Prime Minister: Promoting agriculture, services and determination to revive industry

(Dan Tri) - Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to strengthen and promote the agricultural and service sectors, revive industry and remove broken supply chains.

Concluding the regular Government meeting held on September 9, Prime Minister Pham Minh Chinh clearly stated his viewpoints on how to respond to difficulties in order to achieve the set goals.

To do so, the Prime Minister outlined solutions to continue focusing on promoting three growth drivers including investment, export, and consumption. The focus is on consolidating and promoting the agricultural and service sectors, reviving the industrial sector, focusing on processing and manufacturing, removing market difficulties, and overcoming supply chain disruptions.

Regarding investment, accelerate disbursement of public investment capital, further promote private investment and foreign investment; strengthen public-private partnership (PPP), promote social investment, actively and proactively attract selective FDI, ensure quality; focus on technology transfer, link with domestic enterprises and participate in regional and global supply chains.

Regarding exports, maintain and consolidate traditional markets and actively expand new markets; strengthen guidance and support for people and businesses to improve the quality of products and services to meet new conditions and standards, especially green standards; take advantage of opportunities from signed FTAs; promote negotiations and signing of new agreements, commitments and trade links.

Regarding consumption, focus on strongly developing the domestic market; promote the campaign "Vietnamese people prioritize using Vietnamese goods"; widely organize promotional programs to stimulate consumption; strongly develop e-commerce; strengthen connections, ensure balance of supply and demand of goods, especially essential goods; strengthen prevention and combat of smuggling and trade fraud...

In the management of monetary and fiscal policies, continue to implement proactive, flexible, timely and effective monetary policies. Coordinate synchronously, closely and harmoniously with a reasonable, focused, key, rapid and decisive expansionary fiscal policy and other policies to prioritize promoting growth while ensuring macroeconomic stability.

The Head of Government requested ministries, branches and localities to closely monitor developments in the international and domestic situation to have synchronous, appropriate, timely and effective policy responses.

In particular, it is necessary to clearly identify promoting industrial production as the key task, promoting the processing and manufacturing industry, and key industries. Speed ​​up the progress of large-scale, high-tech, and widespread projects, deploy solutions to ensure energy security (electricity, gasoline); review legal regulations to have specific instructions on investment in the power transmission grid.

In agriculture, it is necessary to promote the production of food, foodstuffs, and essential goods to meet the needs at the end of the year and during the holidays. Take advantage of opportunities to export agricultural products, while ensuring national food security.

In addition, drastic, synchronous and effective solutions to combat illegal fishing (IUU) are needed to remove the EU's yellow card. The Prime Minister noted that preparations for the International Rice Festival at the end of the year should be made well and the program of 1 million hectares of high-quality rice should be effectively implemented.
