Accompanying the Prime Minister were Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son and members of the high-ranking Vietnamese delegation visiting Estonia.
Earlier, on the same morning, Prime Minister Pham Minh Chinh and his delegation visited and worked at the e-Estonia Briefing Centre - a symbol of the world's leading digital government.
Founded in 1997 and the successor to the applied research unit of the Institute of Cybernetics of the Estonian Academy of Sciences, Cybernetica is recognized as one of the main architects of e-Estonia, developing core parts of the e-Estonia ecosystem, including the e-voting system, the X-Road data exchange platform, and digital identification technology.

Estonia is currently the only country in the world that widely uses internet voting for legally valid national elections. Cybernetica developed the system, ensuring security and transparency.
X-Road is a secure and efficient data exchange platform that enables public agencies and the private sector to exchange information seamlessly and securely - the backbone of Estonian e-government, significantly reducing administrative time and costs.

Today, Cybernetica is one of the icons of Estonia's digital economy and a global pioneer in e-government, cybersecurity and digital infrastructure solutions.
Cybernetica has deployed e-government solutions in more than 35 countries, including Japan, Malaysia, Kenya, Benin, Ukraine, etc. In particular, in Benin, more than 50 government agencies use Cybernetica's solutions to provide nearly 270 digital services to citizens.

At the meeting, the Prime Minister and members of the Vietnamese delegation discussed with Cybernetica about the possibility of success and feasibility when applying solutions to a country with a population of over 100 million people like Vietnam; institutional, regulatory, and legal reforms for successful implementation; the issue of balancing digitalization and citizen data security; public-private partnership; investment in digital infrastructure (cloud, high-speed internet, cybersecurity, etc.)

The Prime Minister proposed and Cybernetica said it is ready to exchange experiences and cooperate to support Vietnam, contributing to the implementation of the agreement between the two governments.
