Prime Minister Pham Minh Chinh requested Binh Duong province to uphold its traditions, be self-reliant, self-sufficient, creative, and innovative, and to be a model province that excellently fulfills its tasks.
On the morning of February 1st (the 4th day of the Lunar New Year 2025), Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway project, the section passing through Binh Duong province, organized by the People's Committee of Binh Duong province.
Also attending were: Former Politburo member and former President Nguyen Minh Triet; Deputy Prime Minister Tran Hong Ha; leaders of central ministries and agencies; leaders of Ho Chi Minh City and the provinces of Tay Ninh, Binh Phuoc, Dong Nai, and Binh Duong.
The Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway project, the section passing through Binh Duong province, is over 52km long and is planned with 6 lanes and a design speed of 100km/h. This is the first expressway connecting Ho Chi Minh City with Binh Duong and Binh Phuoc, and will continue to connect with the Gia Nghia-Chon Thanh expressway to link to the Central Highlands.
Phase 1 of the project involves the construction of a 4-lane expressway with continuous emergency stopping lanes along the entire route, and a roadbed width of 25.5m. The total investment is over 8,833 billion VND, implemented under a public-private partnership (PPP) model. The implementation period is 36 months from the effective date of the contract.
The consortium of investors includes the Industrial Investment and Development Corporation (Becamex IDC), Infrastructure Development Joint Stock Company (Becamex IJC), Becamex Binh Phuoc Infrastructure Development Joint Stock Company (BCMC), and Deo Ca Group Joint Stock Company.
The consortium of investors for the Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway project is a combination of entities within the Becamex ecosystem—a key enterprise of Binh Duong province—and Deo Ca Group—a leading Vietnamese company in the field of investment, general contracting, and operation management of transportation infrastructure projects.
Binh Duong province is committed to continuing to support investors and businesses, leveraging its advantages and seizing opportunities for strong and sustainable development, making the province an attractive destination in the region.
The Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway connects from Ho Chi Minh City's Ring Road 3 to Chon Thanh town in Binh Phuoc province, creating a driving force for development in the Southeast region, expanding urban and industrial space.
Upon completion, the Chơn Thành-Gia Nghĩa expressway will further connect with the Central Highlands region, creating regional linkages, promoting socio-economic development, and ensuring national defense and security. The project also contributes to realizing the goal of 5,000km of expressways set by the Party and Government for the period 2021-2030.
Witnessing the handover of decisions approving the selection of investors for the Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway project and presenting gifts of gratitude to people who ceded land for the project, speaking at the event marking the beginning of the Year of the Snake, celebrating the 95th anniversary of the founding of the Party (February 3, 1930 - February 3, 2025), Prime Minister Pham Minh Chinh reviewed the socio-economic development results of 2024 with outstanding and comprehensive results in all fields, with all 15/15 basic indicators achieved and exceeded, in the context of many difficulties and challenges worldwide.
Prime Minister Pham Minh Chinh emphasized that 2025 holds special significance, with many important tasks: continuing to reorganize the administrative apparatus; promoting economic growth of 8%, striving for double-digit growth in the future; reviewing and striving to complete the socio-economic development targets for the 2021-2025 period; organizing Party congresses at all levels, leading up to the 14th National Party Congress; organizing celebrations of major national holidays, etc. The Prime Minister requested Binh Duong province to uphold its traditions, be self-reliant, self-sufficient, creative, and innovative, and to be a model province that excellently fulfills all tasks.
In this context, Binh Duong must take the lead, along with the rest of the country, in focusing on renewing traditional growth drivers and promoting new growth drivers; implementing three strategic breakthroughs and perfecting institutions, developing infrastructure, especially pioneering in developing connectivity infrastructure and attracting high-quality investment.
Recalling previous concerns and the significant importance of the Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway, the Prime Minister requested that Ho Chi Minh City immediately begin construction of the 3km expressway within its territory, and Binh Phuoc province begin construction of the 7km section within its territory. Together with the section in Binh Duong province, the entire Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway will be fully operational, connecting the Central Highlands, the Southeast region, and the entire country.
"Provinces and cities must strictly and resolutely implement this, driven by the heart, to express gratitude to those who sacrificed their lives and blood for this land, in the spirit of not saying no, not saying it's difficult, and not saying yes without doing it," the Prime Minister noted.
Welcoming Becamex and Deo Ca Group's investment in the project, and to ensure the project is completed safely, on schedule, with quality, and meets all other legal requirements, the Prime Minister requested the People's Committee of Binh Duong province to decisively direct the investor, supervisory consultant, and contractors to demonstrate the highest sense of responsibility, implementing the project to ensure progress, quality, safety, technical standards, aesthetics, and environmental protection. At the same time, they must mobilize human resources and modern equipment to carry out construction as quickly as possible; strictly adhere to all technical requirements and relevant legal regulations, and prevent corruption, waste, and negative practices.
The Prime Minister requested relevant central and local ministries and agencies to closely monitor the projects, be decisive in managing quality and progress, and resolve difficulties and obstacles throughout the project implementation process, ensuring that projects are completed on schedule and to the required quality standards, resolutely avoiding any procrastination or unnecessary delays.
In particular, localities must proactively and actively implement land clearance and relocation of technical infrastructure. Special attention should be paid to resettlement and support for production stabilization so that people have new homes, new jobs, and new livelihoods that are at least equal to or better than their previous ones.
The head of government instructed construction contractors, consulting firms, and supervisory units, with the highest sense of responsibility, to adhere closely to objectives and requirements, strictly comply with regulations on investment and construction management; fully and correctly implement construction procedures and processes; ensure quality, compliance with regulations, and timely completion; prevent corruption, waste, and negative practices; and minimize impacts on the environment and people's lives.
The units had to work with the spirit of "overcoming the sun, conquering the rain, not losing to storms," "eating quickly, sleeping urgently," working "3 shifts, 4 teams," working through holidays and weekends to ensure the project was completed on schedule, "all for the people, for the strength and prosperity of the country."
Along with the Ho Chi Minh City-Thu Dau Mot-Chon Thanh expressway, to expand connectivity between regions in the Southeast, Central Highlands, and the whole country, especially connecting the provinces of Tay Ninh, Binh Duong, Ho Chi Minh City, Dong Nai, and Ba Ria-Vung Tau, Prime Minister Pham Minh Chinh requested Tay Ninh province and Ho Chi Minh City to urgently complete the procedures and conditions to immediately implement the strategic Ho Chi Minh City-Moc Bai expressway. If there are any difficulties or obstacles, they should report them immediately to the competent authorities; and to promote investment in the Ho Chi Minh City Ring Road 3 and Ring Road 4, and the subway line connecting Ho Chi Minh City and Binh Duong...
Welcoming and commending Binh Duong province for granting investment decisions for the construction of 7 social housing projects, with a total capital of nearly 8,500 billion VND, expected to provide 9,200 apartments as homes for workers and low-income people, and granting investment licenses for 8 foreign investment projects with a total investment of over 1.2 billion USD, on this occasion, the Prime Minister requested provinces and cities to learn from Binh Duong province in strongly developing social housing, while completing the elimination of temporary and dilapidated houses by 2025, in accordance with the Party and State's policy of not sacrificing progress, fairness, civilization, social security, and the environment for purely economic growth; so that everyone and every family will no longer face housing difficulties after 80 years of national independence and freedom; the whole country will enter a new era - an era of striving for development, prosperity, civilization, and strength, and the people will be increasingly happy and well-off.
