The Government Office has just conveyed Prime Minister Pham Minh Chinh’s direction to handle financial obligations when changing land use purposes due to excessively high land prices, affecting livelihoods. Specifically, the Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Ministry of Agriculture and Environment and relevant agencies to study and propose appropriate and feasible land price adjustment coefficients, and report before September 10.
In fact, according to feedback, the need to develop and issue an annual land price list to be applied from January 1st is costly in terms of resources, while the land prices in the list are often significantly different from market prices. Regarding this content, Deputy Prime Minister Tran Hong Ha recently chaired an online meeting with 17 provinces and cities to discuss amending regulations related to land use fees, land rents and land development funds.
The Deputy Prime Minister emphasized that the revenue from land use conversion must have a clear basis, transparent calculation, and at the same time, the responsibility between the State and enterprises must be divided, avoiding wasting resources. At the same time, it is also necessary to divide into specific groups: people buying land for the first time to build houses must be calculated at a reasonable rate, while in cases of speculation, abandonment or slow project implementation, a different calculation method must be applied.
