On September 12, 2025, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting on continuing to maintain macroeconomic stability, control inflation, promote growth, ensure major balances, and improve people's lives. Attending the meeting were Deputy Prime Minister Ho Duc Phoc, Minister of Finance, Governor of the State Bank of Vietnam; Leaders of ministries and agencies: Industry and Trade; Construction, Foreign Affairs, Finance, State Bank of Vietnam, Government Office . After listening to reports from ministries and agencies, and opinions of Deputy Prime Minister Ho Duc Phoc, the Prime Minister directed as follows:

Agree on the assessment of the socio-economic situation as assessed at the regular Government meeting in August 2025. In the context of more difficulties and challenges than opportunities and advantages, but under the participation of the entire political system, the leadership of the Party headed by General Secretary To Lam, the supervision of the National Assembly, the drastic, timely, creative and effective direction of the Government, the Prime Minister, ministries, branches, localities, the companionship of the people and businesses, the socio-economic situation of our country in August continued to trend positively. The macro-economy was basically stable, inflation was controlled, growth was promoted, major balances of the economy were ensured, the labor market was stable, public debt and budget deficit were controlled within limits, social security was ensured, and the spiritual and material life of the people improved. The results were mainly positive; But there are some issues that need attention, especially grasping the situation and handling and resolving them proactively, promptly, flexibly and more effectively, such as issues of exchange rates, securities, real estate, credit growth that is not in line with policy, deviates from targets, cross-ownership of banks, gold prices, cyber security, promoting public investment...

The goals set for the coming time are very high, in the context of a very difficult world economy; but we must be determined to strive to achieve them, with the motto of rapid, sustainable development, "looking far and wide, thinking deeply and doing big", definitely not allowing rapid development, not allowing energy shortages, labor shortages... The general goal for 2025 is to stabilize the macro economy, control inflation lower than the set target, growth from 8.3-8.5%, ensuring major balances of the economy; state budget revenue exceeding the estimate by 25%, thoroughly saving regular expenditures; public debt, government debt, foreign debt, budget deficit are strictly controlled, lower than the warning threshold; ensuring monetary security, food security, food, cyber security in any case, while increasing exports; Ensure prices of strategic goods are suitable for the economy and people's income... Thoroughly implement the motto of stability for development, development for stability, rapid and sustainable development closely linked with continuing to improve the spiritual and material life of the people.

To achieve the set goals, ministries, branches, agencies and localities need to be highly determined, make great efforts, take drastic, effective and focused actions, complete each task, be brave and calm, consider issues scientifically, objectively, and closely follow reality; coordinate smoothly, closely and effectively between policies, between ministries and branches, between the Central and local levels, between state resources and private resources; resolutely and effectively implement the tasks and solutions assigned in the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, of General Secretary To Lam, Key Leaders, Resolutions of the Government, Telegrams, Directives and timely and regular instructions of the Prime Minister, in which they continue to focus on implementing the following key tasks and solutions:

Continue to exempt and extend taxes, fees, charges, land and water surface rents to promote production and business, creating livelihoods for people.

The Ministry of Finance shall preside over and coordinate with relevant agencies to promptly and focusedly deploy solutions to exploit the space of fiscal policy to effectively and efficiently support monetary policy, especially public investment disbursement and capital mobilization tools; closely, synchronously and effectively coordinate fiscal policy with monetary policy and other macroeconomic policies. Continue to implement policies on tax exemption, reduction and extension, fees, charges, land and water surface rents to promote production and business, creating livelihoods for people.

Continue to improve the legal framework and implement solutions to strongly develop the capital market and stock market, ensuring stability, healthiness, sustainability, in accordance with market rules, creating a medium- and long-term capital mobilization channel for the economy. Urgently complete guiding decrees and effectively organize the implementation of Resolution No. 222/2025/QH15 of the National Assembly on the International Financial Center in Vietnam.

The Ministry of Finance closely coordinates with the State Bank of Vietnam and relevant ministries and branches to actively and effectively discuss with rating organizations and foreign investors to remove obstacles, ensuring full compliance with the criteria to promote the upgrading of the Vietnamese stock market as soon as possible.

At the same time, increase the mobilization of financial resources for economic development such as issuing government bonds for key projects, priority areas such as science and technology, innovation, etc.

The Ministry of Finance closely monitors the progress of public investment disbursement of ministries, agencies and localities; proposes drastic, breakthrough and effective solutions to ensure 100% disbursement of the public investment plan in 2025. Promotes the effectiveness of the Steering Committee's operations in resolving difficulties and problems of backlogged projects, promptly reports to competent authorities to remove obstacles for projects to free up resources.

Urgently guide and effectively implement Resolution No. 05/2025/NQ-CP of the Government on piloting the crypto asset market in Vietnam.

Stabilize the gold market, narrow the gap between international and domestic gold prices

The Prime Minister assigned the State Bank of Vietnam to preside over and coordinate with relevant agencies to closely follow market developments and the domestic and foreign economic situation to proactively, flexibly, promptly and effectively manage monetary policy, closely coordinate, synchronize and harmonize with fiscal policy and other macroeconomic policies to promote growth associated with macroeconomic stability, control inflation, ensure major balances of the economy; promote rapid but sustainable growth.

At the same time, direct credit institutions to continue to reduce costs to have room to reduce lending interest rates; further strengthen the quality and effectiveness of inspection and supervision to direct credit capital to production and business activities, priority areas, and growth drivers of the economy; strictly and effectively control and more seriously handle credit capital flows into potentially risky areas. Resolutely and effectively implement preferential credit programs, especially for social housing, agricultural export, for young people to buy houses and students to study...

State Bank of Vietnam: Strengthening the handling of bad debts and improving credit quality. Strengthening the inspection, examination and supervision of credit institutions operating in an unhealthy manner; promptly preventing and strictly handling violations according to the provisions of law.

Strictly manage the foreign exchange and gold markets, operate exchange rates flexibly, harmoniously, and reasonably balance them with interest rates, and stabilize the value of the Vietnamese Dong; have effective solutions to increase foreign exchange reserves to meet import requirements for production and business; coordinate synchronously with monetary policy tools, and be ready to intervene with a combination of banking operations when necessary to stabilize the market.

The Prime Minister also requested the State Bank of Vietnam to urgently, within its authority, implement necessary and drastic solutions and tools as prescribed to stabilize the gold market and narrow the gap between international and domestic gold prices. Strengthen inspection and examination to detect and strictly handle violations related to the gold market, especially taking advantage of policies, hoarding, price gouging, smuggling, etc.

Urgently issue documents guiding the implementation of Decree No. 232/2025/ND-CP amending and supplementing Decree 24/2012/ND-CP on management of gold trading activities for early implementation in practice to develop a stable, transparent, healthy, sustainable gold market in accordance with market rules.

Expanding export markets, promoting supply-demand connections, linking production, distribution and consumption

The Prime Minister assigned the Ministry of Industry and Trade to preside over and coordinate with relevant agencies to focus on solutions to expand export markets, coordinate with the Ministry of Foreign Affairs and relevant agencies to promote trade, diversify markets, stabilize traditional markets and expand new markets. Promote the connection between supply and demand, link production, distribution and consumption, strengthen the organization of promotional programs, fairs... to stimulate consumption, promote domestic market development. Control and remove bottlenecks in energy market development; avoid shortages of electricity, gasoline, essential goods.

Increase real estate supply, diversify segments and products

The Ministry of Construction is assigned to preside over and coordinate with relevant agencies to continue implementing solutions to promote the safe, healthy and sustainable development of the real estate market, in accordance with market rules. There are timely and effective solutions to increase the supply of real estate, diversify segments and products to limit the gap between supply and demand in the structure of real estate products. Strive to complete 100,000 social housing units by 2025 and promptly bring them to the consumer market.

The Ministry of Science and Technology shall preside over and coordinate with relevant agencies to implement solutions to develop a science and technology market that operates openly, transparently, healthily, sustainably, and in accordance with market rules; and focus on resolutely and effectively implementing Resolution No. 57-NQ/TW of the Politburo.

Strengthen inspection and supervision of public service performance

The Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with relevant agencies to regularly monitor, inspect, and urge the operation of two-level local governments; to strengthen the role of creativity, self-reliance, self-reliance, and the spirit of serving the people of local governments at all levels, especially at the commune level.

Strengthening inspection and supervision of public service performance at all levels, enhancing the sense of responsibility, promoting creativity, proactiveness, daring to think, daring to do, and daring to take responsibility of cadres, civil servants, and public employees.

The Ministry of Culture, Sports and Tourism and media agencies carry out information and communication work objectively, honestly, scientifically, accurately reflecting the situation, creating trust, momentum, creating motivation, inspiring the people, promoting the country's development goals. Promoting tourism, expanding the market for tourism products, improving the quality of tourism development.

State-owned corporations, general corporations, state-owned joint-stock commercial banks, etc., according to their functions, tasks, and powers, concretize and effectively carry out the tasks assigned by the Government, especially expanding the market and promoting production and business.

Promoting science and technology development, innovation, digital transformation

The Prime Minister requested ministries, agencies and localities, according to their assigned functions and tasks, to regularly grasp the situation, have flexible, timely and effective policy responses, and avoid being passive and surprised. Direct the harmonious, reasonable and effective combination of policies, especially fiscal and monetary policies; focus on promoting traditional growth drivers and new growth drivers, and synchronously implement solutions to strive to achieve the highest socio-economic targets set for 2025 by the industry, sector and locality.

Resolutely and strongly deploy tasks and solutions to promote disbursement of public investment capital; resolutely not let the implementation of 2-level local government affect site clearance and disbursement of public investment projects; strive to disburse 100% of the capital plan for 2025. Resolutely handle and resolve backlog of stuck projects according to authority.

Promote the development of science and technology, innovation, digital transformation to restructure the economy and strongly innovate the growth model, develop green economy, digital economy, circular economy, etc.; focus on building a database system to ensure connectivity, interoperability, and efficiency.

Closely monitor price developments of essential commodities, especially food, foodstuffs, energy, etc. to promptly take appropriate management and operation measures, stabilize the market, stabilize the macro-economy and ensure stability, improve the spiritual and material life of the people.

Resolutely remove difficulties and obstacles in implementing two-level local government

The Prime Minister requested ministries, agencies and localities, according to their assigned functions and tasks, to resolutely remove difficulties and obstacles in implementing two-level local government; reduce administrative procedures, promote decentralization and delegation of power along with resource allocation and strengthen inspection and supervision. Harmoniously combine resources from the central and local levels, domestic and foreign sources; enhance local autonomy and creativity.

Proactively and flexibly implement synchronous solutions for cultural development, effectively implement social security policies, sustainable poverty reduction, policies for meritorious people, vulnerable groups, people in remote, border and island areas; eliminate temporary and dilapidated houses... Focus on effectively implementing the Politburo's Resolutions on education and training, and people's health care. Proactively prevent and combat natural disasters, and respond to climate change.

Media and press agencies attach importance to propaganda work and guiding public opinion objectively and honestly; not allowing hostile forces and reactionary organizations to take advantage of dividing the great national unity bloc and distorting and sabotaging the Party, State and People.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to work specifically with the Ministry of Construction, the Ministry of Agriculture and Environment and relevant agencies to direct the implementation of specific tasks and solutions in assigned fields.

Assign Deputy Prime Minister Ho Duc Phoc to work specifically with the Ministry of Finance, the State Bank of Vietnam and relevant agencies to direct the implementation of specific tasks and solutions in assigned fields.

Assign Deputy Prime Minister Bui Thanh Son to work specifically with the Ministry of Industry and Trade, the Ministry of Foreign Affairs and relevant agencies to direct the implementation of specific tasks and solutions in assigned fields.

The Working Groups of the Prime Minister and Government members continue to strengthen inspection, supervision, and removal of difficulties and obstacles in socio-economic development, implementation of two-level local government, and disbursement of public investment capital at ministries, agencies, and localities as assigned by the Prime Minister.

The Government Office monitors and urges according to assigned functions and tasks; reports to competent authorities on issues arising beyond its authority./.
