(Chinhphu.vn) - Stating that the Government will hold weekly meetings with the requirement that the operation of the two-level local government must be "better next week than last week, better next month than last month, better next quarter than last quarter", Prime Minister Pham Minh Chinh made clear the common perception that: As long as people still complain, the Government's work will be difficult and arduous, requiring effective solutions; as long as the locality has not developed, the Government must review, worry, and promote development.

On the afternoon of October 1, Prime Minister Pham Minh Chinh chaired a Government meeting to assess the situation after 3 months of implementation, continue to review and discuss solutions to remove difficulties and obstacles so that the operation of the 2-level local government model can truly become systematic, operate effectively and efficiently, and best serve the people and businesses.

Attending the meeting were Deputy Prime Ministers, Deputy Secretary of the Government Party Committee, leaders of ministries, branches and agencies under the Government.

According to the report of the Ministry of Home Affairs and opinions at the meeting, in the first 3 months of operation (July 1 - September 30, 2025), the 2-level local government model has gradually become routine, ensuring consistency and continuity in state management from the central to grassroots levels, state management activities have been maintained stably, without interruption in operations and service to the people.

The Government, the Prime Minister, ministries, branches and localities have synchronously deployed many directive and management measures, from promptly issuing institutions, policies and guiding documents within their authority to being resolute in directing, operating, training, monitoring, grasping, resolving the situation, and removing difficulties and obstacles in the implementation process.

Ministries and branches have basically grasped and fully implemented assigned tasks (26/36 assigned tasks in 6 conclusions of the Politburo and Secretariat have been implemented; 10/36 tasks are in the process of being organized and implemented).

Administrative agencies at all levels have basically improved their organization, arranged sufficient personnel, clearly defined functions, tasks and authorities; policies and regimes have been initially implemented, creating a legal and practical basis for operating the new model.

The administrative apparatus has been streamlined, the number of intermediary agencies and focal points has been significantly reduced, thereby saving budget costs, reducing intermediary levels, and shortening work processing procedures. The management capacity of local authorities has been improved, the responsibility of the head has been promoted, clearly demonstrated through the regular inspection and supervision mechanism of the Central and local governments.

The leadership positions of the People's Committees at all levels have been completed in a timely manner. Up to now, 100% of localities have arranged enough Chairmen, Vice Chairmen and members of the People's Committees at the provincial and communal levels. Many localities, ministries and branches have rotated, mobilized, seconded and strengthened cadres with expertise and experience in key areas at the communal and provincial levels.

Up to now, the whole country has had 142,746 people have decided to quit their jobs, of which 105,056 people (73.6%) have received payment for policies and regimes. 11 ministries and 6 provinces and cities have completed the payment; 10 ministries and 3 localities have only paid 60%. Many localities have issued policies to support housing, transportation, vocational training and employment for redundant cadres.

The reform of administrative procedures and digital transformation has achieved many results, contributing to improving the efficiency of serving people and businesses. The reception and processing of administrative records are increasingly transparent and timely; many localities have boldly applied new technologies (AI, big data) to serve operations. The work of processing and rearranging headquarters and public assets has been given attention and carried out seriously, many places have taken advantage of it to make public works to serve people's lives.

As of September 2025, the whole country has proposed to abolish 519 administrative procedures and simplify 2,421 administrative procedures related to production and business activities (reaching 60.14% of the plan). Currently, 14 ministries have fully publicized administrative procedures on the national database with 1,383/1,385 administrative procedures.

From July 1 to September 30, about 7 million online applications were received, with a 91% on-time settlement rate. Over 3,100 commune-level public administrative service centers were put into operation, applying a modern one-stop shop model, many places applying AI and electronic forms. These centers initially operated stably, creating favorable conditions for people to carry out administrative procedures.

As of September 15, 2025, the country currently has 16,009 housing and land facilities that need to be processed after rearrangement. Some localities such as Hanoi, Da Nang, Quang Ninh, and Ho Chi Minh City have basically completed the process.

The people basically agree with and support the Party and State's policies and guidelines. The sense of responsibility and the decisive participation of the entire political system are clearly demonstrated; the coordination between central and local ministries and branches is increasingly close.

Besides, the implementation of the two-level local government model still faces many difficulties and problems related to institutions, policies, staff, civil servants, administrative procedures, facilities and information technology infrastructure, operations, coordination and task implementation, etc.

After listening to reports and opinions of Government members, concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and commended the efforts of ministries, branches and localities in implementing two-level local government, in the context of having to carry out many other important and regular tasks.

The Prime Minister summarized that after 3 months of implementation, the deployment of the 2-level local government model has achieved many results, basically meeting the set goals; the apparatus has gradually operated smoothly and improved its effectiveness and efficiency, bringing convenience to people and businesses. Administrative reform and digital transformation have achieved many results. The arrangement of headquarters and public assets has been seriously implemented, saving the budget, many facilities have been converted to serve the community. The people agree with and support the major policies of the Party and State.

However, the implementation process still has many problems and shortcomings that need to be resolved, such as the situation of having too many staff in some places and not enough in others; the amount of work is not suitable for the number of staff. Some staff are still limited in management capacity, legal capacity, professional capacity, digital transformation capacity, creative capacity, etc.

Some guidance documents are still slow. Many places have difficulties in infrastructure, resources, and transportation; the online public service system is still inadequate, data is not synchronized; the payment of policies for retired people has not been completely resolved; people in some areas have not yet adapted to the new way of handling procedures...

The Prime Minister said that the transformation from a state that mainly handles administrative work, which has existed for many years, to a state that is proactive and creative in serving people and businesses cannot be done in "one or two days" but requires time.

Recently, the Politburo and the Secretariat issued Conclusion No. 195-KL/TW on the situation and performance of the political system and local government apparatus at two levels, with very specific tasks for the Government Party Committee; The Prime Minister requested the Deputy Prime Ministers in charge of assigned fields, together with ministers and heads of sectors, to direct the review of work based on functions, tasks, powers and Conclusion 195, in which, the work that has been done must be systematized; the work that is being done must continue to be done; the work that has not been done must be started immediately with the "6 clear" assignments: clear people, clear work, clear time, clear responsibility, clear authority, clear products; at the same time, synthesize reports to send to the Prime Minister at 3:00 p.m. every Tuesday. The Government will continue to meet weekly to continue promoting and creating changes in this work.

If not completed, the responsibilities of the heads of agencies and local authorities must be clarified. Along with that, it is necessary to urgently submit amendments to the guiding regulations accordingly.

The Prime Minister requested that grassroots organizations that have not yet opened payroll accounts must immediately open them. Regarding digital infrastructure and public services, the Ministry of Science and Technology will coordinate with localities to develop plans to fix technical errors, synchronize data, and ensure smooth online public services.

Regarding the organization and personnel, the Prime Minister directed to continue reviewing and assigning to localities any deficiencies; some cadres with limited capacity must improve their capacity themselves and agencies must increase training, guidance and instruction.

The Prime Minister also requested the Minister of Finance to review and guide localities, especially those without accounts or accountants; to guide development creation for the grassroots level, based on distinct potentials, outstanding opportunities, and competitive advantages. The Ministry of Justice must guide the judicial sector.

The Prime Minister especially emphasized the spirit of immediately removing all difficulties and obstacles, at which level must do it, especially in areas such as: Land, planning, finance, assets, construction, transportation, housing facilities, surplus land after rearrangement...

The Prime Minister requested to continue promoting Government working groups to inspect, urge, review, and support localities in removing difficulties and obstacles in organizing and operating local governments at two levels and other issues.

The Prime Minister continued to request ministries, branches and agencies to continue reviewing and promoting decentralization and delegation of power in the spirit of "whoever does the best will be assigned the work", "if you don't know, don't manage"; central ministries and branches design standards, regulations, develop regulations and policies, not do it for them but strengthen supervision and inspection, so that "localities decide, localities do, localities take responsibility".
