the next steps in their journey to adulthood, still be able to go to university, college, and do many other useful things, then we would be happier.
These are the innovative steps of the Ministry of Education and Training in accordance with Resolution 29, which is that the exam questions and the teaching process are to assess the candidates' abilities, aiming to grasp and solve practical problems in life. To innovate, it must be step by step, and this year is the first year."
