Prime Minister Pham Minh Chinh has just signed and issued an official dispatch directing to focus on removing difficulties and obstacles related to construction norms and unit prices; exploiting and supplying construction materials for key and important national traffic projects and works.
The Prime Minister requested the Minister of Construction to study, review, amend, supplement and adjust according to his authority, or advise competent authorities to amend and supplement legal documents related to the management of construction investment costs to ensure consistency with reality and feasibility in implementation. The Ministry shall report to the Prime Minister on the implementation situation in March.
In addition, the Ministry of Construction promptly reviewed, adjusted, and supplemented the norms that had been issued by the Ministry under its authority but were not suitable or were still lacking, and reported the implementation results to the Prime Minister in April this year.
The Ministry of Construction shall proactively coordinate with ministries managing specialized construction works and localities to organize the development of specific cost estimates for specialized sectors and localities with new construction technology, construction conditions, and construction materials or those not yet included in the current system of norms.
The Ministry needs to actively guide and urge localities to publish construction price indexes, construction material prices, and construction labor unit prices, ensuring they are timely, complete, consistent with market prices, and in accordance with legal regulations.

The Chairman of the Provincial People's Committee also needs to direct the competent authorities to coordinate with investors and contractors to negotiate with owners on land transfer and lease prices to ensure they are consistent with the compensation price level prescribed by the State, and to prevent speculation, price increases, and price pressure.
Provinces have sanctions to handle cases of intentional price increases and land speculation in mining areas; remove obstacles related to reforestation, conversion of forest use purposes, conversion of forest land use purposes, and conversion of forest land and rice land use purposes.
