On the afternoon of August 2, Prime Minister Pham Minh Chinh inspected the construction site, encouraged officials, workers and laborers at the construction site and chaired a meeting to urge the progress of the Long Thanh International Airport project (Dong Nai province).

Prime Minister Pham Minh Chinh inspected the site and encouraged officials, workers and laborers at the construction site of Long Thanh International Airport project ( Dong Nai province).

Accompanying the Prime Minister were Minister of Construction Tran Hong Minh, leaders of ministries, central and local agencies. The Prime Minister visited the construction site of the second runway at the airport; then continued to the construction site of the airport terminal to inspect the current status and listen to reports on construction results and progress.

Long Thanh International Airport is a national key project with a total capital of about 109,000 billion VND in phase 1, including component project 1 (headquarters of state management agencies), component project 2 (works serving flight management), component project 3 (essential works in the airport, including the passenger terminal, with a total investment of 99,000 billion VND), component project 4 (ground service works such as catering areas, aircraft cleaning, aircraft maintenance, etc.).

The Prime Minister inspected the construction area of the second runway at the airport; inspected the construction area of the airport terminal.

This is the eighth time Prime Minister Pham Minh Chinh has inspected this project, after the most recent inspection on March 20, 2025. According to reports and opinions at the meeting, after the inspection on March 20, ministries and agencies have completed many important tasks.

In particular, the Ministry of Agriculture and Environment has deployed the project of the animal and plant quarantine station headquarters, completed the review of responsibilities for slow project implementation; submitted to the Government for issuance of a Resolution on applying a special mechanism in licensing the exploitation of mineral mines for construction materials. The People's Committee of Dong Nai province has directed the provision of rock, sand and soil for the project (about 1.73 million m3 arrived at the construction site).

The Ministry of Construction has selected investors for 4 aircraft maintenance areas (hangars); submitted for approval of project adjustments; and worked with the Vietnam Airports Corporation (ACV) to review and report on shortening the project implementation schedule, develop a detailed schedule, determine the project completion date in December 2025, and organize technical flights. Investors have reviewed and deployed the headquarters of state management agencies, ensuring timely completion.

This is the 8th time Prime Minister Pham Minh Chinh has inspected this project.

Regarding progress, it is noteworthy that currently all bid packages of component project 3 (essential works) are being constructed simultaneously by ACV on the entire site with hundreds of construction teams, nearly 13,000 experts, engineers, workers, laborers and about 3,000 construction equipment to speed up progress.

The entire component project 3 has 14 packages, of which 03 packages have been completed and the remaining 11 packages are under construction. Up to now, the total value of the volume is about 40,316/79,468 billion VND, reaching 50.73% of the contracted value.

The Prime Minister listened to the report on construction results and progress.

As for the passenger terminal, 4,700 personnel and more than 1,000 machines and equipment are currently deployed for construction; 99% of the roof steel structure has been completed and the entire central roof structure is expected to be completed before August 15, 2025.

The No. 1 runway project has been basically completed; ACV has completed the selection of contractors in special cases, and started construction of the second runway on May 30, 2025. The joint venture contractor has mobilized more than 283 engineers and workers with 127 motorbikes and equipment for construction.

Exploit the project early with the spirit of "nothing is impossible"

After listening to the reports, opinions and concluding remarks, Prime Minister Pham Minh Chinh commended the relevant agencies, especially the Ministry of Construction and ACV, and acknowledged that many tasks had been implemented and basically completed after more than 3 months since the previous inspection. This is also a good experience showing the effectiveness and necessity of inspection and supervision work. In addition, there is still a lot of work to be done to complete and operate all related items synchronously.

Prime Minister Pham Minh Chinh praised relevant agencies, especially the Ministry of Construction and ACV, noting that many tasks had been deployed and basically completed after more than 3 months since the previous inspection.

According to the Prime Minister, the completion of the project and its early operation have many important meanings: Affirming the mettle and confidence in overcoming difficulties and challenges of the relevant entities; demonstrating the strength of the Ministry of Construction, the Project Management Board, ACV, investors, contractors, and consultants; improving investment efficiency; smooth and effective coordination between agencies, units, and localities; contributing to creating jobs and livelihoods for people, promoting growth; proving that "nothing is impossible", the problem is whether there is determination and whether there is knowledge in implementing the work.

With the goal of basically completing the project by December 19, 2025, inaugurating it according to regulations, and moving towards commercial exploitation in early 2026, the Prime Minister requested the Ministries, branches, Ho Chi Minh City People's Committee, Dong Nai Province, investors, contractors, consultants, engineers, workers, and laborers who have tried, then try harder, who have tried, then try harder, who have made a determination, then make a higher determination, to focus on fully and seriously implementing the conclusions and directions of the Prime Minister, and thoroughly completing the work.

Emphasizing the spirit of speed, boldness, "only discuss work, no retreat", "overcome the sun, overcome the rain, not lose to the wind and storm", "3 shifts, 4 teams", construction "through holidays, Tet, and holidays", "working day and night, working overtime on holidays", the Prime Minister directed the agencies to rebuild the progress critical path according to the set goals; assign "clear people, clear work, clear time, clear responsibility, clear results, clear authority", strengthen urging, supervision, and inspection.

Accordingly, it is necessary to complete 4 component projects; ensure smooth traffic connections, first of all connecting highways, roads, and railways; complete technical inspection of air traffic; complete telecommunications infrastructure, electricity and water, etc., environmental landscape, and accompanying services such as gasoline supply. The Prime Minister especially noted completing on schedule while ensuring quality, technical requirements, aesthetics, safety, environmental sanitation, paying attention to planting more trees; preventing and combating corruption and negativity; well preparing for the implementation of airport exploitation projects; completing the airport city planning, urgently implementing logistics zones, free trade zones, etc.

The Prime Minister gave gifts to officials, workers and laborers at the construction site.

Assigning a number of specific tasks, the Prime Minister directed the Ministry of Construction to conduct a comprehensive review and direct relevant agencies to urgently implement connecting transport projects, prioritizing the use of all available tools for early construction. The Ho Chi Minh City People's Committee urgently researched and implemented the railway connecting Tan Son Nhat airport with Long Thanh airport. ACV immediately implemented the construction of runway No. 3.

Commenting on the proposals and recommendations, the Prime Minister agreed on the policy of selecting contractors in special cases, avoiding corruption, negativity and waste. The Ministry of Construction is well prepared for the acceptance work in accordance with regulations.

The Prime Minister also requested that investors set up food service areas to take care of engineers and workers of construction units at the construction site with a service-oriented spirit.

Nhon Trach Bridge connecting Ho Chi Minh City and Dong Nai will be inaugurated on August 19.

That same evening, Prime Minister Pham Minh Chinh inspected the Ho Chi Minh City Ring Road 3 project, Tan Van - Nhon Trach section, including the Nhon Trach bridge project.

The Ho Chi Minh City Ring Road 3 project is 76 km long, passing through 3 localities including Ho Chi Minh City, Dong Nai and Tay Ninh. The project has a total investment of 75,300 billion VND invested by the State budget.

Prime Minister Pham Minh Chinh inspected the Ho Chi Minh City Ring Road 3 project, Tan Van - Nhon Trach section, including the Nhon Trach bridge project, on the evening of August 2.

Of which, the 8.22km Tan Van - Nhon Trach section (through Ho Chi Minh City and Dong Nai) of component project 1A has reached nearly 98% of its construction output by the end of July and will be opened to traffic on August 19. Nhon Trach Bridge, a major item of component project 1A and the largest bridge of Ring Road 3, will also be opened to traffic on the same day.
