Prime Minister wants Can Tho to be a pioneer in science and technology, innovation and digital transformation

Prime Minister Pham Minh Chinh affirmed that in addition to the "four pillars" of the Politburo's resolutions, there will be upcoming resolutions on education and training, health care, and culture, which will have a relatively complete direction for national development.

On the afternoon of July 13, at Can Tho University, Prime Minister Pham Minh Chinh and National Assembly deputies from Can Tho city had a meeting with voters who are representatives of officials and lecturers of universities, colleges, research institutes; officials, civil servants, and public employees in the science and technology sector in the city.

"Hot" issues of science, technology and innovation

Here, most voters are interested in Resolution 57 of 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.

Voter Le Van Vang asked the Prime Minister to provide key solutions to remove obstacles, helping scientific research to enter life quickly and strongly. In addition, this voter said that the Government is promoting the semiconductor industry, so what are the key policies that will be issued and implemented in the coming time to develop this field?

Voters Le Thi Thu Suong believes that Resolution 57 has come into effect, this is a great source of motivation to encourage and energize the team of scientists to work more effectively and with greater responsibility.

In Can Tho City, a center for startups and innovation has been established. Therefore, it is recommended that the Prime Minister direct relevant ministries and branches to promptly consider issuing policies and mechanisms to help improve the operational capacity of the center to perform local startup and innovation functions in conjunction with national innovation.

Meanwhile, voter Nguyen Thuy Kieu Tien (Cuu Long Delta Rice Research Institute) said that she and her colleagues spent many years researching high-quality rice varieties that are resistant to pests and diseases, contributing to improving people's lives and ensuring national food security.

Resolution 57 sets out the goal of promoting the commercialization of scientific research and technology development.

Although many rice varieties and rice cultivation processes at the Institute have been applied, methodical and large-scale commercialization still faces many barriers, and benefit sharing is not commensurate. "The Prime Minister directed ministries and branches to issue specific policies to overcome this problem as well as encourage research institutes to proactively commercialize rice varieties and cultivation processes," she suggested.

On behalf of National Assembly deputies responding to voters' opinions and recommendations, Prime Minister Pham Minh Chinh said that the Politburo has issued Resolution 57 mentioned above, Resolution 68 on the private economy, Resolution 59 on integration and Resolution 66 on law making and enforcement.

To institutionalize these four resolutions, the National Assembly issued resolutions and the Government also issued three resolutions and action programs for implementation. This demonstrates the consistency, inclusiveness, and synchronization of policies, contributing to promoting a new era of prosperity, civilization, and happiness for the people.

"These four resolutions are called the four pillars. In the near future, there will be several more resolutions on education and training, health care, and culture that we are preparing to submit to the Politburo. We will have a relatively complete path to develop the country," he said.

Regarding funding for science, technology and innovation, the Prime Minister said that the current budget is 3% and next year it will be higher at 5%. The second is fees, charges and incentives. The third is equal access to resources.

He added: "Regarding semiconductors and artificial intelligence chip production, we have been working very actively. Policy mechanisms have been issued, and infrastructure for semiconductors is also being deployed."

The Prime Minister also affirmed that he is continuing to build a mechanism for equal access to resources, prioritizing resources for the development of science, innovation, and private economic activities; protecting the legitimate rights and interests of scientists, and risks in the research process. Next is to issue an open mechanism, ensuring the connection of the four parties (enterprises, scientists, schools and the State), and commercializing products.

"I hope that the new Can Tho city will promote its leading role in the Mekong Delta region in all fields, pioneering in science and technology, innovation, and digital transformation.

This summer, I also hope that the school will assign students to work in groups to support the community in digital transformation, contributing to the completion of universal digital education, and contributing to the national movement of joining hands in digital transformation.

We are also pioneers in training human resources related to all fields, especially digital transformation, semiconductors, and pioneers in scientific research, pioneers in commercializing scientific products, pioneers in leading science and innovation in the Mekong Delta region," the Prime Minister called.
