Attending the workshop were 52 southern higher education institutions from Da Nang onwards.
Reduce at least 50% of administrative procedures compared to current law
Speaking at the workshop, Deputy Minister of Education and Training Hoang Minh Son said that this is a strategic activity when the Ministry of Education and Training was assigned by the Government to preside over the revision of the Law on Higher Education - a fundamental legal document guiding the long-term development of the entire education sector.
Deputy Minister Hoang Minh Son said that in recent years, Vietnam's higher education has achieved many remarkable achievements. However, in addition to positive results, there are still many shortcomings that need to be identified and overcome. The Deputy Minister especially emphasized the new context that is posing urgent requirements for law amendments, including the trend of education development in the world , the rapid development of artificial intelligence and digital transformation.
According to Deputy Minister Hoang Minh Son, society is placing high expectations on this law amendment. This will create a legal corridor for higher education institutions to break through and develop more strongly in the coming period.
To make the law amendment process most effective, the Deputy Minister suggested that delegates attending the discussion focus on analyzing and clarifying the scope of coverage of the issues raised, considering the appropriateness of policy orientations, and assessing the level of ensuring sustainable development of the entire system.
"The length of the revised Law on Higher Education this time is only about 50% compared to the 2018 Law on Higher Education. The number of guiding documents in terms of pages has also been reduced by about half. The goal is to simplify and make the education and training system coherent, avoiding overlaps between current legal regulations," Deputy Minister Hoang Minh Son emphasized.
The draft Law on Higher Education (amended) inherits the provisions with unchanged content of the current Law on Higher Education (> 55%); does not overlap provisions with the Law on Education and the amended Law on Education, the Law on Teachers, the Law on Vocational Education, the Law on Science, Technology and Innovation. At the same time, reduce the number of articles and chapters; reduce the number of processes by 50%; reduce at least 50% of administrative procedures compared to the current Law on Higher Education.
The Drafting Committee of the Law on Higher Education (amended) of the Ministry of Education and Training also informed, integrated duplicate content and abolished detailed regulations on conditions for opening majors, conditions for implementing training programs, and detailed training organization procedures; Reduced administrative procedures (at least 50% due to integrating the process of opening majors with registration of training activities) according to training program standards and university education institution standards. Implemented autonomy in developing and implementing licensed training programs, except in the fields of health, teachers, law, security and defense.

6 policy groups proposed for amendment
At the seminar, Director of the Department of Higher Education (Ministry of Education and Training) Nguyen Tien Thao presented policy proposals of the Draft Law on Higher Education Amendment.
Policy 1 is to improve the effectiveness of state management and create an advanced university governance system. Policy 2 is to position universities as centers of research and innovation associated with high-quality human resource training. Policy 3 is to position universities as centers of research and innovation associated with high-quality human resource training. Policy 4 is to increase resource mobilization and improve the efficiency of investment in modernizing education. Policy 5 is to develop a team of excellent lecturers and scientists and a creative and honest academic environment. Policy 6 is to innovate approaches and ensure substance in the work of ensuring the quality of university education.
Notably, policy group 1 is expected to regulate the subjects of application of higher education institutions and educational institutions with higher education activities. Types of higher education institutions: national universities, regional universities, universities, colleges, academies...; Legal status of internal units. 2-level model of national universities and regional universities.
"University autonomy is the proactive right of higher education institutions in deciding on activities according to legal regulations; linking autonomy with accountability of higher education institutions; Conditional autonomy (as in current law) is no longer applied. Autonomy - accountability, quality assurance are consistent in all activities of higher education", emphasized the Director of the Department of Higher Education.
