On January 25, on the eve of the traditional Lunar New Year of At Ty, at the Government headquarters, Prime Minister Pham Minh Chinh received Comrade Ha Vi, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Vietnam.

In an atmosphere of friendship, cordiality, openness and trust, Prime Minister Pham Minh Chinh and Chinese Ambassador He Wei looked back and expressed their joy at the positive developments in Vietnam-China relations in 2024. The two sides highly appreciated the regular maintenance of high-level exchanges and contacts; the increasingly comprehensive and diverse exchange and cooperation mechanisms between the two sides, demonstrating high trust; transport connections, especially railway connections, were promoted; economic -trade, investment and tourism cooperation grew positively with trade turnover in 2024 reaching 205.2 billion USD, up 19.3%; China ranked first in the number of newly licensed investment projects in Vietnam, and the number of Chinese tourists to Vietnam reached 3.8 million, up 114% over the same period.

Prime Minister Pham Minh Chinh asked Ambassador Ha Vi to convey the greetings and best wishes of General Secretary To Lam, President Luong Cuong, National Assembly Chairman Tran Thanh Man and himself to the senior leaders of the Chinese Party and State; congratulate China on its positive development achievements; emphasize that developing friendly and cooperative relations with China is a consistent policy, an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization, and diversification.

Ambassador Ha Vi affirmed that the Chinese Party and Government attach great importance to relations with Vietnam, always considering China-Vietnam relations a priority direction in China's neighborly diplomacy; respectfully conveying the greetings and best wishes on the occasion of the New Year from General Secretary and President Xi Jinping, Premier of the State Council Li Qiang, Chairman of the National People's Congress Zhao Leji, Chairman of the Chinese People's Political Consultative Conference Wang Huning to key Vietnamese leaders; sincerely congratulating Vietnam on its impressive development achievements in 2024, overcoming difficulties and challenges.

The two sides expressed their delight at the recent successful phone call between General Secretary To Lam and General Secretary and President of China Xi Jinping, creating a good start and strengthening strategic orientation, adding new momentum to the relationship between the two Parties and two countries in the Vietnam-China Humanitarian Exchange Year 2025 on the occasion of the 75th anniversary of the establishment of Vietnam-China diplomatic relations.

To thoroughly grasp and implement the common perception between the two General Secretaries, Prime Minister Pham Minh Chinh proposed to maintain regular meetings and contacts at high and all levels, improve the effectiveness of cooperation mechanisms through the Party, Government, National Assembly/National People's Congress, Fatherland Front/CPPCC, effectively deploy cooperation between ministries and branches, and encourage localities to promote exchanges and cooperation.

The Prime Minister proposed that the two sides strengthen substantive cooperation in all fields, so that people of the two countries can enjoy practical benefits from the bilateral relationship, focusing on promoting transport connectivity, effectively implementing the Agreement between the two governments on the three railway routes Lao Cai-Hanoi-Hai Phong, Lang Son-Hanoi, Mong Cai-Ha Long-Hai Phong. The Prime Minister hoped that the two sides would focus on implementing large, symbolic projects commensurate with the level of the bilateral relationship; and suggested that China continue to open its market to Vietnamese agricultural products, strengthen cooperation in agriculture, finance, science and technology, education, culture, tourism, and environment, and jointly manage the land border well.

Regarding maritime issues, Prime Minister Pham Minh Chinh suggested that the two sides strictly implement the high-level common perception, the "Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China"; respect each other's legitimate and legal rights and interests and resolve disputes and disagreements by peaceful means, in accordance with international law, including the 1982 UNCLOS; properly handle the issue of fishing vessels and fishermen in a humanitarian spirit; continue to promote the role of maritime negotiation mechanisms; and jointly promote the building of a substantive, effective and efficient Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 UNCLOS.

Expressing his agreement with the directions of Prime Minister Pham Minh Chinh, Ambassador Ha Vi congratulated Vietnam's important socio-economic development achievements under the leadership and direction of the Central Committee of the Communist Party of Vietnam headed by Comrade To Lam and the resolute and effective management and administration of the Vietnamese Government headed by Prime Minister Pham Minh Chinh. Ambassador Ha Vi affirmed that China is willing to work with Vietnam to strengthen strategic exchanges, consolidate political trust, promote substantive cooperation in all fields, especially promoting balanced and sustainable economic, trade, investment and tourism cooperation.

Ambassador Ha Vi suggested that the two sides effectively implement the series of activities of the China-Vietnam Humanitarian Exchange Year on the occasion of the 75th anniversary of the establishment of diplomatic relations between the two countries, contributing to consolidating a solid public opinion foundation for bilateral relations; jointly control and better resolve disagreements at sea, creating a peaceful, stable and favorable environment for the development of each country./.
