
On the morning of July 31, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired an online conference to review the work of the Steering Committee in the first 6 months of 2025 and the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway".
The meeting was connected online from the Government headquarters to 26 provinces and centrally-run cities. Also attending were Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Ho Duc Phoc, Minister of Construction Tran Hong Minh, Minister of Home Affairs Pham Thi Thanh Tra, leaders of ministries, branches, government agencies and localities.
20 inspections by the Prime Minister and Deputy Prime Ministers
According to the summary report of the Ministry of Construction and opinions at the conference, the projects under the Steering Committee include 37 projects with 95 component projects, including 35 projects in the road sector and 2 projects in the aviation sector, with a total investment capital of over 1 million billion VND. After 3 years since its establishment (July 23, 2022), the Steering Committee has held 18 meetings.
In the first 6 months of 2025, the Prime Minister, Head of the Steering Committee, chaired 4 meetings (Sessions 15, 16, 17 and 18), assigned 120 tasks, which were implemented and basically completed by ministries, branches and localities.
The Prime Minister has personally inspected the site 7 times to remove difficulties and obstacles, speed up the progress of project implementation; established 7 inspection teams led by Deputy Prime Ministers to directly inspect, direct and remove difficulties at expressway projects scheduled to be completed in 2025 to ensure the target of 3,000 km (Deputy Prime Ministers have directly inspected the project sites 13 times).

With the initiative and efforts of ministries, agencies and localities, the responsible coordination of agencies and units, the support of people and businesses in compensation and site clearance, the determination and efforts of investors, project management boards and contractors, in the first 6 months of 2025, the organization and implementation of projects has achieved outstanding results.
Accordingly, 5 expressway projects with a total length of 271 km have been started; difficulties due to lack of construction materials have been resolved, especially in the Mekong Delta region (currently, the provinces have arranged enough supply of about 76 million m3/demand of 65 million m3 for 12 projects in the region).
The progress of all projects has clearly changed, making up for the delays of previous years. Many projects have exceeded the planned schedule; 237 km of expressways have been completed and put into operation, bringing the total number of expressways nationwide to 2,268 km; Tan Son Nhat Airport Terminal 3 has been put into operation; many coastal road sections have been invested in and inaugurated.
At the 18th Session on June 22, 2025, the Prime Minister assigned 20 tasks, of which 4 have been completed on time.
Accordingly, Ho Chi Minh City has approved the feasibility study report for the Ho Chi Minh City - Moc Bai project. Tien Giang, Ben Tre and Vinh Long provinces have basically completed the procedures for granting mines, increasing the capacity of mines to meet the material needs of projects in the region.
The Ministry of Construction has completed investment preparation procedures to start the Dau Giay - Tan Phu project on August 19, 2025. Localities have basically handed over all land for the construction of the North - South Expressway in the 2021-2025 period (except for the rest stops, of which 13/21 have been handed over).
Ministries, branches, agencies and localities are actively implementing 12 tasks as regular direction and management work. There are 4 tasks that have not met the required progress (in which the provinces have not yet handed over the entire site of 8 rest stops for the North-South expressway projects in the 2021-2025 period; Dong Nai province has not yet handed over the entire site at the Bien Hoa - Vung Tau component project 1 in July 2025).

As of August 19, there are 2,476 km of highways and 1,397 km of coastal roads.
In his concluding remarks, Prime Minister Pham Minh Chinh said that we are racing to the finish line, accelerating and breaking through with a spirit of speed and boldness, finding solutions to complete the set goals, successfully completing the strategic breakthrough in transport infrastructure according to the Resolution of the 13th National Party Congress and the directions of the General Secretary.
The Prime Minister said that on the occasion of August 19, with the groundbreaking and inauguration of major projects, the whole country will have 2,476 km of expressways and 1,397 km of coastal roads (exceeding the plan of 1,000 km); it is expected that by the end of the year, the plan set by the 13th National Congress will be completed and exceeded, with the whole country having at least 3,000 km of expressways and 1,000 km of coastal roads (possibly reaching nearly 2,000 km), basically completing Long Thanh airport; creating momentum, creating force, creating position to enter a new era with the country.
Up to now, major projects such as Long Thanh airport have regained their delayed progress. Many important projects have been completed ahead of schedule and put into operation early, helping to increase investment efficiency significantly, creating new development space, facilitating travel for people, reducing costs, increasing the competitiveness of products, goods, businesses and the economy.
According to the Prime Minister, the above results are partly due to the positive contribution of the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressway" with very practical emulation contents.
Specifically, emulating good and creative workers, completing on schedule, exceeding plans, ensuring the quality of works and projects; emulating to promote administrative procedure reform, ensuring convenience and reducing costs for investors; emulating construction, consulting and supervision to ensure quality, technique, aesthetics, environmental sanitation, labor safety, creating landscape and development space of the project.
Along with that, compete in researching and applying science, technology, and modern management methods in designing, constructing, exploiting, and managing highway projects to improve labor efficiency, shorten time, save resources and human resources; compete to mobilize people to actively comply with the handover of land for infrastructure projects and highway projects passing through the area.
The Government, the Prime Minister, and the Head of the Steering Committee commended the Ministry of Construction for its role as the standing agency of the Steering Committee; the Ministry of Finance has resolutely resolved the issue of dispersing investment, concentrating resources, and allocating capital for projects, and proposing institutional amendments; the Ministry of National Defense has directed forces to actively participate in and implement projects; the Ministry of Public Security has actively participated and done a good job in preventing corruption and negativity; the Ministry of Home Affairs has done a good job in emulation, creating a vibrant movement; Ho Chi Minh City, Hanoi, Tuyen Quang, An Giang, Quang Tri, and Can Tho have made many efforts, actively resolved difficulties for projects; corporations and general companies, such as the Electricity Corporation (EVN) have actively participated in site clearance, the Airports Corporation (ACV), contractors Truong Son, Son Hai, etc., project management boards of many provinces have done well; VTV, VOV and press agencies have made efforts to inform and propagate.



The Prime Minister highlighted a number of important lessons learned.
Firstly, it is necessary to closely follow the Party's guidelines and policies and the State's laws to concretize them into programs and implementation plans and organize implementation to ensure clear people, clear work, clear responsibilities, clear authority, clear time, clear results; members of the Steering Committee are determined, make efforts, and closely follow the direction and administration, taking the completion target as a measure to evaluate the capacity of cadres in direction and administration; properly implement the motto "only discuss doing, not discuss retreating", "don't say no, don't say difficult, don't say yes but don't do".
Second, promote the strength of the entire political system, mass organizations actively and proactively participate in work according to their functions and tasks; strengthen mass mobilization work, create consensus and support from the people in investing in infrastructure construction, organize timely rewards, on time, and for the right subjects.
Third , uphold the sense of responsibility, be proactive in resolving problems and difficulties within one's authority, do not push or avoid; promptly report and propose solutions for tasks beyond one's authority; boldly propose specific policy mechanisms, promote decentralization and delegation of authority to promote project progress; consider the goal of completing key transport projects as one of the top important political tasks.
Fourth, promote the spirit of mutual assistance, cooperation, and support for mutual development; vigorously implement the motto "overcome the sun and win the rain, not lose to the storm", "working during the day is not enough, take advantage of working at night", "harmonize benefits, share risks"; increase the application of science and technology to improve labor productivity, shorten construction time, and save investment costs.
Fifth, localities mobilize and call on people to donate land, allocate land, focus on site clearance, mobilize resources from people and society; close, smooth and effective coordination of relevant entities.



Synchronous operation, promoting the efficiency of expressways
There are only 5 months left from now until December 31, 2025, while there is still a lot of work, the Prime Minister requested ministries, branches and localities to continue to uphold the sense of responsibility, patriotism, love for the people, the spirit of gratitude to predecessors, heroes, martyrs, those with merit, the spirit of speed, boldness, breakthrough to make more efforts, more determination, work "through the sun, overcome the rain", "eat quickly, sleep urgently", construct "3 shifts, 4 shifts", "through holidays, through Tet", "work day and night, work extra on holidays" to speed up the construction progress.
Along with that, continue to innovate thinking, methodology, and approach to solve problems; ideology must be clear, determination must be high, actions must be drastic, effective, focused, key points, each task must be completed, each task must be done properly; in the process of organization and implementation, the assignment must ensure 6 things are clear: "clear people, clear work, clear responsibility, clear progress, clear products, clear authority" to "easy to check, easy to evaluate, easy to urge".
Continue to effectively carry out the patriotic emulation movement, including the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway", arouse national pride, create an enthusiastic working atmosphere, with the highest sense of responsibility "All for the interests of the nation, the people, for the development of the country"; promptly encourage, reward, propagate, mobilize people, create consensus, and unanimity to implement projects.
In all cases of difficulties, problems, and obstacles, ministries, branches, localities, governing bodies, investors, contractors, and forces participating in the project need to be united, work together, "only discuss and do, not retreat", "have the highest determination, be proactive and creative, dare to think and dare to do", "say and do, commit to do", proactively resolve, and if beyond authority, report to overcome all challenges, and bring the project to the finish line on schedule.
The Prime Minister noted that accelerating progress must be associated with ensuring quality, technique, aesthetics, safety, and environmental sanitation; focusing on creating landscapes and common spaces for projects; strengthening management, inspection, supervision, and improving the quality of works; absolutely not allowing negativity, corruption, waste, and occupational safety to occur.

Assigning a number of key and specific tasks, the Prime Minister requested good preparation for the groundbreaking and inauguration ceremonies of major projects and works to celebrate the 80th anniversary of National Day, ensuring compliance with regulations (including selecting a central bridge at the National Exhibition and Fair Center for live broadcast and online connection to the remaining bridges).
To basically complete the Long Thanh International Airport project in 2025, the Ministry of Finance directed ACV and relevant agencies and units to review the overall project progress, supplement human resources, equipment, construction teams, organize "3 shifts, 4 crews" construction to compensate for the slow progress; strictly control quality, labor safety, organize construction reasonably and scientifically.
Regarding the operation of expressways, the Ministry of Construction will coordinate with localities to speed up site clearance, construction of rest stops, traffic monitoring systems, toll collection, vehicle weight control, ensuring that projects put into operation must be synchronous, high-quality, and aesthetically pleasing.
Currently, basically the vertical and horizontal expressways across the country have been formed or are under construction, expected to be completed in 2025 and 2026. To maximize investment efficiency, facilitate people and businesses, and promote socio-economic development where the projects pass through, the Ministry of Construction and localities review the connecting traffic system to ensure the most convenient connection of expressways with economic centers, railway stations, seaports, airports, etc.



The Prime Minister requested that agencies do a good job in emulation and reward work. The Ministry of Construction, the Ministry of Home Affairs, and the Ministry of Finance prepare proposals to reward organizations and individuals with outstanding achievements at the groundbreaking and inauguration ceremonies on August 19, ensuring compliance with regulations.
The Prime Minister assigned the Government Office to coordinate with the Ministry of Construction to fully synthesize the opinions of Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Ho Duc Phoc and members of the Steering Committee, agencies and units to draft the Conclusion Notice to ensure "6 clarity", feasibility, synchronous implementation, efficiency and quality.
