On the morning of December 28, Prime Minister Pham Minh Chinh attended the online conference to review the work in 2024 and deploy tasks in 2025 of the Ministry of Planning and Investment (MPI).
The conference was connected online to bridges in 63 provinces and centrally-run cities. Also attending the conference were leaders of ministries, departments, branches, central and local agencies.

In 2024, the Ministry of Planning and Investment has made continuous efforts, determination, and strived to complete a large and important volume of work that has an impact on the country's socio-economic development.
Accordingly, the Ministry has completed its tasks of reporting to the Government, submitting to the National Assembly for approval 5 resolutions, 2 laws and researching to advise competent authorities to amend the Law on Enterprises, and develop the Law on Industrial Parks and Economic Zones.
The Ministry of Planning and Investment has promptly researched, monitored, evaluated and closely forecasted the situation, proactively advised and proposed solutions, mechanisms and policies, developed growth scenarios, stabilized the macro economy, controlled inflation, ensured social security, removed difficulties, promoted production and business, and promoted disbursement of public investment capital.

The solutions proposed by the Ministry are all strong, focused, in-depth and flexible, suitable for short-term and medium-term requirements to maximize recovery opportunities and create new momentum for the country's economic development.
The Ministry has also done a good job of advising the Government and the Prime Minister to research and implement measures to continue attracting high-quality FDI capital flows; promoting improvements in the investment and business environment to create favorable conditions, increase confidence and arouse the entrepreneurial spirit, creativity and mettle of enterprises.
Along with that, continue to preside over and coordinate with ministries, branches and localities to research and concretize policies to promote new economic models (night-time economy, digital economy, sharing economy, circular economy, etc.), promote regional connectivity, digital transformation, innovation and business development, thereby promoting economic growth towards green growth and sustainable development.

A highlight of the science and technology sector in 2024 is the successful promotion of cooperation with the world's leading technology corporations such as NVIDIA in research and development, technology transfer, and development of high-quality human resources to maximize the potential of the semiconductor chip and artificial intelligence (AI) sectors, contributing to shaping the future of technology and realizing development goals in the new era of the nation.

Speaking at the Conference, on behalf of the Government, Prime Minister Pham Minh Chinh highly appreciated and commended the efforts and remarkable results of all leaders, civil servants, public employees and workers of the Planning - Investment and Statistics sector, which have made important contributions to the socio-economic development achievements of our country in 2024 and over the past nearly 80 years. In addition, the Prime Minister pointed out a number of limitations that need to be overcome.
In the coming time, the Prime Minister requested the industry to continue to do better in planning and coordinating the macro economy, building scenarios to accelerate and break through with a growth target in 2025 higher than the targets assigned by the Central Government and the National Assembly.
In which, the industry is required to implement "5 pioneers", including: Pioneering in innovation, with sharp thinking, quickly grasping emerging issues of the world and the country and having a long-term vision, thinking deeply, doing big things; pioneering in building and perfecting the socialist-oriented market economic institution and organizing implementation; pioneering in leading the mobilization of all resources of society, domestic and foreign; pioneering in innovation and digital transformation, green transformation to develop a circular economy, knowledge economy, creative economy, sharing economy associated with economic restructuring; pioneering in building a national database and formulating policies based on data.
Regarding the key tasks in 2025, the Prime Minister said it is necessary to focus on completing the expressway system from Cao Bang to Ca Mau. "This is an order from the heart," the Prime Minister emphasized. In addition, it is necessary to start the construction of the Lao Cai - Kunming - Hanoi - Hai Phong railway; prepare for investment in the North - South high-speed railway; urban railways in Hanoi, Ho Chi Minh City, major seaports and airports; make the most of outer space, sea space, underground space...

The Prime Minister requested the Ministry of Planning and Investment to advise the Party and State, assist the Government in promoting the disbursement of public investment capital, promote the implementation of strategic infrastructure projects, digital infrastructure, especially key and important traffic projects; resolutely eliminate the situation of scattered, wasteful and ineffective investment.
On this occasion, the Ministry of Planning and Investment received the Third Class Labor Medal, the Department of Labor, Culture and Social Affairs and the Department of Finance and Monetary Affairs received the Second Class Labor Medal; Minister Nguyen Chi Dung received the First Class Labor Medal, Deputy Minister Tran Quoc Phuong and Mr. Dinh Trong Thang, Director of the Department of Planning Management received the Third Class Labor Medal.
