Prime Minister: We need to train human resources for high-speed rail.

To prepare for the construction of the North-South high-speed railway line, the Prime Minister requested the Vietnam Railways Corporation to strengthen human resource training and develop the industry in a modern direction.

"The Ben Thanh - Suoi Tien urban railway line in Ho Chi Minh City currently lacks sufficient operating personnel, which could affect the project's operational progress. Therefore, the Vietnam Railway Corporation must strengthen human resource training to develop high-speed rail in the future," Prime Minister Pham Minh Chinh said while giving directives at the conference to implement the 2024 business plan of the Vietnam Railway Corporation (VNR) on the afternoon of January 9th.

According to government leaders, the Politburo's Conclusion No. 49 on the orientation for the development of Vietnam's railway transport system until 2030, with a vision to 2045, has set the goal of developing a modern and synchronized railway transport system to promote rapid and sustainable socio-economic development, meeting the objective of Vietnam becoming a high-income developed country by 2045. Railway transport plays a leading role on the North-South economic corridor, the main East-West transport corridors, and passenger transport in major cities.

Therefore, he suggested that the State Capital Management Committee at Enterprises, the Ministry of Transport, and the Vietnam Railways Corporation should be determined to submit the high-speed railway project for approval in 2024, along with the Lao Cai - Hai Phong, Lang Son - Hanoi, and Ho Chi Minh City - Can Tho railway projects.

The head of the government also requested the Vietnam Railways Corporation to focus on building a foundation for the development of the railway industry in a modern direction, implementing the development strategy, production and business plan and investment development plan for the period 2021-2025, and continuing to implement digital transformation and green transformation.

"We need to promote self-reliance and self-strength, rising from the hands and minds of our people, from our land, our sky, and our seas, transforming nothing into something, and the impossible into the possible," the Prime Minister emphasized.

To secure investment resources for railway projects, he suggested that the Ministry of Transport, the State Capital Management Committee at Enterprises, and the Vietnam Railways Corporation implement modern management practices suitable to Vietnam's conditions, and restructure the Corporation's assets and finances to ensure higher added value.

Currently, the Corporation manages and operates over 3,100 km of railways and employs more than 22,000 people nationwide. Therefore, "the corporation must consider how to utilize and operate these facilities more effectively."

Vietnam Railways Corporation (VNR) made significant progress in 2023 with revenue exceeding VND 8,500 billion, after-tax profit reaching VND 94.8 billion, and transporting 6.1 million passengers, equivalent to 135% of the same period last year. Employees in the industry earned an average monthly income of VND 9.5 million, reaching 105% compared to the same period. In the three years prior (2020-2022), VNR experienced consecutive revenue declines and losses due to the impact of the Covid-19 pandemic.
