During his official visit to the State of Qatar, on the afternoon of October 31st in Doha, Prime Minister Pham Minh Chinh met with the Minister of Communications and Information Technology of Qatar, Mohammed bin Ali bin Mohammed Al Mannai.

Congratulating Qatar on its strong development, especially its technological transformation, innovation, and digital transformation, which has made Qatar one of the pioneers in the region in these fields, the Prime Minister said that during his talks and meetings with Qatari leaders during this working trip, both sides recognized the vast potential and agreed to further enhance cooperation in the fields of information technology and digital transformation. The Prime Minister expressed his desire for concrete cooperation projects, especially in the areas of cybersecurity, building national and specialized data centers; and requested Qatar to provide preferential loans, technology transfer, and human resource training for Vietnam in this field. The Minister of Communications and Information Technology of Qatar stated that digital transformation is a crucial process for all countries in the world , including Qatar and Vietnam. The two sides also held ministerial-level discussions, agreeing to promote cooperation in the fields of telecommunications, semiconductors, data centers, etc. Along with that, they will promote cooperation on cybersecurity, including infrastructure, science and technology, and legal aspects. Stating that Qatar is ready to open opportunities for Vietnamese businesses to invest and operate in Qatar, Minister Mohammed bin Ali bin Mohammed Al Mannai expressed his desire for Vietnam to establish a technology business center in Qatar to produce products and provide services not only for Qatar but also for the entire region.

The Prime Minister welcomed the opening of a Vietnamese technology business center in Qatar, considering it a completely feasible idea with the formula: Vietnam provides human resources, Qatar provides finance, building on the good relationship between the two countries so that businesses from both countries can collaborate in producing and supplying information and telecommunications technology products and services not only for Qatar but also for the entire region.

According to the Prime Minister, during his meeting with the Prime Minister, the Emir of Qatar expressed great interest in cybersecurity. Given that Vietnam ranks 17th globally in cybersecurity, effective cooperation with Qatar in this area is entirely possible; the two sides will negotiate and sign an intergovernmental agreement related to cybersecurity. "The formula is there, but to produce tangible results, it requires the 'passion' of both ministers. I hope the two ministers will achieve this," the Prime Minister urged. He requested that the Qatari Minister of Communications and Information Technology and the Vietnamese Minister of Information and Communications "keep their promises and deliver on their commitments." Emphasizing that "no success comes without a price," "failure is the mother of success," and that "accepting risks leads to breakthroughs," the Prime Minister stated that Vietnam is continuing to improve its investment and business environment with "open institutions, seamless infrastructure, and intelligent governance."
During the meeting with Mr. Ali bin Saeed bin Samikh Al Marri, Minister of Labor of Qatar, the Prime Minister requested the Minister to promote cooperation and support the establishment of training centers for Vietnamese workers before they go to work in Qatar. This plays a crucial role in improving the skills, qualifications, cultural understanding, and legal knowledge of Vietnamese workers. He reiterated his request for relevant ministries and agencies of both countries to act decisively to implement the agreements of high-level leaders with the spirit of "what is said must be done, what is committed must be fulfilled, and what is done must yield measurable results." For his part, Minister Ali bin Saeed bin Samikh Al Marri assessed that labor cooperation between the two countries has achieved many results, but the potential remains very large, and the number of Vietnamese workers in Qatar is currently modest (nearly 1,000 people). Qatar has a great need for foreign labor and is ready to strengthen cooperation and recruit workers from Vietnam – a country with 100 million people and a large, young, and highly skilled workforce. The Minister stated that the two sides signed an Agreement on regulations for recruiting Vietnamese workers to work in Qatar (in 2008) and that in the next 7-8 years, Qatar will need a large number of workers in the fields of hotels, restaurants, healthcare, education, and transportation…
