Ministry of Industry and Trade proposes mechanism for EVN to recover losses through electricity prices

The Ministry of Industry and Trade proposed that EVN account for uncompensated costs in electricity prices to handle the accumulated loss of more than VND44,000 billion; at the same time, it affirmed that electricity prices will only increase slightly by 2-5% and according to the roadmap.

The Ministry of Industry and Trade has just completed the third draft of the Decree amending and supplementing Decree 72/2025 on the mechanism and time for adjusting average retail electricity prices, sent it to the Ministry of Justice for appraisal, and is expected to be submitted for promulgation in September.

An important new point is the proposal to add a regulation allowing Vietnam Electricity Group (EVN) to calculate previously incompletely accounted expenses into the average electricity price, in order to create a legal basis to recover losses from previous years.

The Ministry proposed two options: allowing EVN to allocate uncompensated direct costs of electricity production and supply to electricity prices from the audited financial statements for 2022 onwards, which can be applied in the following years; only handling costs arising from 2022 until before the decree takes effect, not applicable in the following years.

In addition, the draft also considers including the revaluation exchange rate difference and the unpaid exchange rate difference of power plants into electricity prices, based on transparent audited financial reports.

According to the Ministry of Industry and Trade , these plans help to promptly offset costs and ensure state investment capital at EVN. Data shows that EVN's accumulated loss is about VND50,029 billion in 2022-2023, and by the end of 2024, it will be VND44,792 billion.

The management agency believes that if new regulations are added, electricity prices at the end of the year will basically not fluctuate much, and may increase slightly by 2-5%; with a 3% increase scenario from October, the CPI for the whole year will only increase by about 0.03 percentage points.

The Ministry of Industry and Trade affirmed that the management of electricity prices will follow a roadmap, avoiding "jerkiness," ensuring socio-economic stability and harmonizing the interests of businesses and people./.
