On the night of November 1st, Prime Minister Pham Minh Chinh and his wife, along with the high-level Vietnamese delegation, arrived back in Hanoi , successfully concluding their visit to three Middle Eastern countries: the United Arab Emirates (UAE), the Kingdom of Saudi Arabia, and the State of Qatar. This was the first official visit by a Vietnamese Prime Minister to the region in 15 years.

The Gulf region is one of the world's leading dynamic development areas, boasting top oil reserves, leading financial centers, and at the forefront of a new development model towards economic diversification, embracing new trends in green transformation, digital transformation, and innovation.

The UAE, Saudi Arabia, and Qatar are among the energy powerhouses with large economies and important roles in the Middle East. These three countries, and the Middle East and North Africa region in general, are major partners, markets, and financial and technological centers for the region and the world, with significant potential and room for cooperation with Vietnam.

Vietnam and the countries of the Gulf region and the Middle East-North Africa have long enjoyed a tradition of good friendly relations. In particular, in recent years, Middle Eastern countries have prioritized Vietnam in their "Eastward Policy." The Gulf Cooperation Council (GCC) countries are increasingly aligning with ASEAN countries in terms of vision and development orientation.

These are important foundations for the UAE, Saudi Arabia, Qatar, as well as other countries in the region and Vietnam to strengthen cooperation, exploit each other's potential and strengths, connect with each other, complement each other, and elevate relations to a new, more comprehensive, deeper, more effective, and sustainable level across various fields. However, economic, trade, and investment cooperation between Vietnam and the three countries in recent times has not been commensurate with the excellent political and diplomatic relations, potential, needs, and aspirations of both sides.

During his visit to the three countries, the Prime Minister had a packed, rich, substantive, and effective work schedule with nearly 60 activities, including talks and meetings with high-ranking leaders, ministers, and leaders of leading global corporations and investment funds in the three countries; a speech at the 8th Future Investment Initiative (FII8) conference in Saudi Arabia; a policy speech at the UAE Diplomatic Academy; a speech at the Vietnam-UAE Business Forum; attending the opening ceremony of Vinfast's showroom in the UAE and the opening ceremony of FPT's regional office in Saudi Arabia; visiting the Ras Laffan petrochemical complex in Qatar, the Museum of the Future in Dubai (UAE), and the National Museum of Qatar; and meeting with embassy staff and the Vietnamese community in the three countries…

The ministers and leaders of agencies and localities participating in the working group also had dozens of practical and effective meetings, working sessions, and exchanges with their partners.

The visit of the Prime Minister and the high-level Vietnamese delegation yielded many important and substantive results, marking a significant milestone in the good relations between Vietnam and the three countries of UAE, Saudi Arabia, and Qatar in particular, and the Middle East - North Africa region in general.

"Intelligence," "Time," and Future Vision

"Time" and "Intelligence" were key priorities that the Vietnamese Prime Minister paid special attention to throughout his visit to the three countries. Strategic thinking and a forward-looking vision were also strongly evident in the Prime Minister's activities, from the names of the events and venues such as the Future Investment Initiative Conference, the Museum of the Future, and the future development path that the three countries, as well as Vietnam, had identified.

According to the Prime Minister, Vietnam's development path shares many similarities with the three countries, including commonalities among leaders in vision, innovative thinking, and development; valuing "time" and "intelligence," and a shared aspiration for a prosperous and thriving nation, where the people enjoy a comfortable and happy life.

The Prime Minister highly appreciated and was impressed by the remarkable development, the spectacular achievements and successes in transforming the growth model, "making the impossible possible" of the three countries. Looking to the future, with an unceasing aspiration to rise, the UAE is striving to realize its " UAE Vision 2031 " and " UAE Vision 2071 ", Qatar is implementing its " Vision 2030 " strategy, and Saudi Arabia is implementing its " Vision 2030 " strategy.

Meanwhile, Vietnam is striving to realize two centenary goals: by 2030 ( the 100th anniversary of the founding of the Party), to become a developing country with modern industry and a high-middle income; and by 2045 (the 100th anniversary of the founding of the nation) , to become a developed country with a high income.

Prime Minister Pham Minh Chinh stated that Vietnam and other countries need to walk hand in hand, inspire each other, stand side-by-side, cooperate closely, and support each other on the journey to realize their vision and aspirations for development, towards a prosperous and happy future.

In particular, through interactions with the leaders of the three countries, the Prime Minister repeatedly shared his strong impressions of the innovative thinking, strategic vision, governance methods, and development orientations and solutions of the leaders of these countries, as well as their decisive action, clear task definition, and emphasis on time and intellect. These are also valuable experiences that Vietnam can study and learn from.

For example, the fact that the business registration process takes only 5 minutes has helped the UAE have 1.5 million listed companies, a threefold increase from the 500,000 companies three years ago. The Dubai Museum of Future (UAE) demonstrates the ambition to break the conventional boundaries of physics and thought. The Qatar National Museum is one of the projects in the overall plan to transform Doha into a world-renowned cultural capital…

" Time waits for no one, and one's mindset, vision, and intellect must surpass oneself in order to accomplish great things ," Prime Minister Pham Minh Chinh shared.

With this mindset, the visit affirmed the new thinking, new strategic vision, high determination, strong commitment, and decisive actions of Vietnamese leaders in promoting multifaceted cooperation, contributing to elevating relations with the three countries in particular and the Gulf, Middle East, and North Africa region in general, which is rich in potential.

The official upgrading of relations has made the UAE Vietnam's first Comprehensive Partner in the Middle East, opening up new avenues for the development of bilateral relations and expanding Vietnam's network of Comprehensive Partners to 14 countries. Vietnam, along with Saudi Arabia and Qatar, also agreed to promote the early elevation of relations to a new level in the near future, thereby contributing to strengthening Vietnam's relations with other important partners in the region.

The visit deepened political trust and strengthened the good relations between the high-level leaders of Vietnam and the high-level leaders and royal families of the three countries. The countries extended a thoughtful and respectful welcome, with many special privileges granted to the high-level Vietnamese delegation; consequently, the partner countries gained a better understanding of Vietnam, not only as a country with a rich and unique culture, a glorious and resilient history in protecting independence, sovereignty, unity, and territorial integrity, but also as a country with great aspirations and a strong upward trajectory, contributing to maintaining peace and stability in the region and the world.

Affirming there are no limits to relations with Vietnam, the Emir of Qatar stated that Qatar is always open to cooperation with Vietnam. The President of the UAE affirmed that Vietnam is an important partner of the UAE in Asia and cooperation with Vietnam is one of the UAE's main interests. Meanwhile, the Saudi Arabian Minister of Investment stated that the Saudi Crown Prince, the Prime Minister, and Vietnamese Prime Minister Pham Minh Chinh had a "historic" meeting.

Many important documents were adopted during the working visit, including the Joint Statement on upgrading Vietnam-UAE relations to a Comprehensive Partnership, the Comprehensive Economic Partnership Agreement (CEPA) between Vietnam and the UAE, the Joint Communiqué between Vietnam and Qatar, and 33 cooperation agreements in the fields of trade and investment, finance, energy, innovation, standards, measurement and quality, education and training, sports, and cooperation between businesses…

Prime Minister Pham Minh Chinh and UAE President Sheikh Mohammed bin Zayed Al Nahyan agreed on six priority areas for cooperation and directed the urgent development of action programs to immediately implement the framework of the Comprehensive Partnership.

Prime Minister Pham Minh Chinh and the Crown Prince and Prime Minister of Saudi Arabia agreed to make economic cooperation a main pillar in bilateral relations, to make Saudi Arabia one of the leading investors in Vietnam, and agreed to identify innovation, green transformation, and digital transformation as the pillars of "future cooperation" between the two countries.

Prime Minister Pham Minh Chinh and the Prime Minister of Qatar agreed that the Vietnam-Qatar relationship has entered a new, deeper, and more comprehensive phase, identifying economic, trade, and investment cooperation as an important pillar. Both sides agreed to promote trade, prioritizing each other's strengths such as agricultural products, seafood, footwear, and textiles from Vietnam, and oil and gas, energy, and chemical products from Qatar.

Building on the foundation of political and diplomatic trust, and promoting cooperation focused on economics, trade, and investment, the Prime Minister and the leaders of the countries also agreed to strengthen defense and security cooperation, contributing to safeguarding the independence and sovereignty of each country and maintaining a peaceful, stable, and cooperative environment for development in both regions and the world.

A particularly important highlight of the visit was promoting economic, trade, and investment cooperation with all three countries in particular, and the Gulf and Middle East region in general. The Prime Minister delivered many important messages at talks and meetings with leaders, conferences, and events, and held numerous meetings with ministers and state secretaries in charge of economy, investment, industry, energy, foreign trade, etc., of the UAE, Saudi Arabia, and Qatar.

The Prime Minister attended the 8th Future Investment Initiative Conference (FII8) organized by Saudi Arabia with the theme " Endless Horizons: Investing Today, Shaping the Future ". In his keynote speech, the Prime Minister conveyed a message about Vietnam's innovation, dynamism, and readiness to exchange ideas and share initiatives with other countries to promote investment for a sustainable and prosperous future.

The Prime Minister emphasized that, as one of the countries that suffered the most pain and loss since World War II, and continuously impacted by war, blockade, and embargo for decades, the Party, State, and people of Vietnam have put the past behind them, turned enemies into friends, overcome differences, promoted similarities, and looked towards the future.

According to Prime Minister Pham Minh Chinh, after nearly 40 years of reform, integration, and development, from a country that was besieged, embargoed, poor, backward, and devastated by war, Vietnam's GDP has increased to US$ 430 billion in 2023, with GDP per capita reaching approximately US$4,300 . In recent years, despite the difficult and unstable global economic situation, with many economies and global investment declining, Vietnam's GDP growth has still reached nearly double the global average, placing it among the high-growth countries in the region and the world.

The Prime Minister stated that Vietnam hopes that partners, business communities, and investors from the three countries, the Gulf region, and the world will continue to further promote cooperation, investment, and business activities in Vietnam and with Vietnamese partners, especially by renewing traditional growth drivers and promoting new growth drivers.

The Prime Minister affirmed: " Vietnam is always steadfast in its policy of strengthening the attraction of all resources from within and outside, especially public-private partnerships, creating favorable conditions and ensuring the legitimate rights and interests of investors ," with " a transparent institutional framework, seamless infrastructure, and smart governance ."

Along with efforts to accelerate the implementation of strategic breakthroughs in institutions, creating a favorable legal environment and a transparent, highly competitive investment and business environment in the region and globally, continuously reducing and simplifying administrative procedures, prioritizing emerging industries and sectors, and removing difficulties for investment and business, Prime Minister Pham Minh Chinh stated: “ Vietnam is focusing on investing in the development of a synchronous and modern strategic infrastructure system, especially transportation and logistics infrastructure to reduce costs and time, increase the competitiveness of products, and healthcare and education infrastructure to ensure welfare for investors ” and “ Vietnam always pays great attention to training human resources, especially high-quality human resources, linked with the development of science and technology and innovation to contribute to increasing labor productivity and improving investment efficiency .”

At the same time, " Vietnam is investing in consolidating and strengthening its national defense and security capabilities, maintaining political and social stability, firmly protecting independence and sovereignty, and creating a solid foundation to ensure security, safety, and preserve a long-term peaceful, stable, and favorable environment for businesses and investors ," Prime Minister Pham Minh Chinh affirmed.

The head of the Vietnamese government made the most of the time and opportunity to introduce and promote the potential, strengths, and opportunities for investment and business cooperation in Vietnam – one of the most dynamic, innovative, and rapidly growing economies in the region and the world. The Prime Minister clearly outlined and proposed strongly promoting cooperation in many fields and products that are strengths of Vietnam and of the three countries with leaders and leading corporations and investment funds worldwide.

For example, the Abu Dhabi Investment Fund (ADIA) manages assets worth approximately $830 billion, making it the fourth largest investment fund in the world; the Mubadala Fund, owned by the Abu Dhabi government, has total assets of approximately $300 billion; and the Qatar National Investment Fund (QIA) has estimated assets of around $475 billion, etc.

Alongside them are Saudi Arabia's Saudi Aramco, with revenues reaching nearly $500 billion in 2023 and total assets exceeding $660 billion; Abu Dhabi National Oil Corporation (ADNOC), one of the world's largest oil companies; and Qatar Energy, the company responsible for managing all of Qatar's oil and gas operations – the world's largest exporter of liquefied natural gas (LNG).

Prime Minister Pham Minh Chinh proposed, and received strong agreement from the leaders of the three countries and major corporations and investment funds, to increase investment in strategic, breakthrough, and symbolic projects in Vietnam. In the oil and gas sector, the Prime Minister requested Qatar Energy to strengthen cooperation with the Vietnam National Oil and Gas Group to implement large-scale projects that enhance Vietnam's self-reliance in gas-fired power generation; and to promote ADNOC's construction of a transshipment and storage center for crude oil and refined petroleum products in Vietnam for export to regional markets.

Regarding agriculture, the Prime Minister stated that Vietnam could achieve agricultural export turnover of approximately 60 billion USD in 2024, focusing on transformation and restructuring towards high quality, "delicious and clean food"; cooperation in this field will both contribute to ensuring food security for the three countries and open up opportunities for cooperation with Vietnam to exploit the potential Halal market.

The Prime Minister's goodwill, sincerity, and desire to promote cooperation with partners are evident in every small detail. For example, when receiving the Qatari business delegation, the Prime Minister asked the interpreter to speak louder so that all members of the delegation could hear. Or, when listening to the UAE partners about business development and immigration policies, the Prime Minister requested a more in-depth sharing of experiences, which would serve as valuable lessons for Vietnam.

Leaders, businesses, and investors from the three countries highly appreciated the information and messages shared by the Prime Minister regarding Vietnam's investment and business environment, strategies, mechanisms, and priority policies for attracting investment; they also expressed their readiness to promote cooperation and expand investment in Vietnam in the future. As the Minister of Industry and Minerals of Saudi Arabia assessed: " Prime Minister Pham Minh Chinh's messages have been a powerful source of inspiration ."

Along with important, fundamental factors such as growth rate, investment environment, young and increasingly high-quality human resources, and favorable geographical location, partners, business communities, and investors from the three countries are also particularly impressed with Vietnam's development policies, strategies, and guidelines, as well as the country's cultural and historical traditions and the valuable values ​​of the Vietnamese people, such as their spirit of harmony, love of peace, and opposition to war, especially in the context of a world and region experiencing many changes and conflicts in many places.

The Saudi Arabian Minister of Investment affirmed: “ Personally, I, the Royal Family, and all the people of Saudi Arabia are deeply impressed by what Vietnam has achieved, creating a miracle after the devastating war .” According to the Minister: “ Other countries, if they had suffered such a disaster, would have taken generations to recover, but Vietnam has recovered and developed rapidly, among the fastest in the world, creating tremendous opportunities for its people, businesses, and investors. Especially recently, Vietnam has introduced alternative solutions to ensure that global supply chains, including high-tech supply chains, are not disrupted .”

…to the “historic milestone” of CEPA and concrete, substantive agreements.

During Prime Minister Pham Minh Chinh's visit, the three countries and Vietnam agreed on many major directions and reached many important agreements on economic, trade, and investment cooperation.

Vietnam and the UAE aim for bilateral trade turnover to reach US$20 billion in the near future… With Saudi Arabia, the two sides have agreed on a trade turnover target of US$10 billion. With Qatar, the two sides are studying the establishment of a joint working group on trade; and considering the possibility of building a Vietnamese product exhibition center in Qatar…

In the UAE, the country's Minister of Economy expressed great interest in learning about Vietnam's economic policies and expressed a desire to organize a Vietnam-UAE Investment Promotion Conference, tentatively scheduled for the first quarter of 2025, within the framework of the Investopia initiative launched by the UAE. The UAE Minister of Investment stated his readiness to share experiences and support Vietnam in establishing financial centers in Ho Chi Minh City and Da Nang, as requested by Prime Minister Pham Minh Chinh.

In Saudi Arabia, the Ministry of Investment aims to advance negotiations on an Agreement on the Promotion and Protection of Investments, leading to negotiations on a Free Trade Agreement between the two countries.

In Qatar, the country's Minister of Communications and Information Technology proposed that Vietnam open a Technology Enterprise Center in Qatar to produce products and provide services not only for Qatar but also for the entire Gulf region. The Qatari Minister of Labor pledged to expedite negotiations to soon sign a Labor Agreement between the two countries, creating a legal basis for accepting more workers from Vietnam – a country with 100 million people and a young, abundant, and highly skilled workforce.

Leaders of investment funds and major corporations from all three countries affirmed that, following the Prime Minister's visit, they would immediately send delegations to Vietnam to explore investment and business opportunities with the spirit of " not missing the opportunities " that are opening up and to soon realize the agreements of the high-level leaders.

For example, the leader of Saudi Arabia's ACWA Power energy group emphasized his desire for long-term cooperation with Vietnam, including human resource training, and his readiness to invest $ 5 billion with facilitation from Vietnam. The Director of the Abu Dhabi National Fund (ADIA) wants to implement projects in Vietnam " as quickly as possible ".

Prime Minister Pham Minh Chinh instructed the Ministers, leaders of ministries, agencies, and localities participating in the working group to immediately promote exchanges with partners to concretize the results of the exchanges and agreements of the high-level leaders. The Prime Minister requested that after the visit, regular and specific exchanges should be held with the relevant contacts on both sides, based on the principle of "what is said must be done, what is committed must be fulfilled."

A highly anticipated highlight of the visit, which became a reality, was the signing of the Vietnam-UAE Comprehensive Economic Partnership Agreement (CEPA) – Vietnam's first free trade agreement with a Middle Eastern country. Negotiated and signed in record time, CEPA is Vietnam's 17th new-generation free trade agreement.

This is the result of the strong determination of the leaders of both countries, including the decisive leadership of Prime Minister Pham Minh Chinh. In just the past year, the Prime Minister has had three meetings with the UAE's Minister of State for International Trade, who is in charge of this issue.

With this agreement, the UAE will open its doors to almost all goods in which Vietnam has an export advantage, considered a historic milestone that opens a major path for Vietnam to penetrate deeper into the UAE market, the Gulf region, and the Middle East-North Africa. On the occasion of the signing of the CEPA during Prime Minister Pham Minh Chinh's visit, the UAE Minister of State for International Trade wrote a separate article about the CEPA, which was widely reported by the UAE News Agency.

Following the initiation of the CEPA Agreement from the UAE, and after visiting Saudi Arabia and Qatar, the Prime Minister proposed and received positive and enthusiastic responses from the leaders of both countries regarding the acceleration of negotiations and the signing of a bilateral free trade agreement in the shortest possible time, based on the content and approach of Vietnam and the UAE in negotiating and signing the CEPA Agreement.

At the Future Investment Initiative Forum attended by Prime Minister Pham Minh Chinh in Saudi Arabia, leaders from many countries congratulated Vietnam and the UAE on the signing of the CEPA – an event that created a great stir in the Gulf region – and expressed their desire to soon negotiate and sign a similar agreement with Vietnam.

During their meetings with Prime Minister Pham Minh Chinh, the Prime Ministers of Pakistan and Egypt, and the Crown Prince of Jordan all expressed their deep admiration for President Ho Chi Minh and their special affection for the country and people of Vietnam. The leaders had in-depth and comprehensive discussions on relations between Vietnam and their respective countries, as well as measures to promote cooperative development in various fields to match the potential, strengths, and aspirations of Vietnam and its partner countries.

The Crown Prince of Jordan welcomed Vietnam's new direction in investing in the development of the Halal industry, affirming that the Arab region is a very potential market and is ready to cooperate and import Vietnamese Halal food products to ensure domestic food security as well as expand and re-export to regional markets.

During the visit, the Prime Minister also requested the leaders of the three countries to create the most favorable conditions for the Vietnamese community to settle down, ensuring security and safety, and to work effectively and sustainably, contributing to building a strong bridge for friendly relations and cooperation between Vietnam and their respective countries.
