Prime Minister: Emulation movements must involve the entire population.

Prime Minister Pham Minh Chinh directed that the previously launched emulation movements be continued and well organized, while also launching new emulation movements suitable to the new context.

On the morning of January 29th, at the Government Headquarters, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Commendation Council (the Council), chaired the 17th meeting of the Council for the 2021-2026 term to consider the plan to launch the emulation movement "Innovation, development of science and technology, digital transformation, green transformation"; and to consider proposals for awarding the titles of Hero of the People's Armed Forces and Hero of Labor to collectives and individuals.

Attending the session were: Vice President Vo Thi Anh Xuan, First Vice Chairperson of the Council; the Vice Chairpersons of the Council: Minister of Home Affairs Do Thanh Binh; President of the Vietnam General Confederation of Labor Nguyen Dinh Khang; and leaders of ministries, agencies, and organizations that are members of the Council.

At the meeting, the Council discussed and agreed on the Plan for implementing the emulation movement "The whole country is competing in innovation, science and technology development, digital transformation, and green transformation." This included clarifying the meaning of the movement in the context of implementing the Resolution of the 14th National Congress of the Party and the Resolutions of the Politburo ; the political, legal, and practical basis; the purpose, significance, content, criteria, forms, and standards; and the solutions and timeline for launching the emulation movement "Innovation, science and technology development, digital transformation, and green transformation."

Speaking at the session, Prime Minister Pham Minh Chinh said that, in response to the spirit of action of the 14th Party Congress and to immediately implement the Congress Resolution, with the motto "do each task thoroughly, see it through to the end, and use effectiveness as the measure," the Central Emulation and Commendation Council immediately implemented emulation and commendation work.

Reviewing the results of the patriotic emulation movement in the past period, the Prime Minister said that many movements were organized successfully and practically, contributing to the development of the country and bringing happiness to the people, such as: "The whole country unites, works together, and wholeheartedly competes in preventing, controlling and winning the COVID-19 pandemic," "Joining hands to eliminate temporary and dilapidated houses nationwide," "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste," "500 days and nights of emulation to complete 3,000km of expressways," "Quang Trung Campaign to build and repair houses for people in Central Vietnam damaged by natural disasters," "Emulation in lifelong learning," "Popular education movement"...

Clearly outlining the nine major directions for the emulation and reward movement in the new phase, as directed by General Secretary To Lam at the recent 11th National Emulation Congress, Prime Minister Pham Minh Chinh requested the Standing Committee of the Council to develop an action plan for implementation, specifically assigning clear responsibilities, tasks, timelines, expected results, accountability, and authority for completion by February 2026.

With the perspective that "emulation is sowing, and rewards are reaping," the Prime Minister directed the continued effective organization of previously launched emulation movements, while also launching new emulation movements suitable to the new context, practically implementing the Resolution of the 14th Party Congress and the specialized resolutions of the Politburo; these movements must involve the participation of the entire population and benefit everyone; contributing to "turning the tide, transforming the situation," bringing happiness and prosperity to the people; building a strong, prosperous, humane, peaceful country, steadily advancing towards Socialism.

In particular, the Prime Minister requested that the movements proactively grasp and implement five strategies: perfecting strategic institutions; mobilizing strategic resources; investing in strategic infrastructure; developing strategic technology; and maintaining strategic balance.

The Prime Minister emphasized the spirit of "four no's: no wasted day, no delays in a week, no missed opportunities in a month, and no passivity in a year," "actions speak louder than words," "speak less, do more," "think truthfully, speak truthfully, act truthfully, and achieve real results," and "no formality, no pretense, no ostentation."

Agreeing with the launch of the emulation movement "Innovation, scientific and technological development, digital transformation, green transformation," the Prime Minister requested research and development of plans to launch emulation movements such as: "Developing the private economy and promoting the role of the state economy," "Building safe, happy, drug-free, and crime-free communes, wards, and special zones"...

Prime Minister Pham Minh Chinh emphasized that launching and organizing emulation movements in the new phase must be linked to specific content and criteria, appropriate and practical forms, creating a strong transformation in the awareness and actions of Party committees, government agencies, and all strata of the people; creating motivation and inspiring the entire nation to participate in emulation, actively develop science and technology, innovation, and dual transformation - green and digital.

Along with that, we must uphold the patriotic tradition, leverage the combined strength of the entire political system, and encourage the active participation of entrepreneurs, businesses, scientists, intellectuals, students, and the entire population; strongly awaken the aspiration for national development, promote initiative and creativity throughout the political system and among the people, and participate in the rapid and sustainable development of the country; fundamentally and comprehensively reform the management and operation of state administrative agencies, the production and business activities of enterprises, and the way of life and work of the people.

Clearly outlining the scale, scope, magnitude, objectives, perspectives, solutions, and timeframe for launching the emulation movement "Innovation, scientific and technological development, digital transformation, green transformation," Prime Minister Pham Minh Chinh requested that Party committees and governments at all levels, especially their leaders, take the lead in enhancing digital capabilities and promoting innovation at the local and agency levels; as well as directing the organization and implementation of the emulation movement.
