Congratulating Qatar on its strong development, especially its transformation in technology, innovation and digital transformation, making Qatar one of the pioneers in the region in these fields, the Prime Minister said that during the talks and meetings between the Prime Minister and Qatari leaders during this working trip, the two sides recognized the vast potential and agreed to further enhance cooperation in the fields of information technology and digital transformation. The Prime Minister hoped that the two sides would have specific cooperation projects, especially in the fields of: Cyber ​​​​security, construction of national and specialized data centers; and proposed that Qatar provide preferential loans, technology transfer and human resource training for Vietnam in this field. The Minister of Communications and Information Technology of Qatar said that digital transformation is an important process for all countries in the world , including Qatar and Vietnam. The two sides also held ministerial-level discussions, agreeing to promote cooperation in the fields of telecommunications, semiconductors, data centers, etc. Along with that, promoting cooperation in cyber security, including infrastructure, science, technology and law. Informing that Qatar is ready to open opportunities for Vietnamese enterprises to invest and do business in Qatar, Minister Mohammed bin Ali bin Mohammed Al Mannai hopes that Vietnam will open a technology business center in Qatar to produce products and provide services not only for Qatar but also for the whole region.

The Prime Minister welcomed the opening of a Vietnamese technology business center in Qatar, saying that this is a completely feasible idea, with the formula: Vietnam provides human resources, Qatar provides finance, on the basis of good relations between the two countries so that businesses of the two countries can combine to produce and provide information technology and telecommunications products and services not only for Qatar but also for the whole region.

According to the Prime Minister, during the meeting with the Prime Minister, the King of Qatar is very interested in the issue of cyber security, while Vietnam ranks 17th in cyber security in the world, and can completely cooperate effectively with Qatar in this field; the two sides will negotiate and sign an intergovernmental agreement related to cyber security. "The formula is available, but to produce a product, it requires the "blood and fire" of the two Ministers. I hope the two Ministers will be able to do this," the Prime Minister said. He asked the Minister of Communications and Information Technology of Qatar and the Minister of Information and Communications of Vietnam to "say what they say, do it, commit to carry out specific results." Emphasizing that "no success comes without a price", "failure is the mother of success" and that "accepting risks is the only way to make breakthroughs", the Prime Minister said that Vietnam is continuing to improve its investment and business environment, with "open institutions, smooth infrastructure, and smart governance".

Receiving Mr. Ali bin Saeed bin Samikh Al Marri, Minister of Labor of Qatar, the Prime Minister asked the Minister to promote, cooperate and support the construction of training centers for Vietnamese workers before they go to work in Qatar, which plays an important role in improving the skills, qualifications, cultural and legal understanding of workers. Once again, he asked the relevant ministries and branches of the two countries to take drastic actions to implement the agreements of the senior leaders in the spirit of "what is said must be done, what is committed must be done, what is done must bring about efficiency, and can be measured". For his part, Minister Ali bin Saeed bin Samikh Al Marri assessed that labor cooperation between the two countries has achieved many results, but the potential is still very large, the number of Vietnamese workers in Qatar is still modest (nearly 1,000 people). Qatar has a great demand for foreign workers and is ready to promote cooperation and receive workers from Vietnam - a country with a population of 100 million, an abundant, young, and highly skilled workforce. The Minister said that the two sides have signed an agreement on regulations for recruiting Vietnamese workers to work in Qatar (in 2008) and in the next 7-8 years, Qatar will need a lot of workers in the fields of hotels, restaurants, healthcare, education, transportation, etc.
